observations over Concessionaire's submission of Operation & Maintenance Manual. In this respect we are
herewith submitting the revised Operation & Maintenance Manual of NH-6 Project for the regular and
preventive maintenance of the Project Highway in conformity with the Maintenance Requirements, Safety
Requirements and Good Industry Practice after incorporating the observations of IE.

Operational Duties:
a) Devote minimum 8 hrs. daily in operational area in each shift.
b) Ensure that toll is being collected as per fee notification.
c) Conduct surprise checks at least one booth in each shift.
d) Conduct at least one meeting in a week for senior staff & discuss about
operation review and issue instruction accordingly.
e) Ensure that defaulters are identified and appropriate action is taken.
f) Ensure that toll area is clean at all times.
g) Ensure that the operational difficulties are intimated timely to the Operations
Head.
h) Obtain feedback on daily basis.

Miscellaneous:
a) Ensure collection of User Fee at the rates notified from all users of road as per
the Schedule–R of the Concession Agreement and Toll Notification issued by
NHAI.
b) Ensure efficient management of all related activities in the entire plaza area
including in the Booths and Administrative Office of the Plaza;
c) Ensure complete working management of fee collection operationally
transparent and effective;
d) Ensure proper reconciliation between the number of vehicles subjected to levy
of fee including number of non-paying vehicle recorded for reason of falling
into exempted category or having Monthly Pass or a Return Journey Receipt
vis-a vis number of vehicles as revealed by any traffic study or Automatic
Vehicle Counter cum Classifier;
e) Ensure usage of such receipts and Concessional Passes by the Fee Collecting
Entity as provided by the Authority
Others:
a) Record daily attendance in Attendance Sheet/ Register.
b) Make shift & change the shifts as per direction of Plaza Manager.
c) Recruitment at Toll as per instructions & maintain record in registration register.
d) Issue of uniform to all Toll Staff.
e) Check turn out of Security Staff as well as other staff from time to time.
f) Ensure that properly record register is maintained and checked at every 15
days by Senior Member of the Company in the presence of Officer-in-Charge.
g) Submit any kind of recursions well in advance to Officer-in-Charge.
h) Ensure that adequate training is given to all newly enrolled staff.
i) Ensure adequate insurance of personnel deployed to cover against any type
of accidents, all assets whether owned by the Fee Collecting Entity, Cash in
Transit, Cash at Booth, Cash in Chest is provided.
j) Ensure proper repair & maintenance of all the infrastructure facilities including
Systems and Equipment, whether owned by the Fee Collecting Entity.
k) Ensure proper arrangement of Power/ Lighting, Water etc. in the Plaza Area.

e) Ensure that the handheld machines usage report & issuance reports are
properly maintained.
f) Ensure that cash in strong room is correct at all the times.
g) Ensure proper arrangements of coins are being done timely.
h) Ensure that no un-authorized person enters in Cash Room & Gunman is
always available at the post.
i) Keep all handheld machines fully charged and in working condition. .

duration only shall be exclusively within shoulder with major store of the vehicle on
earthen shoulder.
6) The Patrol Team should have backup assistance of (i) Crane (ii) Ambulance etc.
(i) Provide the users of the Project Highway with basic mechanical help for
vehicles that breakdown on the National Highway Section, and protect other
motorists from such vehicles.
(ii) Immediately identify traffic hazards of whatever nature, such as un-authorised
parking, public transport vehicles obstructing traffic during passenger loading
and unloading, debris, stray animals and the like. The Concessionaire shall take
the necessary measures to remove such obstructions.
(iii) Provide emergency management at accident scenes until such time as the
appropriate authorities arrive,
(iv) Assist the motorist, for the removal of damaged or mechanically impaired
vehicles from the Project Highway.
(v) Provide road user information and to further build the image of the National
Highway Section in a professional and friendly manner.
(vi) Observe, record and report suspect aspects of the highway, hazards and
incidental damage caused by vehicles, floods, storms, or other random events,
such that the highway maintenance records and data base and continuously
improved.

