Abstract
Developmental theories assume the role of guide to importance of holding
principles and roles invested by the development process as a platform that
guaranty depth of base and solidity of roots. In the recent era, efforts of
developers around the world began to form letter of development and
construction in terms of providing development mechanisms to review
fundamentals and motivations of development. These transformations witnessed
in the world are torrential and instant in the same time, requiring immediate
reaction and accurate handling with its datum. These changes are considered
real challenge that before being changes on the level of practices and behaviors,
they are changes on the level of thought, standings and values in the first
instance, the latest is distinguished by variation or consistency of its patterns and
types according to various factors and effects.
Accordingly, this worksheet addressed as "Management by Values and
Achieving Value Consistency in Organizations" is a tip off to benefit from
Management by Values theory through analyzing relation between values and
two types thereof in the first instant: first, personal and organizational values,
and leading behavior, considering leaders are human factor that affects the path
