Overview
Deposit Account Management module will mainly facilitate the user throughout
its life cycle, that is, starting from the Creation of Deposit Account, Scheme
Management, Depositing Receipts into the account, making payments out of it,
Lapsing and closure of the deposit account.
The Online Deposit Account module will expedite the process of making the
direct payment to the beneficiary’s bank account.

1. Creation of Deposit Creation of Deposit Account will be initiated by the
Account Admin Department. Once the request is created, it will
go for verification and then for approval. After approval
at Admin Department level, it will be forwarded to
Finance Department. If any clarification is required
then request will be sent back to Admin department
with the comments, else it will be sent to AG (A&E) for
approval. Once the AG (A&E) approves, the account
will be created in the Treasury and the notification will
be sent to all the stakeholders.
2 Scheme Creation Deposit Account Administrator will raise request along
with supporting documents for scheme creation. The
request will be approved by TO and the scheme will be
created accordingly in the CFMS and linked to deposit
account. Once the scheme is created, concerned DDO
will raise a Nil bill (BTC 25) to allocate funds to the
scheme for a given deposit account.

3 Creation of sub unit Deposit administrator will be authorized to create the
sub unit under any scheme and allocate funds to the
subordinate officers for different sub units.
4 User Mapping to Deposit Administrator will map maker and checker for
Scheme a scheme. By default, Deposit Administrator will have
approval rights for the entire scheme mapped to the
deposit account.
5 User Mapping with sub This process will deal with the mapping of Deposit
unit Account users with sub unit. Deposit Administrator has
the authority to add maker/checker for subordinate
offices and tag them to specific sub units.
6 Fund transfer from This process will allow Deposit Administrator to
scheme to sub unit transfer fund to sub unit created for a given scheme.

7 Payment Request • This is Applicable only to PL/PD account. For other
Generation types of deposit the normal bill processing method
will be followed.
• Each Payment request will consist only of one
Scheme ID, in case of Deposit Account.
• Fund Validation of a Payment request against a
scheme will take place during the time of approval
at Deposit Administrator level.
• Each Payment Request can be approved by a
Deposit Account Administrator with the role of
Approver and will be submitted to the treasury in
form of an advice.
• Payment request will be available for modification
until they have been submitted to the treasury by
the Deposit Account Administrator. Once, the
Payment request is submitted to the treasury by the
Deposit Account Administrator (Role: Approver), no
modification will be allowed.

8 Failed ECS • E-Advice is sent to RBI for payment processing.
Transactions RBI credits the beneficiaries’ amounts to the
beneficiaries’ bank account as mentioned in the e-
Advice List. However, there may be wrong
Beneficiary details like Account number or IFSC
code in the e-Advice List that might lead to Failed
Transaction. That failed transaction amount of the
beneficiary will be rolled back both the provisional
balance (Administrator level and Treasury level). At
the same time intimation will be sent to Deposit
operator.
9 Lapsing of Deposit • Operator will create a Bill called Repayment of
Account Deposit and Nil Bill (BT) for lapse Amount.
• In case of Civil Court Deposit, Criminal Court
Deposit and Revenue Deposit to BT head 0075 will
be selected by default as per BTC Rule 331.

10 Closure of Deposit • This process will deal with closure of Deposit Account.
Account • There will be two ways for closure of Deposit Account.

11 Receipt • Two types of receipt

12 Provisional Balance • On successful rejection of request by Deposit Account
Restoration Administrator/Treasury, bill will be cancelled and
Deposit Account Administrator/ Deposit Account
Operator provisional balance will be adjusted
accordingly and blocked amount will be released. It will
also be applicable for failed transactions.
13 Continuation of • At the start of every financial year, Deposit Account
Deposit Account Administrator will request to Treasury for continuation
of deposit account till the deposit account get lapsed.
