My question is why are you leading a team with conflicting priorities? Short-term vs. long-term is not necessarily a competing priority. Lowering costs and delivering robust systems are not necessarily competing priorities. High quality and delivery speed are not always competing so I would address this before moving forward. Effective leaders challenge the premise of the status quo, and this is an area where I would focus on first. I realize that many organizations constantly change priorities, but IT strategy is about being product, process, and personnel agnostic and shouldn't have to constantly adjust because a CIO or CEO wants something different today than yesterday. Focus on why you have competing priorities in the first place.
