    Comes now the Petitioner before the Court, pro se, and respectfully submits,
    pursuant to Rule 44, 43 (c) and Rule 29s Special Notifications -of the Rules of the
    Supreme Court, this PETITION FOR FULL REVIEW and details the argument for this
    Review to be granted as follows.
    1- APPLICATION FOR STAY ON DENIAL PENDING FULL REVIEW ON THE RECUSAL OF
    JUSTICE
    SOTOMAYOR FOR THE TENTH CIRCUIT AND KAGAN FROM PROCEEDINGS submitted
    July 15th, 2015 has not been docketed or taken place. Petitioner has been denied
    that Review and believes he is entitled to such a Review of the Motion Application.
    Rule 43 provides For good cause in compelling circumstances the Court may take
    testimony and (c) EVIDENCE

    ON A

    MOTION. When a motion relies on facts outside the

    record, the court may hear the matter on affidavits or may hear it wholly or partly on
    oral testimony or on depositions.

    2- Petitioner should reasonably be assured that a Denial of his Motion to Proceed in


    forma pauperis has not been dismissed by a Justice that has a conflict with the
    proceeding in the first place.
    3- Petitioner has been the subject of a Denial of Certiorari owing to his poverty and
    Justice Sotomayors decision to deny such. Moreover, Petitioner has been denied the
    Reconsideration of that Motion by the same which is wholly arbitrary and contrast
    reasonably both the District Courts Decision as well as the 10 th Circuits Permission
    to proceed in Forma Pauperis within the same calendar year.
    The U.S. Supreme Court is then in opposition to the lower Courts Decisions
    without any Reason. The Reconsideration has not been dismissed based on Rule
    39.8.
    4- The Petitioners Reconsideration to Proceed in forma pauperis was docketed as
    denied October 5th 2015.
    5- Petitioners Reconsideration was not subject to a Review of the Full Court, but was
    rather simply dismissed by the same Justice that denied his original Motion and is
    charged with the duties of the 10th Circuit Court.
    6- Without a Review by the Full Court, the poor of the Nation are subject to a
    #WarOnPoor and an indiscretion of Justice, and by the Justices that is in dispute with
    [Justice For All].
    7- Petitioner provides the Motion to Recuse Justice Sotomayor and Justice Kagan and
    prays that his Application for a Stay on Denial Pending a Full Review on the Recusal
    of Justice Sotomayor and Justice Kagan submitted July 25 th, 2015 which the Court
    has ignored and not docketed will be considered as unfinished business constituting
    a reprieve of the closure of the Case under Special Notifications set apart in Rule
    29 in this Request for a Full Review.
