Functions and Code of Conduct of Directorate for public Information
- PREFACE -
Maharashtra Government is implementing policy of transparency in government transactions. Common citizen has right to know about
the functions beings carried out in every division of Directorate, so as to get the best service in least period. Referred information is prepared to
meet the explations of the common public from this Directorate. This Directorate has full confidence that public will be benefited by this
information and Government will become more efficient, public oriented and spedy.
Boiler generates steam from water under pressure of this steam, big machines are rotated. Also the boiler is used for processing of
various substances in many industries. Boiler is very useful equipment but it is also very explosive & dangerous too.
Damage to life and property may happen due to boiler accident. So public should understand that boiler should be used in accordance
with the acts, rules & regulations.
Enforcement of following Acts is carried out by this Directorate.
1) Boilers Act, 1923,
2) Maharashtra Boiler Rules, 1962.
3) Maharashtra Economiser Rules, 1965.
4) Indian Boiler Rules, 1965.

Definations as per Act :-
Boiler means any closed versel exceeding 25 Litres in capacity which is used expressly for generating steam under pressure and
includes any mounting or other fitting attached to such vessel which is wholly or partly under pressure when steam is shut off.
Economiser means any part of a feed pipe that is wholly or partially exposed to the action of the gases for the purpose of recovery of
waste heat.
Steam pipe means any pipe through which steam passes from a boiler to prime mover or other user or both if
1) The pressure at which steam passes through such pipe exceeds 3.5 kilograms per square centimeter above atmospheric pressure or
2) Such pipe exceeds 254 millimeters in internal diameter, and includes in either case any connected fitting of a steampipe.

Boiler Attendent / Boiler Operation Engineer Exam
As per Boiler Act, 1923 & Rule 3 & 4 of Boilers Rules, 2011, every boiler should be in Immediate attendants of fit & qualified person
holding certificate of competency / Proficiency Engineer. So this department conducts examinations as per Rule 9 of Boiler Rules, 2011 through
Examination Board. Boiler Attendents Competency examinations are conducted in Mumbai as well as in Nagpur and Boiler Operation Engineer
is conducted in Mumbai as decided by the Board of Examiners.
After fixing the dates of above exam, those are published in Government Gazette. Also those are displayed on office notice board
prescribed forms for examination are made available to candidates appearing for exam by Hand delivery or our department web site
Mahashramm.gov.in. Candidates are required to submit duly filled prescribed forms for examination as per rule 26 of Boiler Rules, 2011 on or
before the last date as decleared in the form. Scrutiny & verification of these duly filled forms is carried out from the last date of receipt of
application till 10 days prior to examination. The candidates who have fulfilled the necessary requirements are permitted to appear for examand
accoardingly hall tickets will be sent to the candidates
Eligibility of candidates, syllabus for exam & particulars for filing application for above said exam is given in Rules, 21 to 49 of Boiler
Rules, 2011.
Endorsement of National Apprentiship Certificate/Certificates obtained from other states.
Rule 24 :
This department endorses National Apprentiship Certificates obtained under Apprentice Act, 1961, Unless such certificates are
endorsed. Permission to take charge of boiler as second class boiler attendant is not granted. Procedure to obtain endorsement is as following
:
Temporary Endorsement :-

Written exams for Boiler Attendent Trade are conducted through ITI Centres under Apprentice Act, 1961. Due t delay in getting original
certificate to candidates who have passed the exam, ITI Centres issue them Temporary Certificates. This office endorses these certificates.
Permission letters to work on boiler for 12 months are issued till submission of original certificate. After expiry of 12 months period, renewal for
further 12 months (maximum period upto 3 years) is to be done. After submission of original certificate, Permanent endorsement is done. While
appearing for first class boiler attendant examination, service period is decided on the basis of all these endorsed certificates.
For Temporary Endorseemnt, certificate is endorsed within prescribed time timit from the submission of necessary
documents/application for Temporary Boiler Attendant Certificate.
For Permanent Endorseemnt, necessary documents are to be submitted and endorsement Fee Rs.100/- (Rs. Hundred only) for 1

Class Boiler Attendants & Rs. 200/- for Boiler Operation Engineers is to be deposited in Reserve Bank of Government Treasury in
Maharashtra through challan forms. Above National Apprentiship Certificates are endorsed permanently within prescribed time limit.
Candidates serving in Maharashtra but obtained Boiler Attendents Competency certificates or National Apprentiship Certificate
(NCTVT) from other states shall comply with following requirements for endorsement of it.
Rule 24 :Certificates are sent for verification to respective states from where those are obtained. After submission of necessary documents and

Class Boiler Attendants & Rs. 200/- for Boiler Operation Engineers (Endorsement Fee) paid in
Reserve Bank of Government Treasury in Maharashtra, Endorsement of certificate will be done it found satisfactory. However, since the
submitted certificate is to be sent for verification to respective states, exact time for the action can not be specified.
Issue of Duplicate Boiler Attendent / Proficiency Engineer Certificates.
Rule 44 Necessary documents & original receipted challan of Rs.200/- fees paid for duplicate certificate in Government Treasury or Reserve
Bank of India.
After submission of form after compliance of all above requirements, duplicate certificate will be prepared within one week & candidate
will be called in front of Gazetted officer for verification of identification mark etc. and after that said certificate will be issued to candidate by
hand delivery or by post.

If the certificate is damaged, only duplicate certificate Fees Rs.200/- (Rs.Two Hundred only) and two passport size photographs t obe
submitted.
If there is any complaint about above said work, complaint can be submitted to Secretary / Chairman of Board of examiners. Information
regarding taking cognizance of written or oral public complaints and answering within 15 days, as well as guidance to Boiler attendant
Examination and Boiler Operation Engineer Exam etc. can be obtained form below mentioned Head Office and Divisional Offices on
approaching officers by the concerned.
Also if the service certificate enclosed with exam form as per rule 28 is found doubtful and after verification if the certificate found false
then candidate is debarred for specific period and in this period candidate is not permitted to appear for exam as per rule 29 (1)
