On-Farm water management project is a world bank funded project aimed to improve agricultural
productivity in project areas by enhancing the efficiency of water used.
Summary:
Provide technical guidance to the Engineering team of On-Farm water management project and to
ensure execution is completed in accordance to approved international standards.
Conduct necessary analytical, and feasibility studies of Infrastructure Project and Perform
Risk analysis on projects including structural option selection, economic viability and
environmental criteria.
Responsible for support to project staff, manages the development of new construction programs and
participates in developing new initiatives and strategies.
Review Work Plan and Construction Schedule with contractors and ensure that the work progresses in
accordance with Work Plan/Schedule
Organize meetings and working sessions with MAIL Directorates to ensure proper coordination at the
working level.
Coordinate and liaise with Sub project contractors for better implementation of construction projects
Final technical Review of designs and providing comments to ensure compliance with established
standards
Supervision and performance appraisal of staff in Project Implementation and Technical Unit
Execute QA/QC function during the execution of construction projects and Prepare detailed
reports on the progress of project execution.
Work closely with International consultants for project designs approval and incorporating the
comments on the designs
Technical Evaluation of the Bids Received by the procurement department based on World Bank
Procurement guidelines

Coordinate with Afghan ministries and other relevant government institutions for
improvement and development of standards for rural infrastructure projects planning and
designs.
Review of SOWs, BOQs, work plans, timelines (schedules), concepts and proposals for all
infrastructure related projects.
