Some of the economies, like Spain, Greece, Cyprus, one can safely argue, all the European
countries other than Germany, are yet to be back from the brink.
United States was the epicenter of the economic earthquake created by the fault lines of
greed, short sightedness and corporate arm twisting. Here, after much differences of opinion
between the Democrats and the Republicans, the process of economic easing was in force for
around two years, the process of tapering, gradual withdrawal of the relief measures has
started.
Indian Perspective
When the so called world gurus in economic science are failing miserably in evolving a
meaningful policy with long term sustainability, what is the urgency and public utility for
hastily introducing new banking licensing is a question being asked by every socially
conscious citizen with economic sense.
Everyone loves humour. Governments are no exception. A great joke was uttered when it was
said that new banking licenses are issued to hasten the process of financial inclusion.
The big corporate houses who have enjoyed tax reliefs worth Rs 5 lac crores even during the
economic slowdown and after the recovery, are urging and itching to bring the poor out of
their 66 years of poverty after independence.
The bulls and bears in the market want to make the farmer, the carpenter and the street
hawker financially independent.
The Industrial houses, whose arrogant push for profits and lack of social concern, ultimately
led to nationalization of Banks in this country in 1969 are rushing to make amends for their
errors and make India financially included.
The Big Bosses who exploit natural resources, rig oil, (to rig the polls?), sell to the
Government at higher than market prices, who meddle with middlemen and middle women
over radio(a) waves, who rig their balance sheets showing nonexistent cash, who manipulate
the auditors, manipulate prices, bourses, have suddenly appeared as Buddhas in the eyes of
the Government for financial inclusion.
The Parliamentary Committee has asked only one question how many branches have been
opened in rural areas by the existing private banks?
Let the People Ask. Its for the Authority to Answer.
This is the most righteous cause, right time to Ask.

oppose any move to take this country back to pre-1969 days.

Our bank has recently approved the above three names for the All India Defence
Panel. Their services can be used on need.
Reappointment:The Government of India vide Notification dated 3rd January 2014 has re-appointed
SHRI. G. V. MANIMARAN, Manager, Canara Bank, as Officer Employee Director on the
Board of our Bank, for a period of three years, from the date of notification of his
appointment or until he ceases to be an officer of the Bank, or until further orders,
whichever is earlier.
Our Welfare Schemes:W.e.f. 01.01.2014, our monthly subscription is increased from Rs 70 pm to Rs. 200
p.m. with the following improvements in the welfare measures:
a. Death relief to the bereaved family is increased from the present Rs.35,000/to Rs. 50,000/b. Members leaving the Bank on superannuation/VRS/resignation with five years
and above membership will be given a memento worth Rs. 5,000/- and with
membership record of above 2 years but below 5 years will be given a memento
worth Rs. 2,500/c. Reimbursement of medical expenses of disallowed portion is increased from
the present Rs. 25,000/- to Rs. 50,000/.
Benevolent fund contribution is increased from Rs.50 to Rs.100/- Consequently, the
death relief amount being paid to bereaved family of our member is also increased
from the present Rs. 2.65 lacs to Rs. 4.50 lacs. It may be noted that the bereaved
family members will receive a total a sum of Rs. 5 lacs (including Rs.50,000/- to be
paid out of subscription amount of CBOA).

The hall was full & jam packed by 4.00 pm itself though the scheduled time for
the inauguration was 5.30 pm.
Our self disciplined cadres maintained complete silence for the smooth conduct
of the inauguration which was admired by the dignitaries.
Active & Constructive deliberations throughout the delegate session.
The first & best Biennial held in the history of CBOA with much Discipline,
Devotion & Dedication of the cadres.
Last but not the least, the hospitality given by Chennai Region is unbeatable

Regional Round up
AHMEDABAD REGION:
A Visit of 25 branches of South Gujarat was carried out by Shailesh Parikh (RS) Sri
Mittal (OGS) Sri Richhariya (Dgs), Miss Bhavna Yadav (Women Rep & CC) and Sri Amit
Srivastava(Dist Sec Surat). Met the members and have their views/Ideas/Suggestions
etc. On 05/01/2014 a meeting of Members of South Gujarat branches was conducted
at Surat and about 60 members attended the same, It was A grand success and
members were very happy to listen about the recent developments etc.
On 31st of January a members meeting was held at Ahmedabad and two retiring
members i.e. Sri G.D.Joshi,Officer ,c.o.,Ahmedabad and Sri L.D.Paliwal,Sr.Mgr.,
Sabarmati,Ahmedabad branch were felicitated. Among other members, we have
invited some of our retired Office bearers of CBOA and they were very pleaed with
the gesture and shown their happiness about the way CBOA activities are carried out
in the Region.
Our BARODA Unit have also conducted a members meeting to start with after a long
gap and about 20 members attended the same (good nos. in view of total about 25
members in BARODA city).
CALICUT REGION:
GENERAL SECRETARYS VISIT TO CALICUT
Our General Secretary Sri G V Manimaran visited Calicut Region from 5 th to 7th Jan
2014. On 6th, he visited CO, Circle & local branches in and around Calicut City.
In the evening a meeting was arranged. Sri Abdul Rasheed Regional Chairman presided
over the meeting. Around 185 members attended. Sri T T Joseph, Regional secretary
welcomed the gathering and assured that all the calls of the Association will be
fulfilled in single mind & spirit.
Our General Secretary narrated the importance of the ongoing agitational
programmes for fair wage settlement to the junior officers as well as the seniors. He
exhorted all the members to stand united under the banner of CBOA & AIBOC.

