Website About Brain Development
Te Best Start Resource Centre has launched the web-
site, www.HealthyBabyHealthyBrain.ca. It provides infor-
mation to parents (and expectant parents) on the brain
development of children aged zero to three. According to
Louise Choquette, who coordinated the project, parents
are sometimes unsure of what to do to support their babys
brain development. Tey have a lot of questions including
what foods to give them and what toys to give them.
Te website hosts a series of short videos on topics re-
lated to brain development, such as nutrition, sleep, play,
literacy, physical activity, attachment, self-regulation,
discipline, and stress. Choquette says what stands out the
most in these videos is the importance of the relationship
between the parent and the baby. Te way a parent inter-
acts with their child can afect the brain in ways that are
not always obvious.
Te videos provide real-life examples of how to interact
efectively with young children. Tere is also some expert
commentary that helps parents understand situations
from a childs perspective. Because the videos are short
(about 2 to 6 minutes each) the website is useful to parents
of young children who typically dont have much time but
want to learn about parenting.
Parents and service providers who viewed the videos
indicated that they are anxious to share this website with
their friends. Tey will have the opportunity to easily
share the videos through their social media networks.

VILLAGE OF KASLO
PUBLIC NOTICE
NOTICE IS HEREBY GIVEN that the Council of the Village of Kaslo
intends to adopt a Loan Authorization Bylaw in the amount of $600,000
over a 10 year period to pay the costs to replace the municipalitys
headworks on Kemp Creek, destroyed in a debris torrent in June 2012.
Te annual cost of borrowing is estimated to be $1.313 cents per taxable
front foot, to a maximum of 120 feet on any one parcel of property.
On a property with 100 feet of frontage, parcel taxes payable annually
therefore would be $131.30.
Te cost of this project is estimated, in a worst case scenario, to total
$600,000. We are optimistic total costs will be much less and, if not
needed, funds will not be borrowed. Te Village of Kaslo has applied
for both Disaster Financial Assistance from the Province of BC and
insurance coverage. Disaster Financial Assistance could pay up to 80%
of the total cost of dam replacement, and insurance approximately
$64,000 for loss of our asset. It is the Villages intention to recover as
much Disaster Financial Assistance and insurance settlement funding as
possible, and to actually borrow only the cost not recoverable from these
other sources.
Council may proceed with the aforementioned motion to adopt Loan Au-
thorization Bylaw 1129 unless within 30 days of the second and last news-
paper publication of this Notice, at least 10% (ten percent) of the electors
petition Council to submit the said motion to the electors for assent;
AND that 10% (ten percent) of the electors is estimated to be 85;
AND that the prescribed elector response form is available on request
at the Village Ofce between 8am-12 noon and 1pm-4pm weekdays,
exclusive of statutory holidays;
AND that the only persons entitled to sign elector response forms in
regard to the proposal are electors of the Village of Kaslo;
AND that the deadline for submission of the elector response form is
established as 4pm October 26, 2012, to be made at the Village ofce.

A Tribute to Crossing the Bridge in Trail
Spanning the Columbia River since its inaugural open-
ing on July 1, 1912, the Old Bridge is now slated for
demolition due to its crumbling infrastructure and pro-
hibitive repair costs but before the bridge vanishes from
the Columbia River landscape it once helped defne, the
VISAC Gallery and the Trail Historical Society will ac-
knowledge the role the Old Bridge played in the Trail
community with a collaborative exhibition of guest artists
and historical displays.
Te Old Bridge Exhibition will be showing until Octo-
ber 12. Historical displays of photographs and Old Bridge
related item will hang or be displayed alongside guest art-
ist interpretations of the Old Bridge in works of various
mediums, for example watercolour, digital photography,
acrylic, and collage.
Te Old Bridge Exhibition will pay tribute to a heritage
structure that once exemplifed the Trail community as a mod-
ern industrial town of great potential and advanced growth.

Computer Fraud Warning
Ransomware And Scareware
Te RCMP would like to warn the public about the
latest scam afecting many Canadians.
Te RCMP have received reports from residents that
they have been locked out of their computer and re-
ceived pop-up message stating that their computer has
been frozen by the police for a criminal investigation. In
some cases the pop-up provides a list of possible ofences,
while in other cases the pop-up may list a specifc ofence
such as child pornography or illegal music down-
loading. Te message then tells recipients to pay $100 via
a payment service provider so their computers can be un-
locked.
Tese warning messages claim to come from the RCMP
or other Canadian government agencies, but they DO
NOT and it is important that you DO NOT send money.
Tese types of messages, commonly known as Ransom-
ware or Scareware, are designed to create such shock
and anxiety that victims respond by sending money
quickly. Your computer will not be unlocked if you pay
the money and you will never get your money back.
If you receive one of these messages, please be aware
that it is a scam these messages are not being issued by
the RCMP. If youve been locked out of your computer,
its an indicator that your system may have been infected
with malware and you will need to take steps to address
the problem.

Never click on a pop up that claims your computer has
a virus
Update your anti-virus sofware ofen and scan your

Never download anti-virus sofware from a pop-up or
link sent to you in an e-mail
If youve received a ransomware/scareware message,

fraud, please contact your local RCMP Detachment or
police force of jurisdiction.

