Position : Resident Engineer

Project : Project Membaikpulih Jalan Persiaran Raja Muda Musa,
Klang, Selangor.

 This project which is under the jurisdiction of JKR, Selangor valued at RM 104
million was awarded to the Turnkey Contractor, Dua Medan Sdn Bhd.
 Responsible for the overall planning and construction supervision of all Civil /
Structural works. In this project traffic management is very important. We cannot
afford to see the on going traffic movements goes out of control. A slight mistake by
the Traffic Management Team like improper traffic diversion, unloading of
materials without flagmen etc would create a traffic havoc. Glad

 This project which is under the jurisdiction of JKR, Melaka valued at RM 215
million was awarded to the Turnkey Contractor, Revolutionary Technology
Holdings Sdn Bhd, Seri Siantan Sdn Bhd, Al-Joffrie Sdn Bhd – JV.
 Responsible for the overall planning and construction supervision of all Civil /
Structural Works, Staff Management and Office Administration Works.
 In this project there are a total of 2 Interchanges, 9 bridges, 4 underpasses and other
fixtures. Bored piles, spun piles and R.C piles are being adopted for the bridges
foundation. We have the precast beam launching type, cast in situ box girders and 7
span post tensioned box girders in particular for the Ayer Keroh Bridge.
 Selection of good lateritic material for the final formation due to encountering of
low CBR value (<1.0%) blackish material at most cut hills.
 Liaison with the Local Services Authorities for all affected services such as PAM,
Water Pipelines, Maxis lines, TNB and STMB.
 Liaison with HQ Support Engineers for any resolution of technical problems.
 Involved in checking the Contractor’s progress claim and attending to Contractor’s
query.
 Responsible for the entire QA/QC laboratory testing to ensure high quality of work
done and to check the compliance of all materials being used at site.
 Organising Site Coordination Meeting with the Contractor, In house Meeting with
the Consultant Site Staff to ensure a smooth implementation of the project.
 Involved in preparing the As-built Drawings, Final measurement quantities and
eventually the Closing of the final account.
 Upon completion of this highway will boost the growth of the construction and other
related sectors of the economy and will help to propel the State of Melaka into
realizing the State’s goal of attaining the status of a fully developed State.

With the implementation of the project, the people of Melaka has benefited as followings:-

1. It opens up the new east-west corridor along the proposed highway and will provide

the catalyst for development and economic growth along the corridor.
2. A time and distance savings of about 64% and 50% respectively can be achieved.

3. It greatly enhances the effectiveness of the traffic dispersal of the present road

network.

4. It will provide easy access to Tasik Durian Tunggal and will enhance tourism in the

area.

5. It can form part of a future outer ring road of Melaka.

6. It will kick-start the construction and other related sectors of the economy for the

state of Melaka.

7. The present Ayer Keroh Interchange and Paya Rumput Interchange has indeed

made traveling easier, faster and help to ease the traffic congestion at the vicinity.

It also serves as an important link to the North South Expressway.

APRIL 1997 TO DECEMBER 2001

Project : Cadangan Pembinaan Jambatan Di Jalan Panglima Bukit
Gantang Wahab, Ipoh, Perak Darul Ridzuan.

 This project which is under the jurisdiction of Majlis Bandaraya Ipoh, MBI valued
at RM 63million was awarded to the Main Contractor, Isyoda (M) Sdn. Bhd.
 Responsible for the overall planning, construction supervision of the first
interchange project in Ipoh City.
 Since this Interchange Project comes into the Ipoh City, encumbrances problems
such as illegal quarters, land matters, services (TNB, STMB, LAP and IWK) have to
be resolved fast to make way for the project. Here liaison with the respective
Authorities is important.
 Due to land constrains, anchored earth walls developed by Nehemiah Reinforced
Soil Sdn Bhd are adopted for the ramps and approaches of bridges. This
Interchange comprise of one tunnel (Matiere Underpass) and 5 bridges of which 2
crossing the railway tracks. All the bridges are founded on micropiles.
 As no cables are allowed to cross the railway bridges, the horizontal direct drilling
(HDD) crossing underneath the railway bridges was chosen to service all street
lighting cables.
 Sink holes are rather common occurrences in Malaysia where extensive limestone
bedrock exists such as in the Kinta Valley (Ipoh). In this project, we have
encountered 26 sink holes.
 The present Ipoh Interchange has indeed made traveling easier, faster and help to
ease the traffic congestion at the vicinity. It also serves as an important link to the
North South Expressway.

