The search, in cooperation with Universal Harvester, Inc. is their way of recognizing the resilience, ingenuity and strength of the Filipino farmers as backbones of the society. Dela Pea, a barangay chairman, received a silver plaque and P25,000 for her achievement last January 24 at the Raffles Hotel in Makati City. Being one of the finalists was already a feat for me considering the number of exceptional farmers we have in the country. I am thankful for the support of the Tacloban Jaycees through President Onie Balintong, the
Leyte Provincial Agriculture Office through provincial agriculturist Rogelio Portula and the Municipal Government of Palo through Mayor Matin Petilla. Without them, I could not have been on the national level, she disclosed. Her winning streaks included her efforts in preserving the bio-diversity through recycling farm and animal wastes into usable organic fertilizers, adoption of integrated farming system which provides good income and opportunities for expansion and replication, quality and market-driven farm products, benefit to community where neighbors earn their keep by working in her farm and impact to the agriculture sector which has inspired other farmers to join the farming industry. At 52, she personally manages her 24-hectare farm grown and planted with rice,
high value vegetables and fruit crops ranging from lettuce, pechay, eggplant, cucumber, kangkong, ampalaya, sweet and hot pepper, beans, alugbati, sweet corn, watermelon, rootcrops, sweet corn, papaya and a lot more. Fruit trees such as jackfruit, pomelo, passion fruit, bananas, rambutan, calamansi, guyabano, coconut, red lady papaya and many more also occupy a large portion of her farm together with a nursery for asexually propagated plants. Aside from these, she also tends to her poultry farm where she is a contract grower of the Genesis Broiler Chicken Farms, Inc, goat and swine production projects as well as her soon-to-be finished fishpond. These farm activities starting from 3oclock in the morning till night time occupy much of time 24/7. Her numerous awards and recognitions manifested
her valuable insights and contribution inside and outside the community. Her latest achievements include being the Valedictorian of the University-on-theAir on High Value Crops Production, 2012 UGMAD Awardee for Outstanding Farmer-Entrepreneur and Most Outstanding Irrigators Association where she President. Mamerto Rarangol of San Mateo Isabela was declared winner of the outstanding farmer category. n the face of reports that, on February 1, Chinese warships have entered the West Philippine Sea to impose Chinas claim of the area almost up to the shores of the Philippines, activists and militants known for their erce resistance against foreign aggressions should now stage mass actions at the Chinese embassy to greet that countrys provocative and invasive act with overwhelming protests. The people expect such action from militant groups on account of the latters experience and eagerness to resist any form of foreign imperialism that threatens the countrys sovereignty. These groups representing almost all sectors of our society must now come out and lead massive protests against this clear incursion of this giant neighbor

the non-payment of the Filipino scientists benefits under the Magna Carta! A senior DOST official was quoted as saying . . . that benefits under RA 8439 had to be suspended for sometime because of a joint resolution issued in 2009 requiring the Department of Budget and Management to coordinate with concerned agencies first to determine their qualifications, conditions and rates in the grant of benefits. To the statement, this writer vehemently disagrees What for was the DOST led evaluation and accreditation committee? Why did the DBM move come only in 2009? What instigated such move? This has transformed the Magna Carta into a toothless legislation, its intention of taking care of the anemic number of Filipino S & T workers to stay and work here, have placed them in a disadvantageous position, finance-wise! Meager the benefits may have been given before, but the amount definitely helped tide-over the low-salaried workers unreasonably low income. Its now 2013 and DBM has yet to clear the cobwebs they found out in RA 8439. Three years is too long a time for the S & T workers to suffer. Do we, in science, need to do what the PAGASA personnel did by padlocking their research laboratory rooms? We thought that the Filipino people (S & T workers included) are the tunay na mga amo and that the present dispensation is serious with its tuwid na daan battle-cry! Well, the Department of Health workers are a bit luckier to have a similar joint resolution of 2009 (re: RA 7305 or the Magna Carta of Public Health Workers, approved on March 26, 1992), jiffily acted upon by DBM following the publication of the Joint Circular No. 1, S. 2012 on December 29, 2012, stating the Rules and Regulations on the Grant of Compensation-Related Magna Carta Benefits to Public Workers (PHWs). Some years back, we, science workers in government, enjoyed the benefits of Republic Act 8439 or the so-called Magna Carta for Scientists, Engineers, Researchers and Other Science and Technology Personnel in Government. The benefits included an entitlement to subsistence allowance (equivalent to P150 for three meals and monthly laundry allowance of not less than P150), longevity pay (equivalent to 5% of their basic salary for every five years spent in
government service), and hazard pay. As explicitly indicated, RA 8439 was not meant for the Department of Science and Technology (DOST) personnel ONLY. Thus, those S & T personnel in other government agencies duly certified by the agency heads, who were meticulously evaluated and duly accredited by a committee headed by the DOST, were included among the Magna Carta beneficiaries. This writer, during his watch as Executive Direc-

Recruiters to beware

When the supposed time for these applicants to leave comes and their good recruiter finally doesnt show up, thats the only time these applicants rush to POEA, to NBI, or to other authorities to report their ordeal. But it is too late. They have been drained of their hard-earned cash that they thought would have been easily replaced had their departure pushed through. Sadly, many of them had loaned for the purpose, the interest of which is already too much to pay for. What a sad experience it is for those frustrated applicants. How embarrassing, too. They may

Consulting the Philippine Overseas Employment Administration (POEA) first before heeding the offers of certain recruiters for lucrative jobs abroad is prudent especially that illegal recruiters never cease. Countless people have been swindled. And, as usual, the victims are professionals who are, more or less, knowledgeable about the protocols to observe when applying for overseas employment. But talks of direct employment and the idea of saving much from non-payment of placement fees to legal recruitment agencies enticed them, to the point of ignoring the constant warnings of POEA not to give in to non-accredited recruiters. This makes applicants ignore said cautions from
POEA. They know that it is safe, in fact the wisest thing to do, for them to consult this agency first before considering a recruiter. The problem with POEA-registered recruitment agencies, as they see it, is that these agencies solicit from applicants too much amounts as placement fees, which they do not have, hardup as they are. At the promise of sure, direct employment abroad, and far lesser processing fees (but are still too much for the hard-up), these applicants readily cooperate, even volunteering to keep the matter to themselves to avoid sanctions from POEA that might abort their departure. They are made to process their papers hastily, say, in two weeks time, including of course the
