I think user stories priority meaning is different in various situations, problems, opportunities, times, teams and generally in circumstances. There is no doubt that the priorities of the product are derived from the priorities of the business needs and must follow it, which is based on criteria such as reducing costs, increasing revenue, ease of use, increasing speed or accuracy, freindly user interface, etc. But besides that, feasibility and technical ability of the team, available resources, time, and risk management are also important decision-making factors. Therefore, the PM must have active interaction and communication with the team, be ready to accept different opinions of the team and compromise and change.
