Ofc. observed a silver Kia bearing Ohio license plates GAC4926 traveling southbound on Bridge Street near Fifth Street. Ofc. conducted a routine
LEADS check of the vehicle's registration and found the vehicle's registration had expired on 4-14-2014. Ofc. conducted a traffic stop on Fifth Street
near Ewing Street and contacted James Vanvoorhis, who was driving. Ofc. also contacted James Zamora Jr., who was in the front passenger seat.
Ofc. noted an odor of an alcoholic beverage about the vehicle. Ofc. then noticed a partially empty 40oz bottle of King Cobra behind the front
passenger seat. Ofc. had Mr. Vanvoorhis exit the vehicle. Ofc. detained Mr. Zamora for the duration of the investigation.
During a search of the vehicle, ofc. discovered two empty Mike's Hard Lemonade cans, and a partial bottle of Captain Morgan, all under and behind the
front passenger seat.
Mr. Vanvoorhis was able to perform non-standardized field sobriety tests and ofc. noted no cues when Horizontal Gaze Nystagmus was performed.
Mr. Vanvoorhis stated the bottles of alcohol belonged to Mr. Zamora.
Ofc. contacted Mr. Zamora and advised him of his Miranda Rights, which he stated he understood. Mr. Zamora stated the partial bottles of Captain
Morgan and King Cobra were his. Ofc. issued Mr. Zamora minor misdemeanor citation #5810 charging Open Container (529.07) and advised him of his
municipal court date on 7-7-2014. Mr. Zamora stated he understood.
Ofc. issued Mr. Vanvoorhis traffic citation #21707 charging Display of Registration (335.09 MM) and advised him of his municipal court date on
7-7-2014. Mr. Vanvoorhis stated he understood.
The vehicle was towed from the scene by Hill Towing. Mr. Vanvoorhis was notified. The containers were photographed and disposed of.

Ofc was dispatched to Delano Ave/Western Ave for a female walking in traffic. Upon arrival, Ofc observed a female walking in the middle of the W/B
traffic lanes. Ofc contacted Jennifer L Staley who stated she was walking home from a party. Ms Staley stated while she was walking down Western
Ave, a silver car stopped beside her and asked her if she was okay. Ms Staley stated she then approached the drivers side of the vehicle, and the driver
took her purse from her and drove W/B on Western Ave. Ms Staley described the purse as black in color with a silver chain that was broken and that it
contained her social security card, her childrens social security cards, a debit card, her I.D., and other Misc items (I.E. Makeup and other feminine
products). Ms Staley stated there was no cash inside the purse. Ms Staley could not provide a description of the suspect or the vehicle, other than it was
a silver car. Ofc relayed this information to other Ofc and they patrolled the area, but were unable to locate the suspect vehicle. While talking to Ms
Staley, Ofc could smell the odor of an alcoholic beverage coming from her person. Ofc also observed Ms Staley to have slurred speech and was having
trouble keeping her balance. Ofc asked Ms Staley if she had anyone she could call to come pick her up and she stated no. Ofc asked about mom or a
friend and she stated no, she had no one to come get her. Ofc believed Ms Staley was a risk of harm to herself in her current state and due to the fact that
she had no one to care for her, therefore Ms Staley was placed under arrest and placed in the back of Ofcs patrol car. Ms Staley was transported to RCJ
and issued Citation #5038 charging Disorderly Conduct While Intoxicated. Ms Staley was advised of her court date of 7/11/2014 at 0900am and given her
copy of the citation. Nothing further.

Ofc. was dispatched to 333 E Main St ref a robbery. On arrival Ofc. made contact with Kevin Penix. He said he had gone to the bank for Maria Jewett.
He said Michael Owes went with him. He said he withdrew $150.00 for Maria and Michael took it from him. He said that they were walking back from
the bank at that time and that Michael beat him up. He said when they got back Michael wanted him to go back to the bank to get more money and he
told him it did not work that way, that you can't take out more money. He said that Michael got mad and started hitting and kicking him in the ribs.
Ofc. saw no marks to indicate he had been kicked in the ribs. He did have a few old sores that had scabbed over that were scrapped. A squad arrived to
provide aid to Mr. Penix.
Ofc. made contact with Maria Jewett. She advised she asked Kevin to go to the bank for her as she is paralized and needed gas money for her daughter.
Ofc. noted she was standing and walking around when she said this. She advised that when Kevin left, she noticed Michael Owes disappeared as well.
She said she checked the house for him, to include the bathroom and did not find him. Maria said about twenty minutes later Kevin and Michael
returned. She said she asked for her money and Kevin told her that Mike took her money. She said he told her he did not want to get punched again.
She said that She then called the police and Mike disappeared again. While speaking with Maria a male subject arrived that she said was her landlord.
Ofc. heard her tell him she did not have any money for him today as Kevin had been robbed. There were numerous people at the residence, none of
which wanted to be involved in this matter and said they were not there and arrived just prior to Ofc so didn't see a thing.
Ofc. made contact with Michael Owes at 103 N. Sugar St. He was advised of his Miranda Rights by Ofc. Cox and was detained in the rear of Ofc. Cox
cruiser. Michael advised that Maria asked KY (Kevin Penix) to go to the bank. He said the two of them walked up there. He said they were drinking a
beer and set it in an alley before continuing to the bank. He said Kevin got money out of the bank and they went back to Maria's via the same route and
stopped and picked up the beer before getting back to her house. He said when they got there Maria asked for her money. He said that KY told her that
he (Mike) had taken her money. He said he denied taking the money and that KY repeated that he took the money and so he hit him twice in the left
side. He said that he hit him hard. Ofc. asked if he ever knocked KY down and he said he did not. He also said he did not kick him. He said that KY
kept that money and that he used it for drugs. He said Maria was calling the police so he left. Due to conflicting stories and no witnesses the only
charges to be filed in this matter are assault charges. Michael was transported to the LEC by Ofc. Cox, advised of his court date of 7-1-14 at 9:00am in
Chillicothe Municipal Court and left in the custody of the Ross Co Jail in lieu of bond.