MAY 1994 to APRIL 1997


Position : Senior Resident Engineer

Project : Memperelokkan Jalan Ipoh – Lumut
Package 3A- Siputeh to Menglembu
Package 3B- Menglembu to Jelapang
Engineer In-charge : Ir. Tham Yee Kiong, MIEM P.Eng
 Package 3A contract valued at RM59 million was awarded to the Main Contractor
Panzana Enterprise Sdn Bhd while Package 3B contract valued at RM 60 million
was undertaken by MTD Construction Sdn Bhd.
 The implementation of Packages 3A and 3B were part of the Government‘s plan to
improve the Ipoh-Lumut alignment and to built a safe route from Lumut to Ipoh.
 Environmentally and naturally both Packages 3A and 3B have the complete
constructional work items ranging from roadway excavation to embankment filling,
construction of bridges, box culverts, drainage works, laying of pavement works
and road furnitures.
 The most challenging task was the treatment of mining ponds. There were a total of
46 mining ponds treated some of which were very deep, about 200 ft. deep and pond
size ranging from 600m x 800m. The slime material also varies from 3m to 20m
deep. Many photographs and video filming were also taken for project briefing.
 We have adopted the hydrolysing method for the very big ponds, desliming method
for medium ponds and complete dewatering treatment for small ponds. We have
engaged Specialists to carry out vertical drains, laying of high strength geotextiles,
sand filling and embankment filling. Also carried out the necessary settlement
monitoring.
 These 2 packages have attracted many VIPs. Some of the distinguished guests
include the Ex-Timbalan Kerja Raya Y.B. Datuk Railey Bin Haji Jaffrey, Ex-Ketua
Pengarah JKR Malaysia Tan Sri Dato’ Ir. Omar Ibrahim and Tan Sri Dato’ Ir. Wan
Abdul Rahman Yaacob.

AUGUST 1993 to MAY 1994


Position : Resident Engineer

Project : Memperelokkan Jalan Kuala Kangsar to Grik
Package 1A – Grik to Malau

 These projects were under the jurisdiction of JKR Ipoh, Perak (Jalan) valued at RM
114 million was awarded to the Main Contractor MTD Construction Sdn Bhd.
 Here there were high cut hills reaching to 18 cut slopes (> 200 ft).
 Immediate slope protection necessary such as drainage works, close turfing due to
very high rain intensity.
 Also to beware of wild animals like tigers, elephants and wild boars.
FEBRUARY 1991 to AUGUST 1993

 Package 2 contract valued at RM 18 million was awarded to the Main Contractor,
Perkuat Kuari Sdn Bhd while Gamuda Bhd took the Package 5 contract valued at
RM 52 million.
 These projects were under the jurisdiction of JKR Ipoh, Perak (Jalan).
 Responsible for the overall planning and construction supervision of all
Civil/Structural Works, Staff Management and Office Administration Work.
 Traffic Management is important here to ensure smooth and safe road diversions
during the day and also at night.

JANUARY 1989 to FEBRUARY 1991


Position : Assistant Resident Engineer
Employer : Jurutera Konsultant (SEA) Sdn. Bhd.
Project : Package 5A – Gurun to Ladang Petani
North South Expressway

Engineer In-charge : Dato’ Ir. Hj. Abdul Halim Bin Hj. Md Don, MIEM P.Eng,
MICE, C.Eng
 This project which managed by Pengurusan Lebuhraya Bhd (PL) valued at RM 92
million was awarded to the Contractor,MMC – GTM Bina Sama Sdn. Bhd. This
Project was completed 2 months ahead of schedule.
 Responsible for the overall planning and construction supervision of all Civil
Engineering Works.
 Liaison with the Lembaga Lebuhraya Malaysia (LLM).
Earthworks
(i) A full understanding of the site investigation data is essential to ensure that the
Contractor carry out the cut and fill activities correctly.
(ii) Supervised a special subgrade treatment in cut area where the water table is
high by monitoring the thickness of the subbase.
(iii) The treatment to the failed cut slope using mortared boulder rip rap anchored
with toe beam near bridge TE 9 was proposed by me and was successfully
implemented.
(iv) 3 of the 12 cut areas in this Package consisted of whitish material with CBR less
than 2%. To satisfy that the top 900mm of the formation level to be filled with
good CBR material, selection of material was carefully monitored. Also no
imported material ordered for this Package by searching good CBR material
within the ROW and by reducing one of the cut hills from 4 slopes to 1 slope.
The above exercise saved the client about RM300,000.00.
Drainage
(i) Redesigned the Expressway side drains to match with the actual EGL.
(ii) Supervised the installation of horizontal drain in wet cut area, culvert works and
all drainage works.

