1. Introduction
The purpose of this document is to describe the fire protection systems of the Mundra
LNG Terminal and to provide the mandatory requirements and rules to be fulfilled by the
CONTRACTOR during the execution of the CONTRACT.
It is the CONTRACTOR responsibility to perform the detail engineering in compliance
with the safety philosophy and the recommendations resulting from the QRA to achieve
the functionalities and performance of this specification.
The specification is to be used together with the other project documents and data as
attached to the Contract documents.The terms and definitions used in this specification
are in accordance with the terms and definitions defined for the project.

2. Abbreviations
The abbreviations to be used in this specification are as per the project “Terms, definitions
and abbreviations” MUNDRA1/4NT/0000001/172.

3. Codes and standards


It is CONTRACTOR responsibility to fully comply with the local regulations.
The CONTRACTOR is therefore requested to carefully review the documents with regard
to the regulations.
In case of discrepancies the CONTRACTOR shall apply the most stringent requirement
but will maintain consistency and homogeneity in its design, supply and works.
In case of doubt the CONTRACTOR shall refer to the ENGINEER.
The current edition of the codes and standards, including all mandatory addenda in effect
at the time of the contract award, shall apply unless otherwise indicated.
The following codes and standards are applicable to this specification:

• EN 1473, including the informative annexes

• EN 12065

4. Fire Protection
The LNG Terminal in Mundra shall be provided with a fire protection and fighting system
to satisfy the terminal safe operability. It comprises:

• A fire water supply system designed to provide water for the governing scenario

• A fire water distribution network

• Fixed spraying systems

• Monitors and hydrants

• Water curtains where required

• Foam systems

• Dry chemical powder skids

• Inergen system

• Nitrogen snuffing system

• Mobile and portable fire fighting equipment

• Appropriate buildings protection

• The fire truck and the first intervention pick-up.


This specification is intended to describe the functionality and minimum requirement for
the safety equipment.

5. Fire water supply system


Firewater is not used to fight or extinguish a LNG fire as water increases the vaporization
of LNG with negative consequence on fire control. Firewater is therefore mainly used to
protect the structures, pipes and equipment adjacent to the fire and subject to heat
radiation.
Firewater shall be first with service water (soft water) and seawater in back-up. The
firewater supply system shall consist of:

• A fresh fire water storage with sufficient capacity for pressure maintenance of the fire
mains, system tests and fighting of small and medium fires

• A main sea water intake and pumping station enable to sustain firewater demand in
case of large fires
Two main fire water pumps are provided for the purpose:

• One electric motor driven seawater fire pump (P893A)

• One diesel engine driven seawater fire pump (P893B)


Service water is supplied under level control from the port water distribution network to
the Fire water tank. Connections to the tank are provided:

• Two auxiliary firewater pumps (one electrical driven (P892A) and one diesel engine
(P892B))

• Two electrically driven firewater jockey pumps (P981A/B).


The firewater jockey pumps (duty/standby with remote manual selection) run
continuously to maintain the fire network under pressure.
The auxiliary firewater pumps (duty/standby) together with the Fire water tank provide
the required freshwater flow for regular testing of fire fighting equipment and for
immediate firewater needs.
In case of fire water demand, the auxiliary firewater pumps start automatically on low
pressure in the network. If the pressure in the network cannot be maintained then the sea
water main electrical fire pump will automatically start.
If the electrical main fire pump fails to start, the stand-by diesel engine driven pump shall
automatically be activated.
Two quick hose connections shall also be provided at the jetty head for firewater supply
from fireboats to the distribution network as back-up together with standard international
connection for LNG ship.

6. Fire Water Distribution


A distribution network shall provide firewater at jetty head and inside the terminal
including buildings. The firewater network shall be underground inside the Terminal and
aboveground along the jetty trestle up to the jetty head.
Underground piping shall be installed at minimum 0.8 m (top of pipe) below ground level
for protection against mechanical damage. Sleeves shall be provided at road crossings.
Above ground sections shall be minimized in length and protected against physical
damage and direct exposure to a fire.
In the terminal, the firewater network shall be designed as a fully looped system equipped
with isolation valves and routed for allowing each functional area in the Terminal (LNG
tanks, Process, Jetty, Seawater and Firewater intakes, utilities and buildings), to be fed at
the design flow from at least two directions considering that one can be out of service.
Firewater supply to the jetty head shall be through only one header. The back-up on the
jetty head will be provided by the fireboats through the 2 quick hose connections.

