UMUM
1.1

Latar Belakang
Pemerintah telah menetapkan Proyek Sistem Penyediaan Air Minum (SPAM) Umbulan sebagai salah satu
prioritas untuk menuju sasaran Millenium Development Goals (MDG), diharapkan dapat melayani air minum
mencapai 80% jumlah penduduk dan segera dilanjutkan dengan agenda Sustainable Develeopment Goals
(SDG) dengan target pencapaian 100% jumlah penduduk terlayani air minum.
Sebagai perwujudan pelayanan air minum di Propinsi Jawa Timur, Pemerintah Propinsi Jawa Timur akan
menyiapkan pembangunan Sistem Penyediaan Air Minum Umbulan melalui Proyek Kerjasama PemerintahSwasta. Proyek ini direncanakan menghasilkan debit 4000 liter/detik dengan memanfaatkan sumber mata air
Umbulan, Tapak, danKali Rejoso. Distribusi air bersih tersebut untuk melayani sekitar 1,6 juta jiwa atau sekitar
400 ribu sambungan rumah (SR) di lima kabupaten/kota di Jawa Timur, yaitu Kota Surabaya, Kabupaten
Sidoarjo, Kota Pasuruan, Kabupaten Pasuruan, dan Kabupaten Gresik melalui sistem pemompaan dan jaringan
pipa transmisi.
Fasilitas yang akan dibangun dalam menunjang keberhasilan projek Umbulan antara lain Bangunan Intake, Head
Pond, Kolam reservoir, Bangunan Pompa, Bangunan Power, Bangunan Elektrik, akomodasi , bangunan
Perkantoran dan lain-lain yang terdapat di wilayah Pengolah air Umbulan dan Wilayah Segoro madu. Selain itu
juga di bangun pipa tansmisi diameter +/- 2000 m yang terbentang dari pasuruan sampai gresik dengan panjang
pipa transmisi +/- 99 km.

daerah utilitas
