Bioware thought lowering the level of violence was necessaey for the German Version but that can be reversed.
Unfortunately the European compilation version seems to only feature the censored German version too. Because of that other European gamers now have to live with the censored version as well although the old version which has been released in their home country was uncensored in the first place.