The firewater system shall be designed to provide firewater at the required pressure for
the largest fire scenario that will result from the QRA plus an allowance of 100 l/s for
hand hoses as required in EN 1473.
Firewater velocity in the ring mains shall be limited to 3.0 m/s when the whole loop is
operational whilst 4.5 m in some branches if one branch is out of service.
The fire water shall feed the fire water hydrants (outdoors and indoors), the fire water
spraying systems, the high expansion foam systems, the water monitors and the water
curtains.
All piping, equipment and material shall have adequate corrosion resistance for the
environmental conditions and firewater quality used.

7. Fixed Water Spraying systems


7.1. Description
The purpose of water spraying systems is to provide a continuous and uniform
distribution of large quantities of water offering protection by cooling the surfaces of
specifically targeted equipment, piping and structure, which could be subject to heat
radiation due to a fire, or any engulfed structures, thereby controlling the effects of heat
and fire and minimising the possibility of escalation.
Spraying systems are always foreseen for cooling of piping or equipment, NOT for
extinguishing. Sprayers will be installed where required in particular where targets are
not reachable with a monitor.
Each system shall normally be empty and dry (weep holes and drain valves to be provided
at appropriate locations). It shall be connected to the fire loop by a deluge valve installed
in safe location and that shall be kept in closed position by the main pressure. Filters shall
be provided to prevent clogging of spray nozzles.
When signal from control room energises the pilot solenoid valve, the deluge valve will
open and the pressure in the fire loop will drop. The firewater pumps will start and the
whole system will fill up with water and discharge through the open spray heads.
Piping shall be hydraulically sized for the required flows considering the required water
rates and the surfaces to be covered.
The systems shall be designed according to NFPA15 standard.

7.2. Required spraying systems


To cope with the safety philosophy the following spraying systems shall be installed:
(a) On jetty head:

• Lower platform pipework (unloading lines and jetty KO drum);

• Gangway including remote operated monitor (front of ship);

• Unloading arms risers (front of ship);

• Tower of the remote operated elevated monitor (front of ship) including


monitors;

• Jetty monitoring building (front of ship and process equipment + roof).


(b) On sea water intake structure

• The substation

• Transformers
(c) In process / storage area /utilities area:

• LNG Tank pump platform, tank roof and shell

• Absorber, vessel and structure;

• Inside BOG shelter

• Process substation (process side and roof)

• Transformers in electrical substations

8. Water curtain
8.1. Description
Water curtain for fire control or gas cloud dispersion shall meet the following
requirements:

• Have higher strength, corrosion resistance and heat endurance. For dry pipes, anti-
corrosion treatment such as hot deep galvanisation shall be applied;

• Water spray nozzles shall be of medium velocity, flat jet (preferably upwards
momentum);

• The pipe shall be located in places where it is unlikely for them to be damaged and
inaccessible for fire (if not possible, fire resistant coating to be provided);

• Switch valve and selector valve shall be installed in places accessible in case of fire.

8.2. Required water curtain


Water curtain shall be provided:

• At jetty berth line


Water application rate shall be as per EN 1473.

9. Monitors
9.1. Description
Self-oscillating monitors
Hydrant shall be executed as described in paragraph 10 but they shall have an elbow
adaptor on which a manual shut-off valve remote controlled and a fixed self oscillating
monitor can be mounted.
Self-oscillating monitors shall:

• Be operated by means of a self-oscillating device and by a strong handle simple


positive twist locking device on both movements;

• Be capable of 360° rotation in the horizontal plane and +75° to –15° in the vertical
plane (90° arc for elevated monitors), be manually controlled or self-oscillating with
locking facility/pre-set stops.

• Have a nozzle flow manually adjustable from a narrow jet to a broad fine mist. This
flow pattern shall be easily adjustable under pressure

• Have adequate corrosion resistance for the environmental conditions and firewater
quality used.

