Paul Reiser was originally in the lead role. After four weeks of shooting, Paul badly injured his leg. His role was re-cast with Robert Hays, and the shoot had to start all over again in Spain.
The film has obvious ties to the Police Academy films which include the films' producer Paul Maslansky, Composer Robert Folk, Actress Kim Cattrall, who appeared in the original film, Actor Lance Kinsey, who appeared in four of the Police Academy sequels (2-6).

Gordon Jump who appears in this film was also part of Writer/Director Gene Quintano's film "Making The Grade" in which he co-wrote and produced for Cannon Films.
Released the same year as Robert Hays' return to television for the NBC Comedy series, "FM" which made its' debut in August 1989 and subsequently cancelled soon after right before the film appeared theatrically in December 1989.
