Reflection Paper:

“The Next Outbreak? We are not ready?” by Bill Gates


A. Bill Gates mentioned five years ago that we are not ready for the next virus.
What are the reasons he mentioned?

If there is one thing concluded that can sum up the reasons why we
aren’t ready for this epidemic or pandemic to come, it will all go down to
unpreparedness. Lack of enough fund allotted for research and
development, epidemiologists, inappropriate information dissemination,
mobile advancement in biology and really good response system.

We didn’t have a way of preparing people, ourselves, each country


and the whole globe for the next virus.

Failure to prepare would be the fatal cause of thousands of deaths.

As we can see today what Bill Gates had discussed, it is largely


visible that our country was caught off guard with a new strain of Corona
Virus, nCovid19. Personally, this is not the time to raise grudges on our
government but I am deeply saddened about the fact, that we can prevent it
or lessened the impact in our country, but we didn’t. In fact, here in the
Philippines our health care fund was cut by 10 billion way back 2018 to
make way for military purposes. Other countries give focus on the nuclear
detonation rather than to build a more dependable health system. As with
the key points of Bill Gates, we can strengthen health systems- which we
didn’t, create medical corps yet isn’t enough, pair medical and military
teams- was implemented but as we can see the fund for their protections
and the equipments are completely going down, and have fund for our
research and development- to create improvement and not be quite
dependable to other countries.
In my research for this activity, I can relate the lack of focus by the
whole globe in research and development from a group researchers that
have done a research in in 2007.
Cheng et al., 2007 stated the presence of large reservoir of SARS-
CoV like viruses in horseshoe bats, together with the culture of eating
exotic mammals in Southern China is a time bomb.
This was published by American Society for Microbiology. Severe
Acute Respiratory Syndrome Coronavirus as an Emerging and Reemerging
Infection. We could have prevented with a lot of time we have back then
and raised awareness, give awareness to this kind of matters.
But I guess, what we know now wouldn’t be changed but one thing
would be of help, is that in this pandemic we can get and take learnings,
facts and experiences so that we can be prepared in any emergence of
something to come.

B. How information Technology help you today as a student and a young


citizen?
Information Technology helps me as a student and a young citizen of our
country to be fully aware about what is happening around us. The new facts and
information that can be gathered through technology would be a great help to
establish awareness in my part and to share the knowledge I have with the people I
know. Yet, the facts in the internet that you should impart should have a reliable
source that is referable and dependable. Because information through the internet
can largely and widely spread in a minute and in a click so we should take
responsibility on the proper use of it.
Information Technology, as what I have said can be a medium of
communication for all the people. Facts or announcement can passed by through
internet.