A district convention was conducted at South Bazar branch, Kannur on 18.01.2014.
80% members participated. Mr Majeed, Dist Secretary welcomed. Sri M J Thomas, Dist
President presided over. Sri P V surendran, DGS & Sri T T Joseph, R S spoke.

COIMBATORE REGION
The first felicitations after Chennai Biennial to our General Secretary Sri G V
Manimaran were given at Coimbatore on 30.11.2013. Sri J Vanangamudi, Vice
President, Sri R Nandagopal, DGS, other office bearers and more than 175 members
showered encomiums on the General Secretary for steering CBOA on the path of
victory.
Sri NSP Panneer Selvam, DGM, Coimbatore Circle was given a farewell on the same
occasion, on attaining superannuation.
They conducted farewell meeting to retiring officer Sri Varghese of Account section

GULBARGA REGION
CBOA GULBARGA UNIT CBOA BAGALKOT AND BIJAPUR DISTRICT UNITS have felicitated
the retiree officers on 15.12.2013 at RUDSETI, Bijapur. 40 Officers including
Probationary Officers attended for the felicitation ceremony. Mr. Sonathe, Regional
Secretary, Mr. Bhajantri and Mr. Ravi Kumar attended the programme from Gulbarga.
Mr. Jhalki took care of all the arrangements.
7 officers were felicitated and it was enriching experience for all the youngsters to
listen to seniors. The newly elected representatives explained the highlights of the Bi
annual Conference, Chennai and urged all the members to work towards as the
growth of the bank and the Association.

JGS, Mr Lakshmikanth Nayak DGS, Mr A S Bhat RS,Mrs Lynnette Pinto Chair Person
honoured the retired members and addressed the members. Mr Walter Joy Seqeira C
C Member, Mr Ravi Pinto C C Member and Mr Harish D Shetty Dist Secretary of
Mangalore City were also present and falicitated the retired officers. More than 60

MADURAI REGION
FELICITATION TO OUR GENERAL SECRETARY AT TIRUNELVELI:
A meeting was conducted at Junction Branch, Tirunelveli on 16.12.2013 to felicitate
our General Secretary. The branch was decorated with festoons, flags & flex banners.
More than 120 members participated. Our General Secretary was honored with Rose
garland & shawl by Tirunelveli District unit. Sri Sethuraman, District President
presided over the meeting. Sri Chelladurai, C C member welcomed the gathering.
Sri V Pandi, Deputy General Secretary felicitated & welcomed our General Secretary
on his unanimous election & explained our General Secretarys achievements in a
Tamil poem which was applauded by all.

In his acceptance reply, our General Secretary explained the reasons for the great
success of the Biennial conference, the problems faced by the Officers Community &
the reasons for the delay in our wage revision. He also asked participants to be
prepared to go for longer struggle to achieve our genuine & reasonable demands.
With vote of thanks proposed by Sri A Ganesan, Tirunelveli District Secretary, the well
arranged meeting came to an end.

The matter has once again been taken up by our organization with IBA. We are happy
to inform that IBA has once again issued a communication dated 10.01.2014 to all the
member Banks, reiterating the decision taken by the Management Committee of IBA
dated 29th October 2013, which has been communicated to the Chief Executives of
Member Banks vide IBA letter No. PS&BT/CTS/8184 dated 31st October 2013.
All our affiliates are once again requested to take a stand as per the decision taken by
Management Committee of IBA and ensure that Bank officers/Employees are not
asked to come on holidays declared under Negotiable Instrument Act.
CIRCULAR 5/2014 DATED 13.01.2014: CONCILIATION MEETING BETWEEN IBA &
UFBU CALLED BY CLC
Subsequent to issuance of Notice by UFBU for 48 Hours All India Bank Strike on the
20th and 21st January 2014, the conciliation meeting was held today at New Delhi.
The proceedings were conducted by Shri B.K. Sanwariya, CLC(C). The meeting was
also attended by the officials from Department of Financial Services. IBA was
represented by Shri M.V. Tanksale, Chief Executive Officer, Shri K. Unnikrishnan,
Deputy Chief Executive Officer and other officials.
The leaders of UFBU argued that the meetings are being held with much delay and
there is no seriousness on the part of IBA to conclude the bilateral discussions at the
earliest. UFBU also stated that the offer of 5% given by IBA is too low.
The representatives of IBA stated that so far five rounds of meetings were held and
considering the constraints of banking industry on account of increasing NPAs and also
the rising pension cost, the affordable offer was given by IBA.
The CLC (Central) suggested that another round of talks shall be held between IBA
and UFBU to find amicable solution and further meetings should be held at regular
intervals, say fortnightly, to settle an early wage revision. Agreeing to the suggestions
made by CLC(C), the representatives of IBA offered to hold negotiations with the
representatives of UFBU on 17th January 2014. UFBU has responded and said that it
will attend the negotiation with an open mind and also conveyed that the decision on
strike will depend on the outcome of the meeting to be held on 17th January 2014.
We advise all our affiliates and members to go ahead with the agitational programmes
as advised earlier. The outcome of the proposed meeting on the 17th January 2014
will be informed in due course

