An oil tanker is commandeered by a group of third world terrorists who manoeuvre the ship into Tokyo harbour and pledge to detonate the ship and its explosive cargo unless their conditions are met. The extremists want the government of Japan to capitulate to their demand for a fairer distribution of wealth between countries. They make some outrageous demands, but the government has no intention of playing along. Will the situation, quite literally, blow-up?