• Design flow to be delivered by each monitor : 2 500 l/min (150 m³/hr) (to be confirmed
by CONTRACTOR during detail engineering) except at Jetty (see below);
Self-oscillating monitors shall be located at a minimum distance of 15 metres from the
protected item. Where, due to obstructions and space restrictions, it is not possible to meet
this requirement, the distance may be reduced to not less than 10 meters with remotely
operated monitors.
Elevated Monitors
High capacity elevated monitors shall be provided at the jetty. Jetty firewater monitors
shall have a minimum capacity of 4167 l/min (250 m³/hr) and shall be remotely operated.
Elevated firewater monitor supports shall be provided with passive protection suitable for
a nominal duration of at least 90 minutes in accordance with EN 1473 and shall be
protected by water spraying.
Remote controls for a fire monitor and its isolation valve shall be located a minimum
distance of 15 meters from the protected equipment.
Firewater monitor specification shall be in accordance with NFPA 14 and NFPA 24.

9.2. Required monitors


Self-oscillating monitors are foreseen:
• Jetty lower deck level (Jetty KO drum) ;

• Storage tank areas (valve manifolds);

• absorber;

• Drain drum and Flare KO drum;

• Process area (HP pumps and ORV’s)

• Gas turbine area


Remote operated monitors are foreseen
• Jetty upper deck level (two monitors – one elevated tower, one located on crane upper
platform)

10. Hydrants and hoses


10.1. Hydrants
Hydrants shall be constructed in accordance with IS standards.
Pressure rating shall be 150 #.
Hydrants shall be of such a construction that in the event that the above ground part is
broken off, no damage will be done to the underground shut-off valve part.
Hydrants must be equipped with 2 lateral outlets of 4”, for a flow-rate of 120 m³/h.
The lateral outlets shall be equipped with a shut-off valve, a quick coupling and a blank
cap with chain.
Hydrants shall be a self-draining type.
All working parts shall be removable from the top.
Special precautions shall be taken to reduce the torque required to operate the main valve.
Hydrant coverage is required for all areas of the plant (jetty, process, storage, utility areas
and seawater intake) with a maximum spacing of 60 metres between hydrants along the
ring main.
Hydrants shall be adjacent to plant roads at a maximum distance of 2 metres from the
kerb. Hydrants specification shall be in accordance with national and local fire brigade
regulations and NFPA 14, NFPA 24. In particular, hydrant connections shall be
compatible with those in use by the local fire brigade.
The minimum requirements for material are as follows:

• Body : cast iron epoxy coated externally and internally on all height;

• Spindle : stainless steel;

• Main valve seat : cast iron;

• Main valve fittings : stainless steel;

• Outlet shut-off valves, quick couplings and black caps: bronze.

10.2. Hose cabinets


One hose cabinet shall be provided for two hydrants.
Outdoor hose cabinet shall be made of fibreglass reinforced polyester and shall be able to
store :

• Four (4) 20m length of Ø 70 mm (DN 65 connection) and four (4) 20m length of
Ø 45 mm (DN40 connection) of flat semi-rigid, synthetic oil resistant hoses rolled and
stacked vertically on pedestal, provided with symmetric coupling at each end,
compliant with local standards

• 2 Y-reduction pieces : one large to two medium diameter, compliant with local
standards;

• 2 reduction pieces : large to medium diameter, compliant with local standards;

• 2 wrench key sets for quick coupling compliant with local standards if required.
The cabinets shall be provided with 2 hinged doors, with two stainless steel hinges per lid
- 2 leather restrainers per lid - 2 stainless steel rods fitting into eyelets for blocking doors
off at 110 degrees.
The doors shall be protected against breaking-off in the event of a badly closed door
blows open.

10.3. Fire hose reels


Fire hose reels will be installed indoors.
The fire hose reels shall be of the fixed axial water supply type in accordance with the
applicable standards, complete with a containing box.
The hose shall be 30 m in length for 25 mm internal diameter, fitted with a water nozzle,
shall be installed in the fire brigade building.

11. Fixed foam system


11.1. Description
High expansion foam shall be used for the control of LNG spills and fires in the
impounding basins.
Impounding and spillage basin foam systems shall have a 500:1 expansion ratio and will
be applied at a minimum rate 2m³/min/m2. Minimum foam depth shall be developed
within 1 minute and maintained for no less than 30 minutes.

