In your communication, make the distinction clear and give the rationales. It would be highly helpful to also give a timeframe so everyone is on the same page. Some clients make certain demands because they are probably under pressure to deliver by certain stakeholders and may not necessarily even still see the need for it. It's therefore your job to work ok this with them so it's easier to manage their expectations.
