1.0 INTRODUCTION
1.1 National Reconstruction Authority (NRA) has received development credit to implement
the Earthquake Housing Reconstruction Project (EHRP), from the International
Development Association (IDA). A Part of this financial assistance is to be used for
consultancy services for hiring 210 (Two Hundred Ten) individual consultants in the
capacity of Senior Engineer (SE) out of which 28 SE will be deployed at municipalities
of Kathmandu, Lalitpur and Bhaktapur districts.
1.2 A moment magnitude 7.8 earthquake of shallow depth struck central Nepal with an
epicenter approximately 77 km northwest of Kathmandu on April 25th, 2015 causing
widespread destruction. On May 12th, a large aftershock of moment magnitude 7.3 hit
Nepal and caused further causalities and damage. As of September, end 2018, a total of
996,582 households were surveyed in 31 districts and 810,690 households were identified
eligible for private housing grant. NRA signed contract with 727,827households. The
earthquakes destroyed 2,656 government buildings and 19,000 school class rooms. Large
portions of the affected population are still living in very basic temporary shelters with
limited access to safe water supply and sanitation facilities. Nepal prepared a Post-Disaster
Needs Assessment in June 2015, reported the casualties include: 8,790 deaths and 22,300
injured and it estimated that the total value of damages and losses caused by the
earthquakes was NPR.706 billion (US$7 billion). Government of Nepal formed an
autonomous "National Reconstruction Authority" (NRA), as an apex body to oversee post-
earthquake reconstruction work across the country in December 2015. It is mandated to
manage fund flow to sectorial ministries/implementing agencies, adapt implementation
strategy, policies for post-earthquake reconstruction. It is also NRA role to ensure effective
coordination and facilitation with the implementing agencies, development partners and
earthquake affected communities following the post-earthquake disaster in 2015. NRA
developed a Five-Year Road Map for Recovery and Reconstruction –Post Disaster
Recovery Framework (PDRF).
After the promulgation of new constitution of Nepal, Nepal has gone to federal system and
new elected body is now functioning on the local level as per constitution. NRA wants to
integrate reconstruction related work with local level so that the responsibility will be
transferred to local elected body. So now NRA wants to mobilize the senior engineers
based on local level authority to monitor, check and verify the minimum requirements and
compliances and recommend for the tranches or suggest for the corrections in the built
houses to make it earthquake resistant. The Senior Engineer from NRA, deputed in local
bodies, will facilitate and assist the technical section of the Local Body as per requirement.
The Senior Engineer will work in coordination with the Local Government. The Chief/
Mayor of the Local Government as well as District Level Project Implementation Unit
(Building), will supervise and monitor the Senior Engineer.
1.3 The NRA PMU now wishes to hire individual consultant(s) as Senior Engineer to be based
at any local level of project district for ensuring the reconstruction as per minimum
requirements set on standard of procedure of NRA for earthquake resistant reconstruction.
The SE will be in team with any agency/organization designated by NRA also.
2.1 General
The primary objective of the consultant’s services is to facilitate private house
reconstruction ensuring compliance in regards of building seismic resistant reconstruction
of private houses according to NRA’s procedures and guidelines. He/She will also be
responsible for other reconstruction works assigned by NRA.
The specific objectives of the consultancy services are as follows:
(i) To verify and approve the technical inspection sheet of the private house
reconstruction as per minimum requirements with reference to the available
documents, guidelines and norms endorsed by government of Nepal and
assure the timely sending of the above mentioned inspection sheet to
DLPIU/GMALI.
(ii) To support the ward level NRA engineers responsible for private house
reconstruction.
(iii) To assist the technical people working in the local level and community for
construction of seismic resistant houses/buildings.
(iv) To cooperate to accelerate private house reconstruction.
(v) To help local level to resolve any issues related to private house
reconstruction.
3.0 SCOPE OF THE CONSULTANT’S SERVICE:
The consultant will work for execution of Private Housing reconstruction activities.
The main tasks of the Consultant include,
(i) Verify and approve the technical inspection sheet of the private house reconstruction
as per the minimum requirements with reference to the available documents,
guidelines and norms endorsed by the Government of Nepal and assure the timely
sending of the above mentioned inspected sheet to DLPIU/GMALI.
(ii) Collect information on reconstruction related technical issues, commonly adopted
structural systems by the house owners and non-compliance cases.
(iii) Supervise the ward level engineers for ensuring construction quality, technical
requirements, and technical skills to achieve the earthquake resilient community.
(iv) Provide technical assistance for the use of NRA guidelines, norms and standards
in the building construction
(v) Responsible for providing technical assistance analysis of non-compliance issues
of private house reconstruction.
(vi) Developing training materials and organizing training to engineers, sub-
engineers, assistant sub-engineers and masons.
(vii) Report noncompliance issues of the private housing reconstruction to the District
Support Engineer (DSE).
(viii) Assisting in analysis of the completed private house constructed before engineer’s
recruitment.
(ix) Provide recommendation on Multi-disaster resilient housing design and
construction techniques based on locally available technologies and modern
technologies.
(x) Escalating the forwarding process of the problems beyond the capacity of SE, to
NRA through DSE for resolution.
(xi) Prepare and submit periodic progress reports on issues identified and possible
action undertaken
(xii) Participate in district and central level workshops, seminar and trainings organized
by NRA.
(xiii) Assist on socio-technical assistance for safe private house reconstruction.
(xiv) Other relevant assignment given by Central level and District level NRA offices.
4.0 MINIMUM QUALIFICATION AND EXPERIENCE REQUIRED FOR ELIGIBILITY
Professional Affiliation: The Consultant must be registered in Nepal Engineering Council (NEC)
The consultant shall be provided the remuneration and other logistic support as below:
SE will be required to submit Work-Plan in the beginning of month and the report of service
rendered within the framework of Work-Plan and Duties & Responsibilities (as mentioned
in the section Task and Responsibilities) at the end of the Month. S/he will also submit the
technical papers or documents that have been prepared as part of study in context of his
assigned duties and responsibilities. S/he is required to deliver a presentation and provide
hands out at the trainings conducted for Engineers by the Project.

10.0 TAXATION
The Consultant shall be fully responsible for all taxes imposed by Government of Nepal.
The Consultant may wish to get registered in the Value Added Tax (VAT) after the contract
agreement signed. The consultant will be responsible for the costs of the premium of any
insurance plan he/she takes up.
11.0 AGREEMENT
The Consultant shall be required to enter into an agreement with the NRA-Central Level
Project Implementation Unit (Building) on time based contract.
