No, it's an act. In a few different episodes suspects deduce (often too late) that Columbo is much shrewder than he appears. There are also times when he lets down the act and reveals that he knows more than he was letting on.

Columbo's first name is never explicitly revealed in the series. However, when Columbo flashes his badge in the episodes "Dead Weight" (Season 1 Episode 3), and "Death Hits The Jackpot" (Season 10, Episode 4, during the gotcha scene at the end), the name 'Frank Columbo' can clearly be seen on his ID card.

In the german DUB befriended police detectives occasionally call him Franck.

The answer is no.

Although Columbo is often seen talking to her on the phone, he talks about her all the time and she is described by him in "Troubled Waters".

Unless... you consider the show "Mrs. Columbo" played by Kate Mulgrew. Yes it was short lived, but in this take we saw her, and never saw him.

In the real world it is a 1959 Peugeot convertible, Model 403

but in "Caution: Murder Can Be Hazardous To Your Health" Columbo says it is a very rare 1950 Peugeot.
