It depends on how you look at it.
In a world with sane leaders, the cost of allowing individuals to kill, rape, loot, and pillage as they please would outweigh any gains. This alone would stop any government of this kind from allowing such an event.
But the government we are dealing with in The Purge is a mob of fanatical tyrants. This would still result in the purge costing more than it is worth. Especially as the cost of rebuilding after the twenty-four hours is over would take at least months to recover from. This would leave America or whatever it is called at the time of these events open for conquest.