CHECK-OFF FACILITY: CONTEMPT CASE BY ALL INDIA STATE BANK
OFFICERS FEDERATION
10th October, 2013; as we stood
in the Court Hall No.11 of the
Madras High Court, we had mixed feelings. Mr.Pratip Choudhuri, the former
Chairman was to make a personal appearance in the contempt proceedings
in the Check Off case filed by the Federation. And he appeared in person in
the presence of the Honble Justice.

However much we all tried to forget, still, images of the past came
flashing by. On the 4th of October, 2012 when the Federation leaders met
him amidst a huge gathering of MDs, DMDs and CGMs of all the circles, a
pre-arranged audience to demonstrate his arrogance and dictatorship, he
shouted and said apologise and publish it in your website, make it public.
The intention was to embarrass and to insult. Today, standing in the Court
hall, when an unconditional apology was tendered in front of public, in front
of the press and in front of the advocates present, he stood pathetically,
vanquished. One could not help but comparing. The Law of Natural Justice
and the Law of Nature operates and averages out. He had utilized every
opportunity No,.. created opportunities to insult and put down people.
He would call General Secretaries at branches and insult them, call their
controllers to insult leaders, fix cameras around leaders. HR Conclaves,
Video conferences, Webcasts in SBI Times were utilized to insult. His actions
of punishing leaders through downgrading and increment cuts, putting
unblemished leaders into 19(3) and hurting their innocent families,
withholding of gratuity overlooking the payment of gratuity act, a mandatory
regulation, erratic transfers to curtail Association activities and innumerable
such acts which stink of cruelty and inhuman behavior, flash by like images.
The day would begin with planning insults and end with further plans to
attack, demoralize, putdown and humiliate people. Ask them to express
remorse! I will dismiss all of them, I will meet you all in Supreme court
were some of the utterances, all filled with venom. The series of violations in
Transfer Policies and attacks on officers which have inconvenienced many
need not be repeated. Lady Officers, who are 59 years, who were sick, who

the check-off, the logic on how the check off could have been implemented
in a few hours and the efforts of the federation to sort out the issue amicably
were highlighted. It was argued by the advocate for the federation that Mr.
Pratip Chaudhuri cannot now represent the bank and hence has to file an
affidavit in his personal capacity which has been accepted by the banks
counsel in the presence of the Honble judge.
10. Com.B.K.Awasthi, President-AISBOF, Com.Y.Sudarshan, the General
Secretary of the Federation, Com. Thomas Franco Rajendra Dev, General
Secretary of the Chennai Circle Association along with a number of officers
of Chennai Circle were present.
11. We take this opportunity to thank all the well wishers and all the
comrades from all over the country who stood by the federation and
extended moral support. We also thank Com. Thomas Franco Rajendra Dev
and his team of comrades from Chennai Circle who helped in gathering
material and putting the issues in proper perspective before the advocate.
We express our thanks to M/S Vaighai and team for the legal support
rendered and the excellent and logical manner in which the case was put up.
12. Comrades, Now the situation is changing.
The undersigned along with the President Shri.B.K.Awasthi and the
Jt.General Secretary Shri.Ramkumar Sabhapathi had an occasion to visit
Mumbai and greet the Chairperson Mrs.Arundathi Bhattacharya. The meeting
which lasted for around twenty minutes was very cordial and positive. It was
decided that we should remove all the irritants and make a new beginning.
The 18th floor of the corporate center was, for once , filled with fresh air , rid
of the suffocation and nausea of tyranny . Thereafter, we met the DMD &
CDO Shri.B.V.Chaubal, the CGM(HR) Shri.Ranjit Goswami and the DGM (IR)
Shri.Raghav, and AGM (IR), Shri.Indranil Bhanja and decided to meet again
shortly to sort out all the unresolved issues and move forward.
13. We are sure that under the leadership of the new chairperson
Mrs Arundhati Bhattacharya who has taken over the reins very recently, all
such irritants will be removed so that the bank, the officers and the
federation can work together in an atmosphere of cordial Industrial relations
and channelize all the energy into productive channels. We are all aware of
the challenges that the Bank is facing in the current global and national
