Network is the ip layer or layer 3. Competency in understanding networks lies in knowing the other layers. Layer 3 knowledge on the router/switch/VM/Container level means you should really know the physical and MAC layers e.g. Your network layer could be failing because you have a dirty fibre, or you do not have enough bandwidth. TCP layer also important. Make the effort to understand the OSI model. If you do this, then you will be way ahead of your peers.

Then and only then apply the fix. Never implement a fix on an undiagnosed problem. Lest you may find that one problem multiplies into many more problems
