    INTER-DEPARTMENTAL DEBATE 2019


    OFFICERS
    S.Y. 2019 – 2020
    RULES AND MECHANICS
    1. There shall only be one (1) competing team from each department except
    JOHN MARK G. PAULINO the High School Department which shall send two (2) separate teams for the

    Junior and Senior High School.
    2. The topics shall be agreedupon a meeting with the organizers, the

    Vice President debating teams and the moderator.
    3. The contest is a single knock-out system.
    4. The Oxford-Oregon format will be followed.
    Senators 5. The debate competition will have the following scheme:

    KENN CHURCHILL D. ALVAREZ  The elimination round is among the participating departments. The
    Senate President winning teams will move on to the semi-final round. The winners in the semi-
    final round will move on to the final round.
    JENO D. BELLIDO  The pairing of matches is done by drawing of lots. The language to

    be used shall be English.

    PAMELA JULIANE C. GARCIA 6. Each debating team is composed of six (6) members, one of whom will be

    proposition of policy, respectively. The three other members will serve as the

    ABYGAIL D. LLANDA researchers. Anybody from the debating team can deliver the REBUTTAL
    speech. Any team which fields a debater who is not in the official list will be

    Executive Secretary 7. Delivery of constructive speeches will be 5 minutes except for the first
    speaker of the affirmative side, who will deliver his/her speech for 7 minutes.

     Time begins when the SPEAKER BEGINS TO SPEAK
     The BLUEFLAG and RING OF THE BELL signals that only 1
    minute is left
     The RED FLAG and TWO RINGS OF THE BELL signals the end of
    the time allotted.
    9. The Proposition of Policy and the Definition of Terms shall be agreed
    upon by the competing teams. (The AFFIRMATIVE SIDE shall have the
    privilege to define the terms but the terms must be presented to the negative
    side for consensus).
    10. Interpellation for each side will be 3 minutes.

    * The speaker is only allowed to talk and the members of the


    team shall only be allowed to communicate to the speaker during

    S.Y. 2019 – 2020 interpellation through WRITTEN NOTES. Violation of this rule is subjected to
    one point deduction on the team’s score.
    11. No unnecessary remarks, words of expression should be uttered to insult
    JOHN MARK G. PAULINO a debater or that will prevent his/her opponent from answering his/her
    President
    question. Further, no speaker is allowed to use Ad Hominem and to exhibit
    any uncontrolled temper. Shouting will not be tolerated and may cause point

    12. A team is declared a loser by default if less than three (3)
    speakersappear for the match and/or the 15 minutes grace period had

    KENN CHURCHILL D. ALVAREZ 13. Each team may use props or visual aids, books and any other
    Senate President documents as long it is related to the topic.
    14. Electronic devices such as laptops and cellular phones are not allowed

    16. In case of a tie the Chief Judge will be the one to decide who among the

    17. Violation of this said rules and guidelines would result to
    immediate disqualification.
    Senators 17. POINT SYSTEM will be used to determine the winners.