(i) It will have black toped smooth horizontal and vertical profile with smooth
vertical and horizontal curves;
(ii) It will not be breached by or drainage discharge under any conditions;
(iii) It will have adequate capacity to cater for the diverted traffic;
(iv) It will be dust free and will ensure clear visibility at all times of day and night;
(v) It will be provided with the required detailed Signage with appropriate safety
standards as per IRC; and
(vi) It will be provided with suitable barricades to prevent intrusion affecting the
movement of the traffic.
(vii) It will be provided with all standard signs, traffic cones etc.
B. The Warning Signs for the Construction Ahead will be provided by the sign “Men at
Work” at about 1Km earlier to the work zone. In addition, a Supplementary Plate
indicating “Diversion 1Km ahead” and a sign “Road Closed Ahead” will be placed.
It will be followed by “Compulsory Turn Right/ Left Sign”. The “Detour” and “Sharp
Deviation” sign will be used to guide the traffic onto the diversion. Hazard markers
will be placed just where the railings for the cross drainage structures on the
diversion starts. All Sign Boards should be retro reflective as per IRC/ MoRT&H
standards.
C. Closure for work on one side Carriageway will be affected by placing various
Signages like

D. Carriageway Repairs like small works in the middle of the Carriageway (minor repairs
of Potholes, Cracks and Patches) will be affected by providing signs like
1) Men at Work – Placed at 500mtr. before the work zone for approaching vehicle
2) Road Narrows – Placed at 100mtr. ahead of work area
3) Keep Left/ Right – Will be placed at the commencement point of the work zone
and next to the Barriers for the approaching vehicles.
4) Movable type of Barriers will also be placed on both sides of the work area.
5) Cones or Drums will be placed at suitable interval to demarcate the work area.
6) Work Zone Ends – Will be installed 120mtr. beyond the work area.
7) If the operation is to continue during night time, necessary lighting arrangements
with flashing lights will be provided.

For smooth and normal flow of the traffic on the Project Highway, the following
actions will be taken to minimize unsafe operation. 24 hours Highway Patrolling is
provided to ensure safe, uninterrupted and smooth traffic flow. The patrolling will
ensure that:
(i) No parking of a vehicle on any of the divided carriageway takes place at
anytime;
(ii) Immediate assistance is provided to accident victims and their rescue.
(iii) Minor debris and stalled vehicles are removed from carriageway within an hour’s
time;
(iv) In the incident of traffic congestion, adequate measures will be taken to mitigate
the same in maximum one hour’s time and the approaching traffic is duly
cautioned about it.

The mandatory traffic signs together with other necessary cautionary signs will be
provided, erected, maintained, repositioned, covered/ uncovered and removed as
required in respect of works on the Project Site. Adequate safety during night-time will
be ensured by providing mobile emergency lighting units with illuminated warning signs
at important locations.
2) Warning Signs – These are signs warning the drivers of possible dangers ahead.
Some of the common types are;
a) Men working
b) Lane Closed
c) Diversion to other Carriageway
d) Divided Carriageway Starts
e) Divided Carriageway Ends
f) Two Way Traffic etc.
3) Guide/ Informatory Signs – These signs are to be erected to guide the driver on
the detours along the road. Some of the common types are:
a) Diversion
b) Road Ahead Closed
c) Sharp Deviation of route etc.
5) Road Furniture – Traffic Cones, Drums & Cylinders, and Delineators etc. with retro
reflective paint or tapes shall be used to guide the traffic into a particular lane
under conditions of lane closure. The cones shall be placed close enough
together to give an impression of the continuity. The spacing ranges from 3mtr.
(Close) to 9mtr. (Normal). Larger size cones shall be used for high speeds or
where more conspicuous guidance is required.

7) Red/White Striped Delineation Tape – shall be used to delineate the work zone
from the traffic.
8) Flagmen – Flagmen shall direct the traffic on ‘Stop & Go’ condition, Diversion,
Lane Closure etc. and ensure safe movements. The flags for signaling shall be
0.60mtr. x 0.60mtr. size, made of a good red cloth and securely fastened to a
staff of approximately 1mtr. in length. The sign supports shall conform to IRC: 67-
2010 and provided with a rigid handle.
9) Fluorescent Vest – The flagmen and workers working close to traffic shall wear
fluorescent vest to improve visibility to drivers.

The Purpose of the handheld device is to ensure that the Toll Collector and Supervisor
understand their functions, which are mainline to:
a. Process the vehicles in the lanes
b. Download the transactions done in the lanes in to the plaza computer.

