Except for a rather insipid thing with some Russians doing a fact finding mission, this is a good episode. An unstable man with a dog flies into rages when it relates to the dog. He is arrested when a rib shop place won't give him any bones for his dog (they don't have any to spare). He gets off with unfortunate consequences. Meanwhile, Belker rides with an EMT who works in the middle of the worst conditions. They make a really interesting pair of seeming misfits with hearts of gold.
