1. Pursuant to the Republic Act (RA) No. 7079, otherwise known as Campus Journalism Act of 1991,
the 2019 live-out DIVISION SCHOOLS PRESS CONFERENCE (DSPC) for school paper
advisers and student/pupil-writers/delegates in both private and public elementary schools will be
held on September 3-6, 2019 and September 10-1 1,2019 (Collaborative Publishing) at Dasmariflas
II Central School, City of Dasmarifias.
2. The Conference aims to:
a. promote understanding among campus journalists/participants on the importance ofjournalism
by expressing it through different journalistic endeavors and approaches;
b. sustain advocacy on social consciousness;
c. provide a venue for an enriching learning experience for pupils and students interested in
pursuing journalism as a career;
d. promote responsible journalism and fair and ethical use of social media; and
e. enhance journalistic competence through healthy and friendly competitions.
3. Complete set of participants per category is expected. Each school can send a maximum of three
participants per category provided that the said participants will participate only in one category.
All schools are required to participate in Radiobroadcasting and TV Broadcasting.
4. Live-out Training/Cliniquing of DSPC winners for individual category and (Top 5 English and
Filipino, Elementary; Top 5 English and Filipino, Secondary), radio broadcasting, TV
broadcasting, online publishing and collaborative publishing in preparation for the Regional
Schools Press Conference will be done on the date to be announced at San Nicolas Elementary
School, while Live-in Training will be held at Sta. Cruz Elementary School on the date to be
announced. Radiobroadcasting trainings (live-in and live-out) will be held at Dasmarinas
Elementary School, while TV Broadcasting venue will be announced on August 06, 2019.
5. The plenary sessions and division contest for both English and Filipino, elementary and secondary
levels will cover the following contests:
a. News Writing;
b. Editorial Writing;
c. Feature Writing;
d. Sports Writing;
e. Science and Health Writing;
f. Column Writing;
g. Copyreading and Headline Writing;
h. Editorial Cartooning;
i. Photojournalism;
j. Script Writing and Radio Broadcasting;
k. Collaborative Publishing;
I. TV Scriptwriting and Broadcasting (for secondary level only); and
m. Online Publishing (for secondary level only).

6. School Heads are advised to make necessary arrangements to ensure that time-on-task will be
observed in the classes handled by the teachers/school paper advisers who will accompany the
learners/campus journalists on the contest dates. Likewise, learners/campus journalists should be
given make up classes for the missed lessons upon their return.
7. All schools collecting school paper fee must come up with a school publication, hence, they are
required to participate in the Division Schools Press Conference, both in individual category and
group category.
8. Students/pupil-delegates and teacher-advisers are advised to bring with them accomplished
Registration/Entry Form (See Enclosure No. 3) in four copies duly signed by the principals/district
supervisors for submission to the committee upon registration.
9. A registration fee of P250 will be charged to each delegate (students/pupil-delegates and teacher-
advisers) to cover expenses for the certificates, medals, token and other operating expenses relative
to the conduct of DSPC, RSPC, NSPC training/cliniquing of winners and screening of the school
publications. Official receipt will be issued upon registration. For payment thru check, indicate
check payable to : City Schools Division of Dasmariñas.
10. Registration fees and transportation expenses of the participants incidental to their attendance to
this training shall be charged against local funds or school paper funds subject to usual accounting
and auditing rules and regulations. Participants from private schools shall make necessary
arrangements with their institution in connection with their attendance to the training.
11. An annual membership fee of twenty pesos (P20.00) for teacher-adviser and ten pesos (P 10.00) for
each student-pupil delegate will likewise be paid.
12. Each delegate shall bring his/her own provision for lunch and snacks for the said dates.
13. Screening of school publications is a requirement for participation in the Regional Schools Press
Conference (RSPC). All school publications must be submitted to this Office for
screening/cliniquing on October 11, 2019. The School Paper Advisers who served as division
trainers are requested to spearhead the abovementioned activity.
14. Training/Cliniquing of winners (lop 5 English and Filipino, Elementary; Top 5 English and
Filipino, Secondary), radio broadcasting, TV broadcasting, Online publishing and collaborative
publishing will be done by selected paper advisers who are divisional/regional/national winners.

GENERAL GUIDELINES FOR THE SELECTION OF WINNERS IN 1HIi DIIIiERENT


INDiVIDUAL WRITING CONTEST

The competition in the Individual Writing Contest is designed to showcase the competencies of campus
journalists and demonstrate holistic journalistic skills and proficiency through media exposure, immersion
and press conference, and promote free responsible journalism. The following are strictly implemented and
complied with:

A. General
1. A student/pupil shall be allowed to participate in only one (1) category. Participation in the
individual writing contests shall be limited only to those enrolled in the six-year elementary
and four-year secondary schools on both public and private schools.
2. All teacher-advisers must stay away from the contest rooms after accompanying their
contestant and must refrain from coaching their contestants, which may be grounds for
their disqualification.
3. Should there be questions asked and assistance needed, the participants can only raise their
concerns to the assigned proctor.
4. Contestants must not put any identifying mark on the contest paper.

