HOUSING INFRASTRUCTURES
Objective:
 Creating basic Infrastructures

 Providing facilities and amenities

 Delivering accountable service


Basic terms
Infrastructures: Road and access, treatment plants,
drainage systems etc. (Physical element of services)

Services (Basic): Water supply, electric supply, garbage


disposal, cleaning of drains etc. (Day to day basis)

Facilities: Playground, parks, security systems, water


body, community hall, shops, dispensary etc. (To improve
the quality of living)

Amenities: 24x7 hot-cold water, generator backup.


Infrastructure at various levels of development
Hierarchy:
Neighborhood->Cluster/Lot->Block->Unit->Room
Housing facilities and amenities
 Housing facilities and amenities are essential elements of planning
and designing for maintaining the quality of life and social wellbeing of
the population.

Facilities and amenities are termed as social infrastructure.


Facilities are the elements at the area level or site level. Like
school, health center, community halls etc.

Whereas the amenities may be provided even at the room,


building or cluster level (like 24x7 hot water supply, intercom,
Wi-Fi etc.)
Norms and Standards (for designing housing project)
Various national norms and standards provides guidelines for planning for
all amenities and facilities (social infrastructures). The following documents
are available at the national level:
• URDPFI Guidelines, Government of India (Urban Regional
development plan formulation and Implementation)
• NBC India (National building Code): Gives the overall framework of
designing of buildings.
• Electrical code
• CPHEEO manual (Central public health engineering and
environmental organizational manual): Provides norms and
standards for sewerage and sanitation.
• Local rules and regulations framed by municipal authorities or local
authorities time to time.

CHALLENGES
• Maintaining basic norms and standards: URDPFI guidelines are
indicative but while implementing all of these, we might end up in space crunch.
We need to make balance by distributing various kinds of facilities and amenities.

• Equitable distribution: the facilities are distributed in such a way that where
ever the house is located, we can come and avail that facility.

• Optimizing land & resource (no waste)

• Balance between present demand and supply:

• Flexibility for future expansion and modification

• Context for community and end users
