Sir Jacob Garrard Downing, 4th Baronet (c. 1717 – 6 February 1764)[1] was an English baronet and politician.

He was the oldest son of Charles Downing (died 1740) of Bury St Edmunds, Suffolk, who comptroller of customs in Salem, Massachusetts and became "vastly rich". He inherited his father's wealth in 1740, and in 1749 he inherited the baronetcy from his cousin George.[2]

He was a Member of Parliament for Dunwich from 1741 to 1747, from 1749 to 1761 and from 1763 to 1764.[3] He was closely associated with Lord Hardwicke.[2]

The baronetcy became extinct on his death in 1764.[1]
