2 42-2-305, AS APPLICABLE.
3 SECTION 4. In Colorado Revised Statutes, 42-2-117, amend
4 (1.5) as follows:
5 42-2-117. Duplicate permits and minor licenses - replacement
6 licenses. (1.5) Upon furnishing satisfactory proof to the department that
7 a driver's license issued under the provisions of this article ARTICLE 2 has
8 been lost, stolen, or destroyed, the person to whom the same IT was issued
9 shall MAY apply for renewal A DUPLICATE OR REPLACEMENT of the license
10 pursuant to section 42-2-118. The new driver's license shall expire
11 EXPIRES as provided in section 42-2-114 IF ISSUED UNDER THIS PART 1 OR

1 subparagraph (I) SUBSECTION (1)(a)(I) by electronic means, the person
2 shall MUST attest under penalty of perjury that he or she has had an eye
3 examination by any AN optometrist or an ophthalmologist within three
4 years before the date of application.
5 (b) (I) (A) Any A license referred to in ISSUED UNDER section
6 42-2-114 that, at the time of its expiration, is held by a resident of this
7 state who is temporarily outside of this state or is prevented by disability
8 from complying with paragraph (a) of this subsection (1) SUBSECTION
9 (1)(a) OF THIS SECTION may be extended for a period of one year if the
10 licensee applies to the department for an extension of the expiration date
11 prior to the date the license expires and pays a fee set by the department
12 in accordance with section 42-2-114.5 (2).
13 (B) A LICENSE ISSUED UNDER PART 5 OF THIS ARTICLE 2 THAT, AT
14 THE TIME OF ITS EXPIRATION, IS HELD BY A RESIDENT OF THIS STATE WHO
18 EXPIRATION DATE PRIOR TO THE DATE THE LICENSE EXPIRES AND PAYS A
20 (2).
21 (C) The department shall transfer the fee FEES PAID IN

1 SUBSECTION (1)(a) OF THIS SECTION. The department shall grant no more
2 than one extension under this paragraph (b) SUBSECTION (1)(b) unless a
3 resident of this state is temporarily residing in a foreign country, in which
4 case the department may grant no more than two ONE-YEAR extensions.
5 (1.3) (a) The department may, in its discretion, allow renewal of
6 a driver's license issued under section 42-2-114 OR 42-2-505 by mail
7 subject to the following requirements:
8 (II) Renewal by mail shall only be available every other driver's
9 license renewal period as provided in section 42-2-114 (2)(a) and (3) OR
10 42-2-509 (1);
11 (1.5) (a) The department may, in its discretion, allow renewal of
12 a driver's license issued under section 42-2-114 OR 42-2-505 by electronic
13 means subject to the following requirements:
14 (II) A person may renew a driver's license electronically only for
15 two consecutive driver's license renewal periods as provided in section
16 42-2-114 (2)(a) and (3) OR 42-2-509 (1);
17 SECTION 6. In Colorado Revised Statutes, 42-2-304, amend
18 (1.5)(b), (1.7)(a) introductory portion, (1.8)(a) introductory portion, and
19 (1.9)(a) introductory portion as follows:
20 42-2-304. Validity of identification card - rules. (1.5) (b) The
21 department may SHALL not renew an identification card for a person if the
22 person would not be eligible for an identification card pursuant to section
23 42-2-302 (2)(b) or (2)(c) OR 42-2-505.
24 (1.7) (a) If allowed under federal law, the department shall allow
25 renewal of an identification card issued under section 42-2-302 OR

1 identification card issued under section 42-2-302 OR 42-2-505 by
2 electronic means if the applicant:
3 (1.9) (a) The department may allow an applicant to renew an
4 identification card issued under section 42-2-302 OR 42-2-505 by
5 electronic means if the applicant:
6 SECTION 7. In Colorado Revised Statutes, amend 42-2-305 as
7 follows:
8 42-2-305. Lost, stolen, or destroyed cards. If an identification
9 card is lost, destroyed, or mutilated or a new name is acquired, the
10 registrant may obtain a new identification card upon furnishing
11 satisfactory proof of such fact to the department. Any registrant who loses
12 an identification card and who, after obtaining a new identification card,
13 finds the original card shall immediately surrender the original card to the
14 department. The same documentary evidence shall be furnished for a new
15 identification card as for an original identification card. A new
16 identification card issued pursuant to this section shall expire on the
17 birthday of the registrant in the fifth year after the issuance of the new
18 identification card; except that, if the registrant is under the age of
19 twenty-one years at the time the application for the new identification
20 card is made, the new identification card shall expire on the registrant's
21 twenty-first birthday, OR IF ISSUED UNDER PART 5 OF THIS ARTICLE 2, THE
22 IDENTIFICATION CARD EXPIRES AS PROVIDED IN SECTION 42-2-509 (1).

2 general election to be held in November 2018 and, in such case, will take
3 effect on January 1, 2019, or on the date of the official declaration of the
4 vote thereon by the governor, whichever is later.
