BACKGROUND
The National Council of La Raza (NCLR)the largest national Hispanic civil rights and
advocacy organization in the United Statesworks to build a stronger America by creating
opportunities for Latinos. Through its network of nearly 300 affiliated community-based
organizations, NCLR reaches millions of Hispanics each year in 37 states, Puerto Rico, and the
District of Columbia. To achieve its mission, NCLR expands opportunities for Latinos through
capacity-building assistance to a national network of multiservice Affiliate organizations rooted
in Latino communities; robust and tested program models; applied research, policy analysis, and
advocacy; and civic engagement efforts. In addition, NCLR strengthens these efforts with
communications and collaboration with a range of external partners.
Founded in 1968, NCLR is a private, nonprofit, nonpartisan, tax-exempt organization

headquartered in Washington, DC, serving all Hispanic subgroups in all regions of the country. It
has state and regional offices in Chicago, Los Angeles, Miami, New York, Phoenix, and San
Antonio.
SUMMARY
NCLR is seeking a Policy Advisor to join its Economic Policy Project, which aims to ensure the
Latino communitys ability to contribute to and share in the nations economic opportunities, in
Washington, DC. This position is full-time, housed within NCLRs highly respected Office of
Research, Advocacy, and Legislation (ORAL), one of the most influential, visible, and leading
national advocacy organizations championing public policy on behalf of Latinos. As a leading
advocate on economic policy encompassing the perspectives of Hispanic Americans, NCLR
works to advance critical policies in the areas of wages and income security, homeownership,
consumer protections, taxes, retirement, and workers rights.
The Policy Advisor will help drive a policy agenda that creates economic opportunities for
Latino families, providing highly skilled analysis of social, economic, and public policy trends in
support of NCLRs goals. This position is responsible for identifying promising reform ideas,
specifically in the areas of tax reform and infrastructure (with an emphasis on job creation). She
or he will work with colleagues to conduct rapid-response and long-term analysis of data and
programs, as well as develop and write compelling policy papers and testimonies in a variety of
lengths and formats for a variety of audiences. This position is also responsible for helping to
convene an effective network of diverse civil rights organizations, community leaders,
researchers, and policymakers to effectively frame a federal economic policy agenda that invests
in the future and targets relief to the most vulnerable in our society.
The Policy Advisor will report to the Associate Director of Economic Policy. This position will
also work closely with the Associate Director of the Policy Analysis Center and colleagues in the
Communications and Civic Engagement departments. NCLR offers a collaborative, team-based
environment that fosters a culture of ideas and debate. We approach our work from multiple
perspectives and methods, understanding both the specific issues and the larger interrelated
systems.
RESPONSIBILITIES
Develop and execute a project plan and agenda for evaluating and analyzing relevant
economic public policies that affect the Latino community.
Serve as NCLRs institutional expert on infrastructure and tax policy solutions that
improve the economic security of Latinos and immigrant communities.
Analyze emerging public policy issues and trends and produce NCLR policy publications
including issue briefs, white papers, conference papers, presentations, and testimony,
using primary and secondary research sources.
Lead and participate in coalitions of experts and advocates on tax and infrastructure
issues.
Represent NCLR in high-visibility forums, including delivering presentations and

testimony before congressional staff, policymakers, issue experts and stakeholders,
national conferences, and the media.
Provide strategic recommendations, as appropriate, to NCLR leadership, including the

President and CEO and the Board of Directors.
QUALIFICATIONS
Post-graduate degree and six to eight years of policy experience.

In-depth knowledge of policy analysis, with a demonstrated ability to analyze and
develop new social policy ideas, is required.
Extensive and strong writing ability, including developing and writing articles, studies,
reports, or other publicly available documents, is required.
Working knowledge of economic issues, with an emphasis on tax and infrastructure, is

preferred; potential coverage of other economic policy issues, as needed.
Experience communicating policy ideas in public settings such as coalition meetings,
congressional hearings and briefings, major conferences, and with the media.
Outstanding project management skills suited to a dynamic work environment with
multiple ongoing responsibilities, tight deadlines, and expectations for high-quality work.
Displayed commitment to social justice and NCLRs mission.
Bilingual ability (English and Spanish) a plus.
Flexibility for occasional travel.
