The answer is a partial yes. Although the film takes place in Book of Mormon times and civilizations, all the main characters (save Jesus, of course) are fictional, as it's stated in the film itself. However the doctrines, the political and social context and, obviously, the visitation of Christ to a pre-columbian city, are all facts taken from the Book of Mormon and beliefs of the Church of Jesus Christ of Latter-day Saints.