Pavement
(i) Responsible for acceptance of construction of the road pavement for all stages
from preparation of the subgrade to completion of the wearing course.
(ii) Checked that site laboratory regularly to ensure the quality of work and
materials being used. Checklist for Wet Mix Macadam, DBM, Binder Course
and Wearing Course were prepared by me.
Mischellaneous
(i) Supervised the installation of guardrails and fencings, road marking and signage
works are also in charged by me.

- In addition to the above Civil Works, I also supervised subway and bridge
structures in the absence of my colleague who is in charged of structural work. 15
bridges altogether of which half were founded on 610mm dia. bored piles and the
other were on 500mm dia. prestressed spun concrete hollow piles.
- Assisted the RE in the construction supervision of the Toll Plaza works.
- Duties involved also checking the Contractor’s Monthly Statement and attending to
Contractor’s Query.
- In charged the daily works carried out by the Site Supervision Staff, Surveyors,
Clerk of Works and Technicians. Advised them of work to be carried out
particularly on Dayworks and to ensure that they record potentially useful
information.
- To assist the RE in the preparation of his financial reporting and progress report.
- To recommend additional area to be acquired by preparing Land Acquisition Plan
in area where the construction work encroaches into somebody land.
- Liaison with the Lembaga Lebuhraya Malaysia (LLM).

JUNE 1988 – JANUARY 1989

- The design of the H.W.L calculations at river crossing for Expressway Bridges.
- The design of the drainage system for the Sungai Petani Interchange and Mainline
Expressway.
 Package 5C and 5D – Sungai Petani to Butterworth North – South
Expressway
- A field reconnaissance was carried out jointly with Engineers from other joint
Venture Consultant, Ranhill Bersekutu Sdn. Bhd.
- Confirmation of Expressway pavement design using the J.K.R. Pavement Design
Manual.
- Liaison with the Lembaga Lebuhraya Malaysia (LLM).

- Engineer responsible for the engineering investigation, design and master layout of
drainage system.
 Jitra to Gurun Toll Expressway Project
- The redesign of the slope stability and drainage structure for the 250 ft. Bukit Jurun
Slope Rehabilitation.
- The redesign of all warning, temporary and directional signboards.
- The original and slope designer for the entire proper of the Overhead Sign Gantry
at the approaches of interchanges and the Butterfly Sign Gantry at the nosing of the
interchanges.
- These gantry structures are designed with mild steel tubular sections to improve the
aesthetic furniture of the Expressway are the first of its kind in Malaysia. These
designs are now being used for the remaining stretch of North South Toll
Expressway.
- Liaison with the Lembaga Lebuhraya Malaysia (LLM).

- Cost estimation of quarry stones and boulders.
 New Road to Fraser’s Hill Project
- Involved with geometrical layout and detailed engineering design.
 Jitra – Butterworth – Changkat Jering Toll Expressway Project
- Overall coordination with the Resident Engineers and LLM and have implemented
and designed the following highway structures:-
a) A subway crossroad at CH 59,700m of Jitra Butterworth section, served as an
important access for the working residents in Harvard Estate.
b) A twin and triple box culverts at Changkat Jering Interchange Project which
formed part of the Ipoh – Changkat Jering North South Toll Expressway.
c) A twin 1.8m Ф pipe culvert of Jitra – Alor Setar section, each pipe sitting on
separate slab with flood control gate structures designed and served as an important
agricultural purpose for Muda Agricultural Development Authority (MADA).

 Proposed Ampang Road Improvement Project
- Engineer for the layout and planning of interchanges.
 Proposed of Kepong Interchange Project
- Participated in the financial and cash flow analysis associated particularly with
internal rate of return and set present value using computer.
- Responsible for the overall liaison with Lembaga Lebuhraya Malaysia for the
preparation of contract documents for Package 1A – a 24 km Jitra to Alor Setar Toll
Expressway. This international contract estimated RM 200 million was awarded
GKM – C. Itoh / Fudo Joint Venture.
