Structuring Policy Options
Step 1. Sift all policy options formulated from the vision-reality
gap analysis, the problem-solution matrix, and other analytical
tools separating projects from non-projects and regulatory
measures.
Step 2. Classify projects by administrative ownership or
responsibility using Sec. 17 of the LGC as template. Farm out
projects to responsible jurisdictions and retain only what belongs
to the LGU concerned.
Step 3. Check out non-projects for possible upgrade into
projects.
Step 4. Screen the needed legislation through the legislative
clearinghouse using the fishbone analysis.
