General Eligibility: In order to be eligible for recruitment to the above post, an applicant must satisfy the following conditions. He / she a) shall be a permanent resident of Orissa. b) shall have good moral character. c) must not have more than one spouse living. d) shall be of good health , good physique, active habits and far from any organic defect or bodily deformity ( not applicable in case of persons with disability) e) must be able to speak, read and write Oriya and have (i) passed a language test in Oriya equivalent to Middle school standard or (II) HSC or equivalent examination with Oriya as medium of examination in non-language subjects or (III) passed in Oriya as language subject in the final examination of class VIII and above or (IV) passed a test in Oriya in M.E. School standard conducted by the Education Department of the State Government. f) shall possess the requisite qualification as shown in paragraph 4 and 5 (educational and age eligibility). g) must not have been debarred from appearing in any other competitive examination and holding government services as ordered by the competent authority. 4. Educational Qualification: The applicant must have passed Bachelors Degree in any discipline or an equivalent examination from a recognized university with atleast 50% marks in aggregate. The applicant must have working knowledge in computer. 5. Age Limit : The applicants must not be less than 21 years and more than 32 years as on 01.01.2011. The upper age limit is relaxable by 5 years in case of SC/ST / women / SEBC applicants, 10 years in case of Persons With Disability (PWD) and for ex-servicemen, the period of entire admissible service rendered as per rule. Only one type of relaxation in age is admissible. In Service Applicants: The employees of OSCSC Ltd. including temporary employees may apply for the post. Employees who are having 10 years working experience in this organization, subject to their non involvement in any case of misappropriation / defalcation of Corporation funds are eligible to apply. The said applicant has to produce certificate of experience from the OSCSC Head Office. The age of in service applicant shall not be more than 42 years in case of unreserved category / 47 years in case of SC/ST / women / SEBC category and 52 years in case of persons with disability category as on 01.01.2011. 6. Reservation Applicant claiming reservation under any category as per Para-2 should furnish relevant certificates issued by the Competent Authority in support of their claims. 7. Procedure for Selection I. The selection of applicants shall be made on the basis of the marks secured by them in the Secondary (Matriculation), Higher Secondary (10+2) and Graduate Examinations conducted by a recognized Board / Council or University as the case may be.

Weightage shall be assigned to the marks obtained by the applicants in the examination in the following manner: a. Secondary (Matriculation) 20% b. Higher Secondary (10+2) 20% c. Graduation (Bachelors Degree) 60% The merit list shall be drawn up on the basis of weighted percentage of marks obtained in the three examinations mentioned in sub-paragraph (I) and (II) above. In case, more than one applicant has equal weightage of marks, the applicant with higher percentage of marks in aggregate in degree examination shall be assigned higher rank in merit list. In case this also becomes equal, the applicant with higher percentage of marks in aggregate in Higher Secondary (10+2) examination shall be assigned higher rank in the merit list. In case this also becomes equal, the applicant with higher percentage of marks in aggregate in Secondary (Matriculation) examination shall be assigned higher rank in the merit list. In case, this also becomes equal, the applicant older in age shall be placed above the younger.
8. Method of Recruitment: The recruitment will be done by OSCSC Head office centrally. However the applications will be invited district wise keeping in view the posts required. The merit list will be prepared separately for each district as per the category of reservation. An applicant shall be allowed to apply for maximum three districts. The applicant has to prioritize the districts in which he/she is applying for Procurement Inspector and once considered for a higher preference district, the other options will not be considered. 9. Documents to be sent along with the application form: th a. Proof showing the applicant has passed Oriya language test up to 7 standard or above. b. Self attested photocopy of HSC or equivalent certificate. c. Self attested photocopy of HSC mark sheet. d. Self attested photocopy of 10+2 or equivalent certificate. e. Self attested photocopy of 10+2 mark sheet. f. Self attested photocopy of Degree or equivalent certificate. g. Self attested photocopy of Degree mark sheet. h. Self attested photocopy of permanent resident certificate from revenue officer not below the rank of Tahasildar/ Additional Tahasildar. i. Self attested photocopy of caste certificate for employment purpose issued by competent authority, if belongs to SC/ST/SEBC. j. One recent self attested color photograph (3.5 x 4.5 size) should be affixed at the space provided. k. Certificate of experience issued from the OSCSC head office in case of in service applicant. l. In case of Ex-servicemen, a self attested copy of discharge certificate and the document indicating the period of service rendered in armed forces. m. In case of persons with disability self attested copy of certificate issued by competent authority. n. The applicants other than belonging to SC/ ST / PWD category are required to send a Demand Draft of Rs. 50.00 (Rupees Fifty only) drawn in favour of Orissa State Civil Supplies Corporation Limited payable at Bhubaneswar along with the application form.

