General Technical requirement For TE :

Portable Fire Extinguishers
------------------------------(i) Tenderers registered with DGS&D to IS / Defence specification stipulated in the
T/E shall only be considered for award of R/C. The items have been declared as
Safety/Difficult/Complaint Prone item, therefore, registration with NSIC should be
based on the capacity verification by QA Wing of DGS&D. The firm holding registration
from old specification are required to get them selves registered with this T/E on the
date of the tender opening.
(ii) The product should be BIS mark. The tenderers holding valid BIS license as on
tender opening date will only be considered for award of R/C.
(iii) Powder shall be of the 'ABC' type only as per IS: 14609. For the clean agent
with Dry Nitrogen as propelent, the fire fighting agent shall be HFC-236fa only. It
shall be supported by the clean agent manufacturer's test certificate alongwith copy
of invoice at the time of pre-dispatch inspection. The clean agents used in Fire
Extinguishers shall comply with the IS: 15683/2006 with amdt 1 to 4.
(iv) The material used in the construction of fire extinguisher shall be as per
governing specification and generally meet the following.
a) Body - Mild steel,conforming to relevant IS specification
b) Inner Shell - Mild Steel
c) Plastic may be used for any component
d) Wherever alternate materials are given for the components it shall be
Leaded tin bronze/Brass as applicable except `neck ring`against schedule-4 which
shall be M.S.
e) Submission of type test certificates issued by any Government Lab. or NABL
Certified Lab.
f) Foam base fire extinguisher shall use synthetic foam AFFF with 6 % concentration
as per
IS: 4989 Part II.
(v) Portable Fire Extinguisher shall be designed to be recharged after used and
capable of operating temperature range as given below.
For Water / Foam Based items - From +5 degree Centigrade to + 55 degree Centrigrade.
For others items - From minus 20 degree C to + 55 degree C.
(VI) Packing:- The Fire Extinguishers shall be packed in corrugated box of 5 ply to
be kept inside the box in plastic bags in general.
VII. Fire Extinguisher Carbon Dioxide Type
------------------------------------1. Fire Extinguishers shall be suitable for class B & C fire such as oil, petroleum
products and gas substances under pressure and also for fires involving electrical
equipments.
2. The cylinders used for Fire Extinguishers shall be approved by Petroleum and
Explosive Safety Organisation(PESO), Nagpur and they shall be ISI marked. The supplier
shall furnish cylinder manufacturer test certificate duly certified by BIS and
certificate from Petroleum and Explosive Safety Organisation(PESO), Nagpur to the QA
Officer at the time of registration / inspection of stores.
3. Packing:- Fire Extinguishers shall be packed in Hesian Cloth Gunny Bags after
packing in
Plastic Bags for safe delivery to the users.
4. The suppliers of Fire Extinguisher Carbon Dioxide Type should produce the copy of

license
from PESO, Nagpur in case of storage being for more than 200 Nos.

Fire Fighting Hose & Couplings

------------------------------1.The hoses do not include couplings. The indentor may order the couplings
separately.
In case where hoses and couplings are ordered simultaneously,the indentor may specify
the hoses to be supplied duly assembled with couplings.Such assembly
shall be made by the supplier without any extra charge.
2. Packing : For item Hoses packing

shall be as

given below :

a) Each length of hose in neat, clean & dry conditions shall be rolled and securely
tight with ties strong enough to support the weight of roll, at suitable intervals.
Suitable no. of such rolls shall be placed compactly in a plywood case of battened
construction style no.1 & 2,3 & 4 or an approved size to IS:2674-88 with
amdt.1(reaffirmed 2003) lined inside with a suitable waterproof liner to prevent
ingress of moisture. The empty space in the case shall be filled with suitable
cushioning material to prevent movement of the contents in the case. The case shall
be banded with steel strapping 9.5mm x 0.4mm previously approved by the inspecting
officer. The gross weight of the case shall not exceed 40 kgs.
or
b) Each length of hose in neat clean and dry conditions shall be rolled and securely
tight with ties strong enough to support the weight of the roll at suitable intervals.
Suitable number of such rolls placed one over the other shall be wrapped with (i) a
layer of polyethelene film of thickness not less than 0.04mm and (ii) a layer or
cloth C heavy to form a compact bundle. The stitches on the seams of cloth C heavy
shall be 12 per 10 cms taking care not to pierce the inner scrapping while stitching.
The bundle shall be securely bound with suitable cordage or tape and sealed. The
packing material used shall be of best trade quality previously approved by the

3. Marking:
In either packs, the packages shall be legibly and indelibly marked with stencil
showing the following details :
i) Nomenclature of the stores
ii) Quantity packed in the package
iii) Lot and serial no. of package
iv) Month and year of manufacturer
v) Name and address of the consignee
vi) Inspection Note no. and date.
Charge of Fire Extinguisher/Portable Fire Extinguisher & Fire Accessores (Defence)
---------------------------------------------------------------------------------Tenderers registered with DGS&D to IS / Defence specification stipulated in the T/E
shall only be considered for award of R/C. The items have been declared as
Safety/Difficult/Complaint Prone item, therefore, registration with NSIC should be
based on the capacity verification by QA Wing of DGS&D. The firm holding registration
from old specification are required to get them selves registered with this T/E on the
date of the tender opening.
Note to Tenderers:------------------Schedule 1:- If the jacket is woven from cotton yarns it shall be tested for
PENTACHLORPPHENYL LAURATE (PCPL) according to the procedure laid down in cl. 10 of IS:

3522 (part-2) 1989 and shall not be less than 1.5 percent by mass.

Schedule 2: 1.Tenderer are required to submit complete and satisfactory type test
certificate of their product in terms of clause 4.1.1 of the specification from any
Govt. laboratory to the concerned inspectorate . The type test certificate should not
be older than two years from the date of issue at the time of inspection and
registration.
2. In case jacket used for the manufactuer of Hose is constructed using cotton yarn it
shall be tested for PENTACHLOROPHENYL LAURATE (PCPL) and shall not be less than 1.5
percent by mass when determinded by the method prescribed in appendix C of IS: 116621986.
Schedule 4: 1. Tenderers holding valid BIS licence shall enclose a copy alongwith
their offer for the models quoted by them.
2. The packaging should be done in corrugated boxes of 5 Ply & the fire extinguisher
should be kept inside the box in plastic bags.

IV The Testing Charges for the items are to be borne by the firm.
Note to Purchaser:- This is being safety/difficult item, purchaser/ consignee may
indicate their willingness/ intention in supply order for associating at the stage of
predespatch inspection on optional basis to avoid any operational quality problems