During detailed engineering, the ability to recharge generators with foam emulsifier
during an incident shall be checked by CONTRACTOR.
The necessary equipment (foam concentrate storage, foam concentrate proportioner, foam
generators, etc) shall be provided for the impounding systems.
The following arrangement shall be considered:

• The maximum travel distance of the foam from a foam generator shall be 20m

• Impounding basins shall be provided with an additional depth of one meter to


accommodate the application of high expansion foam and with a foam retention barrier
above the top

• The local storage capacity of foam concentrate shall permit continuous operation for at
least 60 minutes although the operation can be intermittent

• Method of foam concentrate proportioning shall be the balanced pressure foam


proportioner type i.e. the pressure of foam concentrate is balanced against water
pressure

• The foam proportioning unit shall be at a safe location and at least 30 m away from the
associated risk

• The system shall be automatically activated. In addition it can be manually activated,


locally and from the Central Control Room.
The emulsifier storage tank shall have sufficient capacity to cover the foam requirement
of the largest hazard to protect. The tank must be properly located or protected against sun
radiations and radiations from the impounding it has to control.
The high expansion foam systems shall comply with EN 12065, NFPA11 and NFPA11A.
Foam to be of biodegradable type.

11.2. Required foam systems


Foam systems shall be installed:

• Shoreline and Tank T-211 impounding (T-102)


• Tank T_221 impounding (T-212)
• HP pumps and ORV impounding (T-401)
• Truck loading impounding (future).

12. Dry chemical powder system


12.1. General
The dry chemical units shall provide a reliable method for extinguishing large fires in the
critical area of the plant. All over the plant, dry chemical systems shall be adapted to the
specific needs of each Fire Hazard Area (FHA).

Three types of systems are used:

• Type I: Skid mounted dry chemical unit equipped hose reels and with monitor

• Type II: 50 kg Mobile dry chemical units installed at critical points of hazardous areas,
where fuel is handled and buildings.
12.1.1. Type I systems

Type I installations shall consist of one single skid on which are installed two dry
chemical drums of equal capacity each with their related nitrogen cylinders together with
all actuator assemblies, sectionalizing valves and check valves.
Each dry chemical skid shall be equipped with a suitable fitting allowing connection to a
dry chemical fire truck.
The skid shall be installed on a concrete slab near the area to be protected.
The skid and drums shall be made of carbon steel, adequately protected against the marine
environment.
Dry chemical units shall be designed (capacity, drums, piping arrangement) in such a way
to allow two successive and independent powder shoots, each of which will be manually
actuated.
The dry chemical container(s) shall be cylindrical design and shall incorporate provisions
to ensure adequate fluidisation of the dry chemical agent in the fully compacted state and
to maintain a smooth uniform dry chemical discharge throughout not less than 95% of the
specified discharge periods.
12.1.1.1. Distribution piping (Type I)

Dry chemical agent lines are hot-dip galvanized carbon steel pipes and fittings.
Bend-radius and tie-in shall be carefully designed in order to avoid excessive pressure
drops and resulting plugging.
12.1.1.2. Hose reels (Type II)

Type II dry chemicals units shall be equipped with four hose reels each designed for a
flow of 4.5 kg/sec during 1 minute.
12.1.2. Mobile units (Type II)

Trolley mounted dry chemical units (50 kg) shall incorporate suitable hand hose lines for
application purposes to permit flexibility in attacking the hazard.
A flexible reinforced vinyl cover shall also be supplied, to provide protection from
weather and ultraviolet radiation.

12.2. Required dry-chemical powder systems


The DC powder skids are located:

• At 15 m from each impounding basin

• On the jetty head

• Power plant
The mobile units are installed in compliance to MUNDRA2/504/9990007/000, “fire
protection layout”.

13. Fixed Inergen Flooding System


13.1. Description
Automatic fixed INERGEN extinguishing system shall as a minimum be provided to
protect critical spaces which cannot be readily accessed in the event of a fire.
Warning signs shall be provided in and around protected areas to inform personnel of the
potential hazards. Audible local alarms shall also be provided to alert personnel to
imminent inert gas release.
The automatic and manual gas extinguishing system shall be fitted with a time delay
device to provide sufficient time for personnel to evacuate the protected area, on hearing
the alarm, before gas discharge starts. This delay shall be set at a minimum of 30 seconds

13.2. Required Inergen systems


As a minimum:

• the cables cellars in electrical substations;

• medium voltage switchgear rooms

• the electrical and instrumentation rooms on the sea water intake

• the cables cellar in Central Control Room

• FIR in electrical substation

• Computers rooms (control building and metering building)


The system shall be designed and supplied in accordance with NFPA 2001 and ISO -
14520 requirements

14. Nitrogen snuffing system


14.1. Description
The nitrogen snuffing system shall blow the flame in the event of fire at the outlet of
pressure safety valves (PSV).
The system shall be composed of high pressure nitrogen bottles, valving and piping
systems to store enough blowing energy and bring it to the PSV outlets.

