Better Bootstraps Lifting Children Out of Poverty

Problem
Low income working families cant get a leg up because:
Early Head Start support tapers off too soon for working families The Earned Income Tax Credit (EITC) is not able to support enough Americans seeking to improve their families futures

Solution

Increase childrens stability during the early years THROUGH Expanding Illinois Earned Income Tax Credit to working Americans

Childcare Facts
More than 1.1 million children are in Early Head Start. To qualify for Early Head Start, a family must make less than $30,000 a year if they have 2 children.

Earned Income Tax Credit


The EITC, a federal tax credit for low- and moderate-income working families and individuals, is designed to encourage and reward work as well as to offset federal payroll and income taxes. To claim the credit, a taxpayer must have earnings from a job. The value of the credit increases as earnings rise. Families with earnings up to $37,263 qualify Average Illinois recipient: $3,200 annually

Promotes civic behavior through annual tax filing Encourages families to work and take promotions Improves financial stability for children Increases birth weight of babies Decreases smoking among mothers Leads to children doing better in school More likely to attend college Increases lifetime earnings

Tax Code Change


The Better Bootstraps campaign asks for:
a 1% income tax increase on the existing tax code to the top 1% of Americans. A 1% increase in the number of working Americans benefiting for the EITC.