Ofc. was dispatched to 431 Western Avenue (Amber's Drive Through) in reference to a trespass. Upon arrival, ofc. contacted employee Katie Beedy.
Ms. Beedy stated a silver Lincoln had entered the drive through driven by a black male. Ms. Beedy said there was a female ducked down in the
passenger seat attempting to hide her face. Ms. Beedy stated she was able to positively identify the female as Chelsy Lemaster. Ms. Beedy said Ms.
Lemaster is barred from the property and that Amber's Drive Through would pursue charges.
Ms. Beedy stated the vehicle was bearing Ohio license plates FKW7790. The plates are registered to a 2006 Black GMC under the name Robert
Jackson.
Ms. Beedy completed and returned a written statement form.
Ofc. verified that on 5-28-2014, Ms. Lemaster was involved in a theft from the store and was barred from 431 Western Avenue by Ofc. Gannon (see
report #14-9396).
Ofc. attempted to contact Ms. Lemaster at her residence, but there was no answer. Ofc. will continue attempting to contact Ms. Lemaster and serve
her with a summons for Criminal Trespass.
Investigation continues.

Officer was dispatched to 189 North High Street in reference to a criminal mischief. Upon arrival Officer contacted Sally Stevens who stated over night
her 2005 Suzuki Forenze, Ohio license plate number DMD3580 was spray painted on the right side. Officer saw a strip going the length of her vehicle in
black.
She also advised me that her neighbor, Jeff Yerian of 193 North High Street also had his vehicle spray painted. Officer spoke with Yerian who said the
same as Forenze, that some time last night some one had spray painted his vehicle but only his front right head light which Officer saw.
Both Forenze and Yerian have State Farm Insurance. No suspects are known and no witnesses found.

Officer was dispatched to Houch's in reference to a theft. Upon arrival Officer contacted employee, Cindy Hougland who stated on Saturday, June 28,
2014 an inventory count was done of the liquor bottles. She explained this is done because of high theft rate of liquor. She advised a bottle of
Jagermeister, valued at $29.05, was missing from their last count. She advised today she reviewed the surveillance footage and found around 5pm on
Friday, June 27, 2014 a white male later identified as Christopher P. Detty was in the area of the Jagermeister. She advised he was holding a bottle of
liquor in his hand and then faced away from the camera and stuffed the liquor in his waist line. Detty then turned back around and he was no longer
holding the bottle of liquor. She advised he then walked to the counter and did not purchase anything but cashed a pay check issued by Nesser
Construction. He then exited the business. She advised at no point, Detty placed the bottle back on the self.
Officer watched the footage and shows what Hougland described. She advised she was able to call the bank and find out Detty's name, last known
address, a phone number and a photo of Detty in the store which matches a photo of him on the Police Departments file.
Officer called the phone number that Hougland gave and it came back to Nesser Construction and a message was left. If Officer will wait one day to hear
back from Detty and if he does not contact me a warrant will be requested for a theft.
Officer later spoke with Marion Nesser who stated Detty no longer works for him but gave a phone number to contact. Officer called Detty and met him
at 365 East 2nd Street. Officer advised Detty of his Miranda Rights which he understood and was asked about this incident. He advised he was in
Houch's on Friday and cashed his pay check, bought a pack of cigarettes may had forgot to pay for a bottle of Jagermeister. He advised he would pay for
it and Officer told him he would need to contact Houch's and that would be up to them. Officer issued him a summons citation for theft, ticket number
09-1467 and advised him he would have to appear for court on July 11, 2014 at 9am in the Chillicothe Municipal Court. He was given a copy of his
ticket.

