Briefer for Expanded SURE-Aid and Recovery Project

The Expanded SURE-Aid and Recovery Project is a nationwide program that supports
the Department of Agriculture’s Ahon Lahat, Pagkaing Sapat Kontra Covid-19 Program
(ALPAS SA COVID-19).

What is the purpose of the program?

a. provide the working capital requirement of micro and small enterprises


(MSEs) engaged in agriculture and fisheries food production, delivery of
produce/products/commodities, and other activities in the supply chain to ensure
the availability of food supply and help them recover their losses incurred from the
effects of the enhanced community quarantine (ECQ) due to Covid 19; and

b. provide loan assistance to finance the emergency and production capital


requirements of marginalized, small farmers and fishers (MSFF) whose
incomes were affected by the ECQ due to Covid 19 thereby helping them regain
capacity to continue their agricultural activities and contribute to sustained food
production.

Who are eligible borrowers?

a. Agri-fishery based MSEs

 MSEs that are willing to deliver/supply to DA-KADIWA Ni Ani at Kita centers


and consumers of high consumption markets such as Metro Manila and other
demand centers will be prioritized

b. Marginalized, small farmers and fishers

What are the loan features?

a. For MSEs

 Up to P10 million loanable amount


 Zero (0%) interest rate
 Payable in five (5) years

b. For marginalized, small farmers and fishers


 P25,000 loanable amount per household
 Zero (0%) interest rate
 No collateral
 Payable in ten (10) years
How will the eligible borrowers be identified?

a. For MSEs

The ACPC will coordinate with DA Regional Field Offices (RFOs) and existing partner
lending conduits to identify and validate eligible MSEs

b. For marginalized, small farmers and fishers:

The ACPC will coordinate with DA, through its Field Operation Service (FOS) and
RFOs to accomplish the following:

 determine priority areas


 identify and validate affected marginalized, small farmer and fishers
 endorse eligible borrowers to partner lending conduits for loan processing
and release