B. Specific
I. Sports Writing
a. The Division Working Committee shall conduct an orientation and give the final
instructions before the contest proper.
b. Contestant must be made to watch an actual game where they shall gather appropriate
data and/or conduct interview before and after the game.
c. A pre-game conference shall be conducted for the introduction of the players, coaches,
and tournament officials.
2. Copyreading and Headline Writing
The contestants shall use the standard copy reading symbols and follow directions given in
the contest piece.
3. Editorial Cartooning
a. Contestant shall strictly use Mongol pencil.
b. The cartoon must reflect the elements of editorial cartooning which includes: clarity of
the message, purpose of the editorial, logical choice of symbols, creativity & style, and
originality.
c. The cartoon must be, at all times, compliant on the professional and ethical standards
of media.
4. Photojournalism
a. Preparation:
1. Each contestant shall submit any formatted and empty storage card (SD card, XD
card, MMC card, etc.) to the Working Committee before the contest proper.
2. Participants must be in the contest venue 30 minutes before the orientation.
3. Only point and shoot digital camera with a maximum of 20 megapixels shall be
used.
4. Any DSLR and other high-end cameras are not allowed.
5. Cellular phones, extra digital cameras, or any additional materials/equipment are
not allowed in the contest area.
6. Contestants may bring extra storage card provided that these cards are to be
checked by the Division Technical Working Group.

b. Memory Card Loading:


The contestants shall load the storage card in front of the examiners/proctors.
c. Photo Shoot
1. After announcing the contest theme/topic, the first shot (control shot) by all
contestants should be focused on one subject as determined by the
examiner/proctor.
2. Every contestant is given one (1) hour to take pictures and this will include the
loading and unloading of the storage card in front of the examiners/proctors.
3. During the actual photo shooting, advisers/trainers/parents of the contestants are
not allowed in the venue.

4. The contestants are allowed to take ten (10) photos but only four shots (including
the control shot) will be submitted as official entries.
5. Three (3) best photos and the control shot shall be uploaded by the contestants to
the laptop/desktop of the assigned Working Committee for judging.
6. Captions per picture must be encoded by the contestant upon uploading of the
photos to the laptop/desktop.

C. Reminders:
1. Any violation of the stipulated guidelines is subject for disqualification.
2. The top ten winners per medium shall be recognized and the points garnered shall be
included in the computation of the overall scores. The computation of points are as follows:

GUIDELINES FOR THE COLLABORATIVE PUBLISHING CONTEST

A. The competition in collaborative publishing is designed to encourage teamwork among campus


journalists and simulate the workplace of an editorial department of a publishing house.

B. Every contestant shall pay an amount of 250 PHP as registration fee. (Including those who will
register under individual categories)

C. Each participating school shall send a maximum of 3 participants per category in both English and
Filipino (Elementary and Secondary) namely:
A. News Writing
B. Editorial Writing
C. Feature Writing
D. Sports Writing
E. Photojournalism
F. Editorial Cartooning
G. Layouting and Graphic Designing

D. Contestants who will not win in the individual categories can still and are encouraged to join in the
competition.

E. All the contestants are required to attend the two-day workshop and competition.
E. On the first day of the workshop, the contestants shall be trained per category. They will be given a
series of exercises. Each activity will be given corresponding points that will be tallied at the end of
the workshop which will serve as a basis of their individual standing.
F. On the second day, a mini press conference shall be held to become the basis for the actual production
of the editorial, feature and news articles, and editorial cartoon. A video of a sports event shall be
shown to the sports writers. Pictures of the mini press conference shall be taken by the photojournalists
in a designated area. The contestants shall be given 2 hours for data gathering and writing.
G. The layout artists shall be given dummy texts and photos to create a newsletter layout. They are
required to bring a laptop with installed Pagemaker, In Design, or Photoshop (for the secondary
level) and Microsoft Publisher (for the elementary level).

H. Mobile phones and other electronic gadgets shall not be allowed except for the digital camera and
laptops with disabled internet connection.

I. Their accumulated scores from the workshop and the mini press con shall determine their final ranking.

J. The top ten (10) teams shall be recognized and the points garnered shall be included in the
determination of the overall scores. All 1st placers shall compose the collaborative publishing team to
compete in the RSPC.

