Val IT at the European Parliament: Enhancing

IT Governance and Planning Processes at a


Large Government Organization

1. What’s Data Governance?


According to Data Governance Institute, Data Governance is a system of deci-
sion rights and accountabilities for information-related processes, executed ac-
cording to agreed-upon models which describe who can take what actions with
what information, and when, under what circumstances, using what methods.

When we are facing a problem and the solution is Data Governance generally
has the same mission, divided into three main parts:[2]

To make,collect,align rules,
To resolve issues, and
To monitor,enforce compliance while providing ongoing support to Data
Stakeholders.

In conclusion Data governance is the right organization of company’s staff, tech-
nologies and process to transform data into an enterprise asset, this will grow
the value of the organization.

2. Description of the Organization Chosen


The European Parliament (EP) is the only European Union institution directly
elected and one of the world’s largest democratic assemblies.They have 754

members representing 500 million citizens of the European Union, elected every
five years by the members of the 27 states that constitute it.[3]
It is a partner of the national parliaments of all the states that comprise the
European Union (EU), who are responsible for national perspectives have been
included in each parliamentary assembly involving.[3]
This institution, currently serving as legislator for total practice legislation.
Together with the Council approves or modifies the proposals of the Commission,
and the latter the monitors in all its activities and approves the budget of the
European Union.[3][4]
On the internal organization of the European Parliament, members are now
organized into seven groups according to their political affiliation, this allows
better defend their positions.[4]
This institution also has a regulation, which governs in a multilingual framework
outlined for its operation. This is important because the assembly is represen-
tative of all European citizens. Each document is published in all official EU
languages and while deputies can speak in the official language of their choice.[4]

3. Why the Project was Implemented?


As the European Parliament is important in legislative procedures of the Euro-
pean Union, has an IT manager that is responsible for the staff, scope, organi-
zational maturity and process visibility in parliament.[5]
Under as the years go by, this direction was growing, so that increasingly facing
greater number of requests from internal customers, especially from members of
business application development, while the budget continues remains the same.
The making an investment decision is a very important and critical in this case,
because when the budget is not increased, the failure of a project in which the
investment is an expensive luxury.[5]
This reason led Parliament to analyze publications “IT Governance Institute”
and chose between proposed frameworks Val IT T M which was successfully im-
plemented in the annual IT plan, this prioritizes IT investments and business
applications, following sound criteria, transparent, objective and accepted. [5]

4. Description About the Model IT GOVER-


NANCE
VAL IT was required to manage IT investments and generating successful busi-
ness cases. The first thing we did was clear that the European Parliament has a
different policy to other public sectors and in some ways is a bit more complex
than that of a private sector company: The IT Governance model complies with
the following features:

It is designed to work with people of the project located in different geo-

graphical areas, and still participate in meetings, voting, etc.Because par-
liament has actors and political forces, not present.

The parliament is accountable and manage any operation with the highest
standards of transparency. Since taxpayer money is spent towards the
parliament, they are entitled to be aware of everything. Thus the model
includes this requirement.
Benefits are often complex in nature, intangible, hard to quantify, and
accruing to a diverse set of stakeholders.

Also in parliament have implemented the following evaluation/prioritization cri-


teria de VAL IT: Business Domain , activity type , target users, criticality,
expected business benefits, foreseen business risks. [5][7]

5. How does the Model Within the Organiza-


tion?
The main features of the model within the organization are: Management of
sub-portfolios of related requests per business domain: It was decided
to divide the portfolio into four areas to provide better service, the approach
was taken for the division was the natural activities of Parliament. This division
can be clearer relations related applications, lets you know the business domains
give more weight during the evaluation of an application and in accordance with
established policies, areas are:Legislative, Administrative, Communication, EP
Members and political groups.[5]
Better categorization of requests:
Parliament’s portfolio is composed of different categories of requests, and activi-
ties, with different levels of complexity, ranging from the highest to the lowest.
So applications are assigned to each level, then the applications are divided into
two types of investments.[5]
Multi-dimensional assessment of requests: This approach uses a number of
evaluation criteria such as criticality, business benefits, maturity of application,
cost, IT risk, political impact, and so on. It raises many questions to assess each
criterion.
Improved prioritization mechanism: This is a mechanism used by EP in the
activities requested to compare and prioritize applications and a score of valid
applications based on Multi-dimensional assessment of requests. To prioritize
any application, using an algorithm that applies a filter to the validation review,
applied by business users and IT management.[5]
Enhanced accountability: Request are evaluated according to certain evalua-
tion criteria as business profits, business risks, etc.This are approved if you have
a contact person at the mall. To be approved the application to be considered
complete and must be shown to be taken into account.[5]

Further Developments: Planning and process management portfolio was ex-
tended to all the services offered by the Department of IT, currently has client
information for each year, for good visibility, but for future project is to im-
plement the visibility of three years to effectively manage the planning and
execution of the project. It also may evaluate and improve the delivery of value
to projects.[5]

6. A critical assessment of the implementation


of the project implemented
To start, you should know that VAL IT is a complement for COBIT (Control
Objectives for Information and related Technology) which focuses on implemen-
ting processes as planned. While VAL IT, acts wondering Are we doing things
right? Are we making a profit?, While COBIT process protects wondering: Are
we going the right way? Did you do well?[6]
The annual plan implemented in the European Parliament, covering all activities
of Development Information Technology (DIT), is constituted on the basis of
applications submitted by customers and activities identified by the DIT. The
objectives which should comply basically on improving business planning, align
and prioritize. [6]
Without COBIT business goals they could not achieve an optimal value of in-
vestments. So was implemented to be part of the process.
For applications to be answered in the EP, including control and validation
programs, this is very important, because the algorithms used allow sorting by
priority requests for each project.
One of the main strengths of VAL IT is the guarantee offered make correct
decisions taken by the guidelines that are required, can run a business in an
economical, with a level of quality and favorable risk to the business or company
that implements .[5]
Parliament as described above, is divided into four business areas, each of which
functions as a sub-portfolio. Each part of the core portfolio, then everyone would
have a sub-portfolio, and coordinate with the head of IT Department manages
the overall portfolio.[5]
The separation into sub-portfolios includes all stages of VAL IT must be met
in each sub portfolio, the same level of detail. The complexity would be given
in this feature, the level of detail that facilitates decisionmaking and continued
process. The detailed information available that can show Val IT framework is
one year, however, is to make a change to access the information until three years
ago. Also having made a subdivision, is also complex, as will be documented
and managed to keep the same lines around the parliament, VAL IT otherwise
could not start.[5]
Therefore all VAL IT adequacy implies besides money invested time and effort
on the part of all staff to be trained and begin to do their work according to the
guidelines involved. All this change and adaptation will be constantly updated,

ascending between the four levels of VAL IT as time passes.[7]
Opportunity to choose among the various proposals and implement best practi-
ces for the implementation of processes, was very important requirements to be
met. VAL IT lets take a transparent process, which is very important because
the manner of control and accountability accounts with taxpayers. Besides gi-
ving all the benefits to decisionmaking on the part of the high command. The
European Parliament risked and is performing well so remains in continuous
change.
