Ref: 1. Your letter No. WCC/J-04/2653 Dated 03.04.2003.


2. Discussion dated 08.05.2003 of Dy. Director (Billing) of this office with
Director (System) WCC Headquarter of your office.

In order to fulfill the requirement of recovery of estimated cost of material


installments through monthly electricity bills it is suggested that Director (CO)
HESCO may be advised to accommodate such special cases by processing computer
input CP-Form 136 and CP-Form 137 using the meter rent column for amount of
installment and total No. of Air Conditioners column as total No. of installments for
estimated cost. The Director (CO) HESCO Hyderabad may also be advised to supply
computer output in triplicate on the following Performa.

be advised to feed installments of estimated cost of material in special cases through
computer input CP-Form 136 and CP-Form 137 using the meter rent column for
amount of installment and total No. of Air Conditioners column Column as total No.
of installments for estimated cost. They may also be advised to send computer
output to respective SDO / XEN/ S.E for further necessary action.

SUBJECT: MINUTES OF AUTHORITY MEETING HELD ON OCTOBER 16,2004

Decisions No. 13, 13.1, 13.2 & 13.3 taken during Authority s meeting held on
16.10.2004, issued vide Secretary WAPDA letter No.S/DD(Coord)/03003/
MTG/ 2748-50 dated 27.10.2004 are reproduced below:-

“Decision

No.13. In order to facilitate domestic consumers Authority decided as under:

13.1 New domestic connection charges of Rs. 3000 (Rupees three


thousand only for single phase meter will be divided into two parts:-
i. Rs. 300 (Rupees three hundred only) to be recovered at the time of
connection.
ii. The remaining amount of Rs. 2700 (Rupees two thousand seven
hundred only) would be recovered in nine equal installments of Rs.
300 (Rupees three hundred only) each in subsequent bills.
13.2 The facility will be provided to those consumers who opt and give
written request for the said facility.
13.3 No reconnection charges will be recovered from single phase domestic
consumers and electricity would be restored immediately after
payment of outstanding / defaulting amount.

In view of above it is requested that implementation of the above mentioned


decision may be ensured in letter & spirit.

A copy of procedure issued by this office vide letter No. 2444-


46/GM/CS/DGC/ DCAC/A-92 Dated 12.05.2003 regarding recovery of
estimated cost in installments is enclosed for information and guidance.

SUBJECT: RECONNECTION FEE

Ref: Minutes of Chairman’s monthly conference of CEOs 22-23 May, 2003


circulated vide Army Coord Cell No. ACC/2003/17/1609-53 Dated 27th May
2003.

Authority vide Item 25 has decided as under:-

“It was decided that Reconnection Order for disconnected domestic


connections will be issued immediately on payment of outstanding dues and
reconnection fee will be recovered in two installments through monthly bills
after restoration of the connection DG(IS) will make provisions for automatic
recovery of RCO fee through energy bills.”

The above decision may be implemented in true letter and spirit.

SUBJECT: RECONNECTION POLICY.

In suppression of previous Reconnection Policy circulated vide No.2568-


98/M(P)/GMCS/DD(P)/59026 dated 20-11-1998, the following Reconnection Policy is laid
down which will be applicable with immediate effect.

2- Consumers of all categories disconnected due to default in payment or


disconnected on technical ground or unauthorized extension of load or seasonal consumers
who do not dome forward to have the seasonal industry re-reconnected in any ensuring
season and disconnected as per condition No.3 of “Other Special Conditions of Supply” of
Tariff-F, etc. will be liable to pay the following dues before reconnection is allowed:-

i) OUTSTANDING DUES

All dues appearing in the last bill prepared for the energy consumed upto the time of
disconnection. Recoveries suspended by Courts, Electric Inspectors or departmental
competent authorities will not stand in the way of re-connection. Likewise, supply charges
which have been allowed to be paid in installments by a competent authority will not stand
in the way of ‘reconnection’

ii) MINIMUM/FIXED CHARGES WILL BE


RECOVERED AS DETAILED BELOW:-

a) FOR GENERAL SUPPLY i)- Minimum/fix charges for actual period of


(TARIFF A-1 & A-2) discontinuance of supply if period of discontinuance
is upto ninety days.

ii)- In case period of discontinuance of supply is


more than ninety days & and upto three years then
minimum/fixed charges will be recovered @ of one
month for every quarter in addition to the
minimum/fixed charges for ninety days as per sub
para (i) above. Period less than a quarter will be
ignored for the purpose of recovery of
minimum/fixed charges.

iii)- If the period of disconnection is more than


three years from the date of disconnection,
minimum/fixed charges for the disconnected period
beyond three years from the date of disconnection
upto the date of ‘reconnection’ in addition to
charges laid down in (i) & (ii) above.
b) FOR INDUSTRIAL SUPPLY i) - Minimum/fix charges for actual period of
(TARIFF B-1, B-2, B-3, B- discontinuance of supply if period of discontinuance
4) is upto ninety days.

ii) - In case period of discontinuance of supply is


more than ninety days & and upto three years then
minimum/fixed charges will be recovered @ of one
month for every quarter in addition to the
minimum/fixed charges for ninety days as per sub
para (i) above. Period less than a quarter will be
ignored for the purpose of recovery of
minimum/fixed charges.

iii) - If the period of disconnection is more than


three years from the date of disconnection,
minimum/fixed charges for the disconnected period
beyond three years from the date of disconnection
upto the date of ‘reconnection’ in addition to
charges laid down in (i) & (ii) above.
c) FOR BULK SUPPLY NIL
(TARIFF C-1, C-2 & C-3)
d) FOR AGRICULTURAL i) - Minimum/fix charges for actual period of
TUBEWELL AND LIFT discontinuance of supply if period of discontinuance
IRRIGATION PUMPS is upto ninety days.
(TARIFF-D)
ii) - In case period of discontinuance of supply is
more than ninety days & and upto three years then
minimum/fixed charges will be recovered @ of one
month for every quarter in addition to the
minimum/fixed charges for ninety days as per sub
para (i) above. Period less than a quarter will be
ignored for the purpose of recovery of
minimum/fixed charges.

iii) - If the period of disconnection is more than


three years from the date of disconnection,
minimum/fixed charges for the disconnected period
beyond three years from the date of disconnection
upto the date of ‘reconnection’ in addition to
charges laid down in (i) & (ii) above.
e) FOR FLAT RATE i) - Minimum/fix charges for actual period of
(TARIFF-D) discontinuance of supply if period of discontinuance
is upto ninety days.

ii) - In case period of discontinuance of supply is


more than ninety days & and upto three years then
minimum/fixed charges will be recovered @ of one
month for every quarter in addition to the
minimum/fixed charges for ninety days as per sub
para (i) above. Period less than a quarter will be
ignored for the purpose of recovery of
minimum/fixed charges.

iii) - If the period of disconnection is more than


three years from the date of disconnection,
