It was started out as two separate projects. Sam Raimi and Ivan Raimi worked on an action adventure for Universal, while John McNamara worked on another similar project for Warner Bros. Television. Both of them were pitched to ABC, and to avoid cannibalizing their audience, the two projects were combined into a single show.