The bottles, valving and piping shall be arranged to allow 2 successive and independent
shoots.
The systems actuation shall be automatically activated from the detection with 30 seconds
temporisation or from the central control room.
EPC CONTRACTOR to confirm suitable snuffing system for LNG tank PSVs using
either dry powder or nitrogen.

14.2. Required snuffing systems


Snuffing systems are required:

• Exhaust of each tank PSV

15. Extinguishers
Mobile and portable extinguishers will be used to extinguish classes A (solid
combustibles)-B (liquid combustibles, hydrocarbon-) C (gas) fires shall be located in
strategic areas throughout the plant facilities
There will be three types of extinguishers:

• Low expansion foam extinguishers;

• Carbon dioxide extinguishers (for electrical fires).

• Dry chemicals extinguishers


In general, extinguishers shall be located at minimum 15 m from the source of fire and in
such a way that the maximum travel distance shall be 23 m.
In buildings the extinguishers shall be grouped with hose reels, with additional
extinguishers in such a way that the travel distance shall not exceed 15m.

15.1. Dry chemicals extinguisher


The extinguishing agent shall be multipurpose polyvalent dry chemical powder for all
types of fire (Class A, B or C)
The portable extinguishers shall have 10 kg capacity.
All extinguishers shall be a certified type (and APSAD approved) designed to resist
extreme ambient temperatures, UV and corrosion.
Extinguishers shall be located at grade and on the platforms of structure in the process
areas, utilities areas, transformers, jetty area, storage tank roof platforms and where
hydrocarbons are present. They shall be located at minimum 15 m from the source of fire
and in such a way that the maximum travel distance shall be 23 m.
Their locations are shown on MUNDRA2/504/9990007/000, “fire protection layout”
drawings.

15.2. Low Expansion Foam extinguishers


Low expansion foam extinguishers shall be foreseen in areas where oil or hydrocarbon
may be present (compressor building, hydraulic units on jetty, diesel tanks of emergency
generators and diesel firewater pump). They shall be located in such a way that the
maximum travel distance shall be 23 m.
Extinguishers of 9 litres volume/14 kg mass to be foreseen.

15.3. Carbon dioxide extinguishers


Carbon dioxide extinguishers shall be used to extinguish fire of class B and fire of
electrical origin.
5 kg CO2 extinguishers shall be installed inside near the entrances where fires of
electrical origin are likely to occur such as substations, electrical and instrumentation
panels and in electrical rooms of buildings.
Five mobile wheeled CO² extinguishers of 50 kg capacity shall be stored in the fire
station.

16. Fire trucks


The terminal shall have one fire truck and one first intervention pick-up.
The fire trucks requirements are covered by MUNDRA2/4NT/9990012/000, “fire truck
specification”.

17. Appropriate building protection


There are 3 types of buildings:

• Manned buildings with non-industrial activities

• Manned building with industrial activities

• Electrical substations, metering building and FIR

17.1. Non-industrial manned buildings


The related buildings are:

• The administration building

• The gate house


The fire protection shall comply with the local regulations and the Indian standards (IS)
and shall include:

• Wall hydrants and hose cabinets

• extinguishers

17.2. Manned building with industrial activities


The related buildings are:

• The control buildings

• The warehouse and workshop


The fire protection in the manned parts shall comply with the local regulations and the

• Inergen in cable cellar, in computer and instrumentation rooms.

• CO2 extinguishers
In the warehouse and workshop the protection shall be extended to cover the risk
specifically associated to the stored material and to the foreseen activities. Specific care
shall be devoted to the consumable storage area.
The fire protection shall include:

• Sprinkler system

• CO2 extinguishers

• DC powder extinguishers
The various systems shall comply with the descriptions in paragraphs 6 thru 14.
