INCIDENT SUMMARY
The State Operations Center is activated at a Level 1 to provide support and
coordination for California wildfires.

WEATHER SUMMARY SOURCE: NATIONAL WEATHER SERVICE

Northern California
Dry conditions with areas of smoke will continue to impact air quality and
visibility. Daytime relative humidities 15-35%. Winds will remain variable at 5
to 10 mph during the day, increasing to 15 to 25 mph with localized gusts 40
to 50 mph along the Sierra Nevada Foothills.
Southern California
West-southwest winds 5-15 mph continue during the day with local gusts to
20 mph along the coast. Inland winds remain light with relative humidity 15-
30%.

Outlook for Sunday/Sunday: Red Flag Warning for Sierra Nevada Foothills 2200 hrs Saturday through 1600 hrs Sunday.
Winds will increase along the central and northern Sierra Nevada foothills, including the Camp Fire, late Saturday
evening through Sunday. Winds combined with humidities in the 20s to lower 30s overnight and in the teens on Sunday
will result in the potential for critical fire conditions. Winds are expected to decrease early evening Sunday.

Rain is expected over Northern California beginning Wednesday. The rain will likely be on and off daily through at least
the weekend after Thanksgiving for NorCal. Our confidence is increasing for the possibility of heavy rain across Northern
California over the span of several days, but at this time we cannot resolve detail of when the heaviest rain will occur. An
inch or more of rain is possible from the Bay area northward during the first 48 to 72 of this wet period at the end of the
week. Across Southern California, rain is possible, but coverage and amounts are expected to be much lower.

STATE PARKS LEAD AGENCY: CA DEPARTMENT OF PARKS AND RECREATION

Woolsey Fire, Ventura and Los Angeles County
 Park residences have burned at Leo Carillo and Malibu Creek, and significant acreage has burned in both park
units, as well as some historic structures. Estimates only based on a lack of access. Damage assessment will be
ongoing.

CA-ESF 1: TRANSPORTATION LEAD AGENCY: DEPARTMENT OF TRANSPORTATION (CALTRANS)

 CalTrans crews are in the field conducting damage assessments statewide and will begin repairs as CAL FIRE
allows.
 CalTrans crews did not find any damaged infrastructure overnight. Guardrail repairs on SR-191 will continue with
expected completion by 11/17/2018.

Critical Infrastructure Summary

Incident, County Critical Infrastructure
 PG&E 500 KV, WAPA 230 KV lines, and PG&E substations to include Poe, Paradise Big Bend,
Camp Fire, Clard Rd, and Centerville substations are near or within the eastern edge of the furthest
Butte County advance of the fire. PCS Towers continue to be located within the overall fire footprint.
Concern remains if the fire moves toward Oroville.
Woolsey Fire,  No critical infrastructure in or near area with current/recent fire detection. PCS towers are
Ventura/Los Angeles County within the overall fire perimeter along with SCE 66 KV lines.

California Department of Education (CDE)
 Butte County Superintendent of Schools has closed all schools, including charter schools, through 11/23/2018.
 Butte College is closed through 11/25/2018.
 The following CSU campuses are closed due to the fires or poor air quality: Chico, Stanislaus, Maritime Academy,
San Jose, Channel Islands, San Francisco, and Sacramento.
 CSU Stanislaus proclaimed a campus health emergency due to the poor air quality.
 Public schools are expected to be closed during the week of Thanksgiving.

CA-ESF 8: PUBLIC HEALTH & MEDICAL LEAD AGENCY: DEPARTMENT OF PUBLIC HEALTH (CDPH)
 Butte will open a second shelter at the fairgrounds (Butte County Fairgrounds II) with 145 beds to move
individuals from Butte County Fairgrounds and NOT experiencing signs of GI illness.
 Due to poor air quality, CDPH provided N95 Masks to CSU Sacramento, UC Davis, City of Sacramento, DGS,
CDFA, Glenn County, Consumer Affairs, and the SOC.
Health Advisories

 Butte County Air Quality Management District has issued an Air Quality Advisory. The notification will remain in
effect while the Camp Fire remains active.
Woolsey Fires, Ventura/Los Angeles County
 A smoke advisory is in effect for western San Fernando Valley and northwest Los Angeles County, per South
Coast Air Quality Management District.

 Air monitors and air quality sensors deployed to monitor community of Chico-Tuscan Ridge, City of Santa Rosa,
