Further discussions on this topic have agreed on the fact that the street vendors play a very important role
rather useful role in keeping the streets safe. Street vending helps in creating hopes for the unemployed to
become self-employed. It provides entry level livelihood and reduces possibilities of violence. This therefore
suggests that street vendors are the “eyes on the street” and hence planning practices should take care of their
spatial and services’ needs.
In Ahmedabad there are a total of 75,233 street vendors of which 49,511 are selling in the central part of the
city while 25,722 are located in non-central areas. The Ahmedabad Municipal Corporation started an
encroachment removal drive wherein the street vendors were asked to vacate places. This is not the first time
that such a drastic attempt was made on their livelihoods.
Between 2009 and 2012 an estimated 4,000 vendors were displaced owing to the BRTS project, Kankaria lake
development and model road expansion projects which had caused an estimated loss of Rs 104.6 crore losses
annually to them. Hence, ‘The Street Vending Act, 2014’ was legalized for the protection of livelihood and
regulation of street vending. According to this act a survey of the street vendors is taken on the basis of which
they would be issued for a license for vending and provided a vending zone for carrying out their business
activities. The problem arose when the action of encroachment drive peaked up the unemployment within a
certain population whose major livelihood was dependent on street trading.
The key stakeholders affected are the vendors themselves as they are at a loss of earning income, their family,
the consumers and the government (economy is also affected). The main issue arose due to the in capabilities of
the government personal, the survey which was conducted earlier was found to be irrelevant. Municipal
The longer the survey takes the more people will be evacuated and loss their livelihood. Supporting this, the
total number of street vendors with license is just 724 out of 11000. In fact, there is only a handful who knows
that license is essential to place a handcart and addition to this the officials collect an amount of money from
the vendors to operate at the roadside. People are also upset because of the sudden evacuation of the vendors
and many famous food street have been destroyed and deserted it’s like sucking the life out of a city. The
vendors should be given one week pre-notice for the evacuation but no such procedure has been followed as the
official are not yet completed with survey.
The street vending gave many of the people the power of self-employment which has been snatched away.
Against this, The report was compiled in 2017 by centre for civil society to known the status of implementation
of the law and Gujarat ranked 20 among states with the least compliance to implementing the vendor act, while
Delhi is the best in the country, that is also the reason why the government is taking fast action against the act
but because of the inappropriate planning and strategy from the side of government the vendors had to suffer.
Assumptions:
• The vendors were not given any prior notice.
• The officials had not worked properly.
Conclusion:
The act was made to secure the livelihood of the vendors and to make space for the city but it turned out bad for
the vendors as they are the only one effected by this act, the economy also has to suffer as vendor were a good
income generating source for the economy.
