    I do hereby recognize her as such and declare her free to exercise and enjoy
    such functions, powers, and privileges as are allowed to the Honorary Consular
    Offices of the Republic of China.
    In testimony whereof I have caused these letter to be made patent and
    the seal of the Republic of the Philippines to be hereunto affixed.