Replacing the retiring incumbent, the Deputy Clerk/Treasurer reports to the
Chief Administrative Offcer and is accountable for the day-to-day operation
of the municipal offce. This involves payroll, cash receiving and depositing,
and accounts payable and receivable. The incumbent will be required to
perform regular reconciliations of bank accounts and sub-ledgers, as well as the
preparation of accounting data for the annual audit.
The Deputy Clerk/Treasurer must be able to deal effectively and courteously
with members of the public at the counter and over the phone, recording
complaints, inquiries and incidents. The qualifcations of the position include
competence in general offce procedures, municipal accounting, word processing,
and spreadsheet functions. Experience in fling and records management
is an asset.
Ideally, the successful candidate will have a Local Government Administration
Certifcate from a BC College; however, the Village is willing to train applicants
lacking municipal administration experience but having an appropriate education
and work background. An understanding of the Community Charter, Local
Government Act, and the Freedom and Protection of Privacy Act would be
considered an asset.
This is a full-time CUPE position with a starting wage of $26.17/hour and an
attractive benefts package.
A team-player with versatility, fexibility, confdentiality, attention to detail,
and an understanding of procedural fairness are essential personal qualities that
Council will be seeking in candidates for this position.

Change to Emergency Department
Hours At Kaslo Health Centre
Interior Health is advising residents that efective Nov-
ember 2, 2012, the Emergency Department at Victorian
Community Health Centre will be open weekdays, Mon-
day to Friday, from 9 a.m. to 5 p.m., with the exception of
statutory holidays.
Recruiting and retaining physicians and nurses at the
Victorian Community Health Centre has been a long
standing challenge. Te Emergency Department has ex-
perienced 60 interruptions in service this year due to lim-
ited nursing and physician resources and the current mod-
el for emergency services cannot be maintained.
Kaslo residents deserve a stable ER service, rather than
the frequent closures experienced this past year, said Linda
Basran, Interior Healths Community Director for IH East.
Interior Health recognizes this represents a change for
Kaslo and it was a decision that we came to afer careful
consideration, jointly with the communitys physicians,
who have informed us they can no longer sustain 24/7 call
coverage. Tis option will provide for a consistent and sus-
tainable service to the community for the long-term.
Kaslo physicians have told us that by moving to a fully
daytime, weekday service they will be able to see more pa-
tients during the busiest hours of the day, said Dr. Alan
Stewart, Medical Director for Community Integrated
Health Services. Tey will be better able to meet the com-
munitys primary care needs.
Interior Health understands that with this change in ser-
vice, transportation to neighbouring sites is critical in emer-
gency situations. As a result, discussions are underway with
the BC Ambulance Service regarding creating more em-
ployment opportunities for local paramedics and working
together to support health care services in the community.
When the Emergency Department at Kaslo is closed,
residents should take note of the following:
If individuals are unsure about what services they re-
quire, they should call HealthLink BC at 8-1-1. Te toll-
free line provides 24-hour, confdential health information
and advice from a registered nurse.
In an emergency situation, call 9-1-1. Patients will be
transported to the nearest appropriate facility for care.

Berry Interesting Evening hosted by naturalist and educa-
tor Daphne Van Alstine on Tuesday, October 2 at 7:30 pm.
Everyone from kids to grandparents is welcome to come
out and fnd out about berries, where to fnd them, which
ones to eat, and which ones to leave on the bush and
what other critters might eat those berries. Participants are
welcome to share their local knowledge as well.

Campbell project and the Nelson Library. Arthur Camp-
bell was known as Beaky due to his love of birds and the

Fall Registration At Oxygen
Registration is now open for the fall semester Oxygen
Art Centres Continuing Arts Education Program. We have
some brand new courses on ofer this fall. Erica Konrad will
be sharing her prodigious talents and expertise in Painting
with Beeswax on Saturday, October 13 for beginners and
then Advanced Encaustic Painting on Friday, November 16.
Celebrated Kootenay crime writer Deryn Collier will also
join us this fall to ofer Creating Suspense on the Page over
5 weeks beginning November 6, while Deborah Tomp-
son has taken some time out of a busy exhibition season to
develop a new painting course called Colour Your World:
Introduction to Painting.
Te ever popular Singing the Blues and Singing Beyond
the Blues courses ofered by the fabulous Bessie Wapp will
begin on October 3 and 4. Both courses run for 8 weeks and
take place at KSA. Another favourite is Natasha Smiths Col-
lage Painting which has been known to fll up fast, so you
may want to register early. Tis course also starts on October
3 and runs for 6 weeks at Oxygen Art Centre.

Neighbours Creating Community
Tis past September 15 and September 16, Shoreacres held
its centennial celebration, hosted the momentous Kieran Gal-
braith Memorial Park Shoreacres Beach dedication ceremony
and erected two new bulletin boards.
Nearly 250 people came to celebrate Shoreacres on Satur-
day, from young to old, from past residents whose families
have called Shoreacres home for generations to new residents.
Te celebrations included: Presentations from dignitaries,
Doukhobors choir singing, Cake cutting, Russan Music, Tae
Kwon Do Demonstrations, Kids Games, Story Telling, a trad-
itional sit down Borscht dinner and a local Shoreacres band
capping of the evening.
Te Nature Trust of BC and the Shoreacres Neighbour-
hood Community Association are pleased to announce the
of cial formation of the new park. Tis 1.6 acre parcel in-
cludes shoreline along the picturesque Slocan River and was
made possible by the generous contribution to the Nature
Trust of BC by the George Gailbraith family and friends in
the memory of Georges son, Kieran. Tis is truly a historic-
ally signifcant moment for the community and the residents
at large because the beach will now be secured for generations
to come.
Te bulletin boards were an important next step in building
a common place for information to be shared and for ideas to
be exchanged, the community came together to design, create
and erect these two new pillars of Shoreacres.