K. Contestants shall wear white tops and pants with no school identification.

GUIDELINES FOR RADIO BROADCASTING AND SCRIPT WRITING (ENGLISH AND


FILIPINO)

A. General Guidelines
1. There shall be a separate day for the conduct of the scriptwriting and radio broadcasting for
each medium.
2. Infomercial shall have a maximum length of one (1) minute and shall use the language intended
for the category.
3. Individual awards include Best Anchor and Best News Presenter while group awards include
Best in Technical Application, Best Infomercial, Best Script and Best Radio Production.
4. In getting the over-all result, accumulated points from the individual and group awards shall
be considered. For special awards (anchor, news presenter, technical application, infomercial,
script) only three (3) shall be recognized with the following points:

However, for Best in Radio Production award, the top ten (10) teams shall be recognized and
the points garnered shall be included in the determination of the overall scores. The point system
in the individual writing contest shall be used.

B. Scriptwriting
I. Each school shall field in two separate teams composed of seven (7) members in English and
in Filipino categories and must not be participants in any individual contest.
2. The students shall be given 1 V2 hours to prepare a script for a 5-minute radio broadcast, which
includes an infomercial which may depict health, environment, politics and social issues and
four news articles which may be based on press releases, raw data, or any other details given
by the Working Committee. Another 30 minutes will be allotted for the printing of the output.
3. Once the script writing has commenced, the contestants shall no longer be allowed to leave the
contest rooms.
4. The script should not bear any information that may identify the school.
5. Scripts must be:
• Encoded using Anal font size 12
• With directorial instructions in capital letter
• Double-spaced with normal margin
• Printed in a letter-sized bond paper (8.5 X II")
6. Each team may use up to three laptops and an inkjet printer in preparing and printing of the
script. Each team is required to bring their own extension wires and other equipment such as
CD player for rehearsal.
7. Each team must submit four (4) copies of the script: three (3) for the judges and one (1) for the
chairperson. The team may print extra copies for their own use.
C. Broadcast Simulation
I. The host school shall assign a broadcast room for the presentation. Only the contestants, judges
and the members of the contest committee shall be allowed inside.
2. The organizers/host school shall provide a sound system.
3. Except for the volume meter, contestants/technical director shall not be allowed to change,
adjust and manipulate the main control board during the presentation.
4. Mobile phones and reference books shall not be allowed in the contest area.
5. In case of power failure, the affected team is allowed to perform again.
6. The order of presentation shall be identified through draw lots by the Working Committee
before the script writing.
7. Each team shall be given eight (8) minutes: two (2) minutes for preparation, five (5) minutes
for the actual broadcast and one (1) minute for exit. Provided running time shall be applied.
8. The contestants shall leave the broadcast room right after their presentation.

GENERAL GUIDELINES FOR GROUP CONTESTS

A. The group contest is open to Elementary, Junior and Senior High schools.
B. School shall submit a paper-based (print) school paper only in English and Filipino.
C. The Technical Specifications for both Elementary and Secondary levels are as follows:

D. The different sections and category to be judged for the group contest areas follows:

• Science and Technology Section/Pahinang Agham at Teknolohiya
• Layout and Page Design Category/Kategoryang Pag-aanyo at Disenyong Pahina
E. Each section shall be judged according to the guidelines/criteria set for the section/category.

F. The top ten (10) winners in each section per medium (English and Filipino) shall be announced.
G. Only those school papers which have won in all sections and page design category shall be declared
as one of the Best School Papers of the Division.
H. Failure to comply with the set guidelines for evaluating school papers shall be a ground for
disqualification.
I. All DSPC winners must issue their school publication prior to their participation in Regional
Schools Press Conference (RSPC).

GUIDELINES FOR TV SCRIPT WRITING AND BROADCASTING

PRE-CONTEST
1. Each school shall field a team of seven (7) members. The team shall decide who shall act as:
a. Scriptwriter —(1)
b. Anchor/s - (not more than 2)
c. Reporter/s - (not more than 3)
d. Producer/Director who could also act as Floor Director
e. Video Graphics Editor —(1)
f. Video Researcher / Floor Director / Production Assistant - (1)
g. Video Journ / Camera man - (1)
*Note: Any of the team member can assume one or two positions/tasks as long as this would not be
conflicting or awkward in relation to the outcome of the broadcast (example: an anchor can't be a reporter
at the same time. But an anchor can also be a news or infomercial writer)
2. The following materials and equipment must be brought by the team:
a. laptop with at least 1 0G1 free space and a video editing program (with uploading capacity)
b. 2 USBs without any saved files
c. digital camera / phone camera which is compatible with the laptop for the downloading of media
d. wired lapel
e. paper and compatible printer with ink
f. broadband stick or pocket wifi
g. extension cord
3. The tools and equipment that will be provided by the management team in the mock broadcast room
shall be the only tools and equipment allowed to be used by the participants during the actual contest.
4. A technical orientation will be held the day before the contest for the technical director and editor to be
familiar with the equipment and materials to be used on the actual broadcasting contest.
CONTEST PROPER
Note: The teams will be oriented on the theme of the contest, roles of the participants and criteria for
judging by the chairman of the board ofjudges. All participants should attend this orientation.
SCRIPTWRITLNG
I. The format for 1'V broadcast copy (with audio and video) script writing shall be followed.
2. One hour is provided for the teams to write the broadcast script (including headlines, news
stories, report, infomercial and their OBB/CBB) and for video research. The reporter must also shoot his/her
video materials during this time.
3. Another 30 minutes will be given for the production of the support video, including editing for
the OBB/CBB.
4. Thirty minutes will be provided for the rehearsals and polishing of the stories and video materials.
5. Once the script writing contest has started, no member shall be allowed to leave the contest area.
In case of personal necessity, a member of the contest management (proctor) shall accompany the
participant outside of the contest area.
6. The teams shall have the following in their news broadcast:

