Social work is a professional service, based on scientific knowledge and skill
in human relations, which helps individuals, groups, or communities obtain social or
personal satisfaction and independence. While professional social work was first
performed by private or public agencies, it is now also carried on in private practice,
by various counselling services, and in other settings. The term social welfare has a
broader meaning than professional social work. In the definition accepted by the
United Nations, it includes organized activities aimed at helping individuals or
communities to meet their basic needs, and at promoting their well-being in harmony
with the interests of their families and communities. Education, labour legislation,
and recreation contribute to the well-being of the population, but we do not include
them in our discussion of social welfare.
We shall, however, discuss the structure and function of social services
administered by public and private organizations. The objective of these services is to
secure for each human being, as much as possible, the economic and social
necessities: a decent standard of health and living conditions, equal opportunities, and
the highest possible degree of self-respect, dignity, and freedom of thought and action
without interfering with the same rights of others.
Social security is a program of protection provided by social legislation against
sickness, unemployment, death of wage-earner, old-age or disability dependency, and
accidents contingencies against which the individual cannot be expected to protect
himself. As a rule, protection is secured by various forms of social insurance, public
assistance, and health and welfare services. In the strict sense the term social security
does not include private, voluntary social services or industrial or cooperative
activities, but in many countries these play an important role.
The philosophy underlying our system of social welfare is an essential cultural
characteristic of modern society.
