CASE INVESTIGATION PLAN: “COCO II”

I. AUTHORITY:

PNP Memorandum Circular No. 2013- 001 prescribing the guidelines for
the detection and investigation of investment fraud.

II. SITUATION:

Sometime in 2012 an investment scam allegedly initiated by COCO

RASUMAN through his company the AMAN FUTURES victimizing thousands of
people from all walks of life and involving billions of pesos.

Recently, information reports received by this office revealed that a certain

JUAN DELA CRUZ aka “Dr. Wang” and one ATTY. PULGAS are engaged in
dubious investment scheme believed to be pyramiding called Ponzi scheme.
Accordingly, they have enticed several investors in Cagayan de Oro city due to
promise of very high returns ranging from forty five to fifty five percent (45-55%)
of the capital in just three months.

III. ASSUMPTIOM:

Investment fraud is most likely to exist in cities like Cagayan de Oro City
and the neighboring provinces wherein victims are lured by the promise of a very
high return of investment in a very short period of time.

IV. MISSION:

To conduct a special investigation in order to determine if such investment

scheme does exists, identify the personalities behind it and their victims or would
be victims.

V. EXECUTION:

Identify/designate members of the task group and delegate task of each

member.

Discreet validation of the report shall be conducted to ascertain the

presence of investment frauds/scam in our AOR

Once the existence of the reported investment scam is validated, identify

the personalities involved and their status/role in the reported investment
fraud/scam.

 Identify the victims and/or possible victims and secure a statement from
them.

Gather all related documentary evidences.

Conduct entrapment operation, if possible.

VI. CONTIGENCY:

a. If person/s was/were arrested

1. Prepare the case folder and other documentary requirements.

2. Coordinate with other government agencies to determine other

applicable violation of laws.

b. If no arrest was made, recommend the creation of SITG.

D. Coordinating Instructions:

1. Operational Support:

- The Cagayan de Oro City Police Office Intelligence Branch

will provide base data on the case.

- The CPSC will provide augmentation during the negation/

termination phase.

2. Plan for Coordination:

- Coordination will be made with other friendly forces if

necessary.

- Chief, CIDMB, COCPO is the Case Investigation Officer and

in-charge of execution and control of this operation. Command Post
is at the Office of the CIDMB, COCPO HQ, Gumamela Extn.,
Cagayan de Oro City.

- Financial/Logistical requirements will be drawn from the

project Officer.