Officer was dispatched to the area of Eastern Avenue and McArthur Street in reference to, two intoxicated people. Dispatch advised an off duty Reserve
Officer is out with them.
Upon arrival Officer saw a white female identified as Linda Patrick sitting on the curb of the road near 560 Eastern Avenue. Reserve Officer Gary Hall
advised he was driving east on Eastern and Patrick fell and rolled in the street in front of him. He advised another male was with her but took off towards
560 Eastern Avenue and has not came back out.
Officer contacted Linda Patrick who had a strong odor of alcohol coming from her person. Officer spoke to and she had slurred speech and Officer
noticed her eyes was red, and watery. Patrick advised she lived at 560 Eastern Avenue on the second floor and she could go home. Officer asked her to
get up but she was unable too on her own power and Reserve Officer G Hall and myself helped her to her feet. She was then arrested for Disorderly
Conduct Intoxication because Officer feared she was a danger to herself and other especially since Reserve Officer G. Hall saw her fall and roll in the
street.
Officer transported her to the Ross County Jail and she was given to their custody. Patrick was issued a mm citation for disorderly conduct intoxication,
ticket number 5064 with a court date of July 11, 2104 in the Chillicothe Municipal Court if she wishes to not pay the waiver.

Ofc. was dispatched to 237 Scioto Avenue in reference to a domestic dispute. Upon arrival, ofc. contacted Robert Green and Mary Green. Ofc. noted
both were out of breath, Mr. Green's face was red and his shirt was torn.
Ms. Green stated she is still married to Robert Green and they were having a dispute over their two children, Jade Green (DOB 12-2-2003) and Lydia
Green (DOB 2-23-2007). Ms. Green stated there is no court ordered custody arrangement. Ms. Green's son, Bradley Green, was also involved in the
dispute. Robert Green's brother, William Green, is the father of Bradley. Robert Green has acted as Bradley's father for about ten years. Ofc. had
contacted Bradley earlier in the evening (#14-11709), Bradley was wanting to go be with Robert Green rather than Ms. Green. All three children were
present and crying.
Ms. Green said she came to Mr. Green's residence to pick up some of her possessions, when Mr. Green shoved Jade, Lydia, and Bradley into his truck
at the rear of the residence and locked the doors. Ms. Green stated the driver's side door to Mr. Green's truck was opened somehow and she grabbed
ahold of Mr. Green's shirt in an effort to free her children. Ms. Green also stated she had a text message from Mr. Green saying she will be "shot down".
Ofc. then contacted Robert Green. Mr. Green stated he was taking Jade and Lydia to get ice cream while Ms. Green gathered her things and that
Bradley had also wanted to go. Mr. Green stated Ms. Green observed the children in his truck and became upset. Ms. Green jumped on Mr. Green's
back and struck him on the top and back of his head several times. Mr. Green stated he did not strike Ms. Green.
Ofc. photographed Mr. Green's face and torn shirt. Ofc. noted some swelling on the top-right-rear area of Mr. Green's head. Ofc. seized Mr. Green's
shirt as evidence. Mr. Green was provided with a written statement form to complete and return, as well as a Domestic Violence victim's information
packet.
Ofc. contacted Bradley and Jade Green. Both stated they wanted to go with Mr. Green and had entered his vehicle willingly. They stated they had
not been shoved into the vehicle by Mr. Green. Bradley and Jade said they had witnessed Ms. Green hitting and choking Mr. Green.
Ofc. contacted Mary Green and advised her of her Miranda Rights, which she stated she understood. When asked why Mr. Green's shirt was torn, she
stated she had grabbed it trying to get her children back. Ms. Green still denied striking or choking Mr. Green. Ms. Green was placed under arrest for
Domestic Violence (2919.25 M1) and Assault (2903.13 M1) and transported to the Ross County Jail where she will be held without bond pending her
municipal court appearance on 7-1-2014. Ofc. ran a CCH on Ms. Green, which shows she has no prior convictions.
At the jail, Ms. Green apologized for lying to ofc. and admitted to punching Mr. Green several times in the head. Ms. Green stated that Mr. Green did
not physically attack her. While viewing the threatening text message sent from Mr. Green to Ms. Green, ofc. noted there were several threatening
messages sent to each other by both parties.
Ofc. will forward a copy of this report to Children's Services.

Ofc was dispatched to 291 Allen Ave in reference to someone being in the callers car. Upon arrival, Ofc contacted Kelly E Betts, who stated she went
outside of her house and noticed her car door was open and the interior light was on. Ms Betts stated while checking her car, a dark colored Ford Explorer
with an unknown number of occupants drove past her and threw an egg out the window. Ms Betts stated the egg landed next to her on the sidewalk and
did not hit her. Ms Betts stated she observed a black male in a white SUV behind the dark colored Ford Explorer when the subject threw the egg. Ms
Betts stated she was contacted by the driver of the white SUV, and stated the man had an egg thrown at him also, and was following the vehicle. Ms
Betts stated both vehicles then left the area.
While talking to Ms Betts, Ofc was contacted by the driver of the white SUV, LaRue Roland. Mr Roland stated he was walking on the sidewalk on
Orange St near Subway, when a dark colored Ford Explorer threw two eggs at him. Mr Roland stated the first egg landed on the sidewalk, and the second
egg hit him in his shoulder. Ms Roland stated he then got into his vehicle, which was parked in Subway parking lot, and started to follow the suspect
vehicle but was unable to keep up with it.
Ofc advised both parties to contact Police if any further information became available. Ofc checked the area but was unable to locate the suspect vehicle.