Instruction for proper filling up of the application form: The final merit list shall be drawn on basis of weighted percentage of marks obtained in three examinations like Secondary (HSC), Higher secondary (+2), and Graduate examinations. The total marks and the marks secured is to be calculated as follows: a. Secondary (Matriculation): Total Marks: Total marks including all the papers as indicated in the mark sheet Aggregate Marks Secured: Total marks obtained in all the papers as indicated in the mark sheet Higher Secondary (10+2): Total Marks: Total marks as indicated in the mark sheet Aggregate Marks Secured: Total marks obtained in all the papers as indicated in the mark sheet

Since no weightage is allotted for Honours or Distinction, those who have passed either with honours or distinction will adopt the same procedure as above for calculating the marks obtained. Those who have passed having compartmental paper(s) or back paper(s), while calculating the marks obtained will only add the marks obtained by them in the papers finally passed by them and ignore the previous marks obtained in the back paper(s). 11. Procedure for Submission of Application Interested applicants are required to fill up the online application form that is available in the official website of Orissa State Civil Supplies Corporation Limited i.e. www.oscsc.in under the link New Recruitment. I. II. III. IV. V. On clicking the link New Recruitment a page appears having a link for the post of Procurement Inspector. On clicking the link Procurement Inspector an application form will appear on the computer screen for the post of Procurement Inspector. The applicants are required to fill up all the information asked in the application form as per the instructions given above After filling up the application form click the save as draft button. On successful saving of filled in application form a page appears which enables the applicants to edit any wrong information entered by him/her which can be done by clicking back to modify button. After all the modifications the applicants are required to click on the submit button for the final submission of the application form, which cannot be changed or modified later once submitted. After the final submission a screen appears showing a reference number and a password which is unique for each applicant and also a button named as print application form On clicking print application form a system generated printable application form appears on the screen with the address level. Applicants are required to take the printout of the same and send the OSCSC copy along with all supporting documents to General Manager (ADMIN),Orissa State Civil Supplies Corporation Limited, C/2, Nayapalli, Bhubaneswar-751012 through registered post/speed post only in an A4 size sealed envelope by pasting the printed out address level on it, showing the address of the sender in detail. The applicants other than belonging to SC/ ST / PWD category are required to send a Demand Draft of Rs. 50.00 (Rupees Fifty only) drawn in favour of Orissa State Civil Supplies Corporation Limited payable at Bhubaneswar along with the application form. Applicants are suggested to keep the system generated reference number and the password for future reference and to send only one hard copy of the online filled in application form. 12. Important Note: a) The only way for applying to the post of Procurement Inspector is through the online application form and the printout of the same should be sent to the OSCSC head office along with required documents. Any other mode of application will be rejected. b) OSCSC Ltd. shall not be responsible for any mistake done by the applicant at the time of filling up of the online application form. c) Only one hard copy of the system generated application form will be accepted. d) Before filling up the online application form the applicants are required to go through the guidelines for filling up the application form which are available on the website i.e. www.oscsc.in under the link How to apply. e) The authority is not responsible for any postal or transit delay or non receipt of the application form in time. f) The hard copy of the application shall be received by registered post/speed post only. Any other mode of communication shall not be entertained. 13.
