Thanks for asking on the ML for me :-) 

I dived into the code and came up with a PR (link at the end)
In short, in the constructor of Ticks , self.gridOn is set to the value of 
rcParam.axes.grid regardless 
of wether the Ticks is Major or Minor.

I proposed one fix, but I'm not sure it is the right one and will wait for 
feedback.
Also My PR will probably conflict with a bigger one so I suppose I won't be in 
the priority list.
