Job Posting, Citywide Executive Action Response Team: Executive


Director
The Mayor's Office of Immigrant Affairs (MOIA) was established pursuant to
the NYC Charter to promote the wellbeing of immigrant communities by
recommending policies and programs that facilitate the successful
integration of immigrant New Yorkers into the civic, economic, and cultural
life of the City.
In response to President Obamas November 2014 executive action providing
administrative relief to millions of undocumented immigrants nationwide,
MOIA is undertaking a large-scale local response effort. To support New York
Citys approximately 155,000 eligible immigrants in applying for this new
federal immigration program, MOIA is coordinating a holistic, citywide
response in collaboration with numerous relevant partners across public and
private sectors. Broadly, the response will include a public education
campaign, coordinated legal services delivery at 1-2 centralized application
assistance centers and several satellite centers, mass outreach efforts in
targeted communities, screenings for eligibility and referrals to legal
services, and linkages to ancillary services (such as IDNYC, health insurance,
and social services). A skeletal model has been developed in collaboration
with several stakeholders and partners, with details being developed
concurrent with this posting.
JOB DESCRIPTION
MOIA seeks a dynamic manager with experience in labor, employment or
human rights, immigrant affairs, youth/community development, community
organizing/development, or related fields, to serve as the Executive Director
to oversee the creation and management of the citywide executive action
response. The Executive Director will report to the Assistant Commissioner of
MOIA and will be responsible for designing and assisting the City in
implementing a comprehensive set of strategies to ensure the success of the
project.
The Executive Directors duties will also include, but not be limited to, the
following:

Create and oversee the implementation of a comprehensive plan to carry


out the goals of the citywide executive response plan, in collaboration
with the Assistant Commissioner of MOIA and other MOIA and City staff;
Manage the citywide executive response project in accordance with
project management best practices;
Ensure the quality and timeliness of all project deliverables to ensure the
project is operating within the Citys policies and standards;

Work with MOIA, other City staff, and citywide executive response staff to
oversee
program
implementation
details
including
budgeting,
procurement, service delivery models, training, coordination of nonprofit
partner organizations and volunteers, and more;
Manage and support a team of staff members dedicated to the citywide
executive response;
Liaise with City agencies, City Hall, the City Council, elected officials, legal
service providers, community-based organizations, and religious
organizations; and
Represent the citywide executive response project and the City in external
meetings and communications.

PREFERRED SKILLS:

A minimum of five years of successful leadership as an Executive Director


or Senior Manager;
Client-focused with a strong knowledge of the NYC immigrant community
and community-based organizations (familiarity with NYC legal service
providers preferred);
Familiarity with immigration law issues preferred (law degree/legal
practice experience not required);
Executive-level leadership skills, including the ability to think and plan
strategically and proven success developing and supporting high
performing diverse work teams;
Committed to rapid execution;
Strategic and flexible;
Ability to communicate in a clear and concise manner, both verbally and
in writing;
Highly professional demeanor;
Experience with multi-agency/multi-partner initiatives;
Ability to effectively establish realistic objectives, maintain momentum,
and evaluate progress;
Ability to juggle multiple priorities;
Ability to respond to internal and external inquiries in a quick and concise
manner;
Consensus-builder with diplomacy skills; and
Multilingual a plus but not required.

MINIMUM QUALIFICATION REQUIREMENTS:


1. A master's degree from an accredited college in economics, finance,
accounting, business or public administration, human resources
management,
management
science,
operations
research,
organizational behavior, industrial psychology, statistics, personnel

administration, labor relations, psychology, sociology, human


resources development, political science, urban studies, or a closely
related field, and two years of satisfactory full-time professional
experience in one or a combination of the following: working with the
budget of a large public or private concern in budget administration,
accounting, economic or financial administration, or fiscal or economic
research; in management or methods analysis, operations research,
organizational research or program evaluation; in personnel or public
administration, recruitment, position classification, personnel relations,
employee benefits, staff development, employment program
planning/administration, labor market research, economic planning,
social services program planning/evaluation, or fiscal management; or
in a related area. 18 months of this experience must have been in an
executive, managerial, administrative, or supervisory capacity.
Supervision must have included supervising staff performing
professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of
professional experience in the areas described in "1" above, including
the 18 months of executive, managerial, administrative or supervisory
experience, as described in "1" above.
