The arrests would be made only after a Federal arrest warrant was issued and would normally be served by a US Marshall. However, any State or local law enforcement officer can conduct the arrest subsequent to the issue of a warrant. The Sheriff and his Deputy are civilians, so the MPs would have no authority off base regarding these officers.