a. NEWS ARTICLES: The contest organizers will provide five (5) news articles. The
scriptwriters may choose only four (4) or cover the five (5) news articles: national news, foreign
news and news feature. Each news script should have video and audio component and must not
exceed 45 seconds when read during the contest proper. This means each news script must have
3-5 short paragraphs.

b. ONE INFOMERCIAL / DEVELOPMENTAL COMMUNICATION PLUG: This should be


original and in line with the theme of the contest. The script should also contain video and audio
component, and the production must not exceed 30 seconds. The video support can be pre-
produced.

c. ONE FIELD REPORT: The report must be delivered live but the video support will be pre-
produced. Video shooting must be done within the time allotted for the contestants. The news
script must contain the video and audio description and the news must not exceed 60 seconds.

d. HEADLINES: This will contain a brief lead / summary of the three news articles - national,
foreign and feature, and the field report.

e. OBB / CBB: Opening Billboard and Closing Billboard will contain the group's assumed TV
network name. This can be pre-produced or presented live with a maximum running time of 10
seconds. The script for the OBB / CBB should be included in the main script which will be
submitted to the judges.

7. All news materials including the infomercial shall be presented live. Only the support videos,
which will be used in the live presentation, can be pre-recorded.

8. Each team shall prepare two copies of the main script for the TV news production. This must
contain the five news scripts - national, foreign and news feature, field reporter's news, infomercial /
developmental communication plug, headlines and OBB / CBB. The main script must be written in the
order of presentation in the live contest. One copy shall be submitted to the judges and the other copy shall
be used by the team during the actual broadcast.

9. The cover page of the main script shall contain the group's name (mock TV network name)

A. TV BROADCAST SKILLS EXhIBITION

1. The order of presentation shall be determined by drawing of lots.


2. The TV broadcast must be delivered in six (6) minutes. Other than the actual broadcast time, two
minutes shall be allotted for entrance and exit.
3. The timekeeper shall flash the green card to signal the start of the presentation.
4. A yellow card shall be flashed by the timekeeper to warn the presenting team that only one minute
is left of the broadcast time. A red card shall be flashed to signal that the five minutes allotted for
the group have been consumed.
5. After six minutes, the presenting team may continue its broadcast. However, a corresponding
deduction will be given. A team that delivers the broadcast under time will also be given a
corresponding deduction.
6. One point shall be deducted by the judges from the total points garnered by the team for the first
30 seconds over/under time and two points for every 30 seconds over/under time thereafter.
7. The timekeeper shall give the judges a copy of the record of the broadcast running time of each
group. The record should indicate how many seconds/minutes each group went over/under time, if
they did.
8. An event committee member shall be assigned to ensure that order in the audience is maintained
during the presentations.
9. The decision of the Board of Judges is FINAL and IRREVOCABLE.

2. After news writing, there will be a VTR. Participants will be given a ready-made news article
to be read in front of the camera.
3. Selection will be based on delivery and personality during VTR and news writing skill.
III. Video Graphics Editor
1.Participant must have a working knowledge on video editing software such as Adobe Premier,
Sony Vegas, Adobe After Effects and the like.
2. Participants will be given raw videos to edit in an hour and must be able to produce a 5-minute
news program.
3. Participants must bring their own laptop with video editing software and downloaded sound
and video effects or graphics. Immersion, 3d effects, etc. are highly encouraged.
IV. Developmental Communication plug I Infomercial
1.Participants must have a working knowledge on video editing software such as Adobe Premier,
Sony Vegas, Adobe After Effects and the like.
2. Participants will be given a topic and they must produce a 30-second infomercial / devcomm
in an hour.
3. Participants must know how to creatively deliver information or campaign through video.
