IS THE PREAMBLE NECESSARY?
• Technically, not an integral part of the Constitution.
• It neither enlarges nor confers power.
• Not a source of rights and obligations.
• Function is: TO INTRODUCE THE
CONSTITUTION, EXPLAIN THE REASON FOR
ITS ENACTMENT AND THE OBJECT SOUGHT
FOR ACCOMPLISHMENT.

• May serve as an aid in its interpretation.

• Filipino people instead of the people of the
Philippines
