AUGUST 2018 – DEPARTMENT ACTIVITY REPORT

I. PLANNING APPLICATIONS:

In August of 2018, 39 planning permit applications were received. The average response time was 16 days.

II. BUILDING APPLICATIONS/INSPECTIONS:

In August of 2018, 56 Building Permit applications were received. The average response time was 4 days. 20
permits were issued over the counter in one day.

III. CODE COMPLIANCE CASES:

In August of 2018, 20 new code compliance cases were initialized.

IV. ENCROACHMENT APPLICATIONS:

In August of 2018, 11 encroachment permit applications were received.

V. YEAR-TO-DATE TRENDS

Table 1 includes the 2018 year-to-date totals (August), for planning and building permit applications,
encroachments and code compliance cases with a comparison to August 2017. As indicated in the table, there
is an 8% increase in planning permit applications, a 30% increase in building permit applications, 7% decrease
in code compliance cases, and a 27% increase in encroachment permit applications compared to August
2017.

AUGUST 2018 FORESTER REPORT

Forest and Beach Commission:


Commission actions in August included:
• Received a presentation by Environmental Compliance Manager Agnes Martelet and discussed the
City’s first steps in developing a Geographic Information System which will map and maintain attribute
data associated with City infrastructure, including trees, park elements, and other features.
• Discussed an initial report from the ad hoc committee on the Tree Planting Initiative (CIP project).
• At a Special Commission meeting on August 30, recommended the City Council to authorize an
encroachment permit with special conditions of approval for the PG&E gas pipeline project.

Carmel Beach:
Public Works/Forestry staff continued weekday cleaning of the 9 smokeless fire pits and monitored the fire pits
for misuse, which continues to be noted on a daily basis. Objects found in the fire pits included books, jelly fish,
and an exploded cell phone. With increased visitation to the beach in the summer season, staff augmented
weekly cleanings with a weekend service to pick up litter left by visitors or washed up on shore.

Trees:
On-call tree service contractors and Public Works staff removed 9 dead or hazardous trees. One large old
Monterey pine removed at Sunset Center was 42 inches in diameter and 115 years old! John Ley’s Tree
Service continued to water 101 trees planted by the Friends of Carmel Forest. Public Works planted two new
trees (which now matches 2017’s 52 planted trees) and replanted four trees under care that died. Five
responsive bids were received for the on-call tree services contract. Council will be asked to award all five
contracts in September to provide flexibility for scheduling, technical expertise, and cost.

Mission Trail Nature Preserve (MTNP):


The Friends of MTNP held their monthly work day clearing non-native plants near the Flanders house. The
Friends also completed installation of four new entry signs and improvements to the Martin Road entrance to
the Preserve. Also, a local landscape company working for the Friends removed large patches of English ivy
and other invasive plants in several areas within the Preserve.

North Dunes:
In the North Dunes Habitat Restoration Area, project biologist Joey Canepa continued to monitor the
Tidestrom’s lupine population and care for other native plants that were planted in spring.