The responsibility lies with the Toll Plaza Manager and to ensure that all guidelines
contained in this procedure are fully complied with.

It is to be observed and strictly maintain that Shift handover should be before 00:00

The Administrative Building shall primarily house Control Centre, Security Headquarters,
Central Store, Toll Audit and Date processing Unit in addition to other secondary
facilities such as Computer Room, Office Space, Stores, Sanitary Facilities, Canteen etc.
The main Base Camp shall have adequate parking space for traffic and visitors.
In addition, the Base Camps shall have Electric Room and Supply Room to cater to the
power requirements of the Camp. The Camps shall have adequate lighting during dark
periods and night. The Camp shall have an adequate underground fuel storage area
with delivery facilities to cater for maintenance and patrolling vehicles.
The Base Camp shall have not more than one entry and exit points. The same shall be
manned by Security Personnel at all times.
Maintenance Area shall have a centrally located Building to overlook the maintenance
workshop. A separate storage area shall be earmarked for inflammable materials. The
maintenance block shall have enough spaces to park the equipment and machinery
deployed for maintenance activities.

The Ambulance will have First Aid Medical equipment to provide First Aid services to the
victims of the accidents. Ambulance manned by two trained Paramedics shall be
available on the Project Highway. For further medical assistance, victims will be sent to
nearest Trauma/ Major Hospital available on the Project Highway.

Concessionaire is entitled to collect fees from the Road Users on publication of the
notification in the Gazette after obtaining Provisional COD. Press releases with date and
time of start of collection shall also be done prior to start of collection.
Both the Plazas shall have all equipment for collecting the Toll Collection. In case the Toll
Plaza is damaged or becomes non-functional due to any Majeure Event, the Toll
Collection will be done through Handheld Machines.
Rates for different categories of vehicle shall be fixed based on the effective length and
Wholesale Price Index. For Return Journey made by a vehicle, the User shall have option
of paying 1.5 times the Fee for one way journey during the first trip itself. If the vehicle
has to use the said stretch continuously and frequently for entire month, Vehicle Owner
can have a Monthly Pass on payment charge equal to Two-Third of amount of the fee
payable for 50 (fifty) single journeys.
Concessionaire shall engage a Security Team for the protection at Toll Plazas. The Team
at the Plaza shall ensure availability at all time of all Booths for collection of Toll. The
Plaza will work in three shifts per day. The Toll Booth Supervisory Staff usually comprises of
1) Toll Plaza Manager/ Asst. Plaza Manager, 2) Toll Supervisor, 3) Assistant Toll Supervisor –
(3) one in each shift, with provision for replacement during holidays and leave days.
Proper administrative control shall be established over the collecting team, and their
details maintained in a diligent manner. Concessionaire shall ensure that there is no,
i. Overcharging from the Road Users
ii. Exemption given to vehicles which are not available in “exemption list “of
Concession agreement.
iii. Difference between the amount collected and amount deposited by the agency
iv. Delay in the amount deposited
v. Delay in taking action against defaulting agency.
Concessionaire shall also make sure that there is no lack of adequate control/
supervision and timely action which may affect the collection.
Concessionaire shall appoint a Toll Plaza Manager who will ensure compliance to the
following:
i. Confirmation of daily collections and amount deposited in the Bank
ii. Conducting periodic monitoring on daily basis, and ensuring no shortage or excess
in the collection.
iii. Entire Toll Collection is done by means of Method of Payments stipulated in CA only.
iv. Insurance would be taken out to cover, (a) Cash in Transit considering the
maximum amount in each transit as well as Annual Volume as per previous
experience and trend expected, (b) Cash in Safe including Booths, at a given point
and also Annual Volume, (c) Fidelity Insurance for each Booth Operator for
expected maximum collection in a shift as it is expected that each Operator would
render the collection after each shift is over.

Radio Discipline
Discipline is essential for the efficient working of the Radio Network. Irrespective of
his rank, the Operations Controller is In-charge of the network and is responsible for
radio discipline. Radio discipline includes:
a. Correct use of voice
b. Closing and opening stations
c. Use of correct frequency
d. Constant watch by all stations on the network, or as directed;
e. No names or surnames are to be used, only call signs
Only one station can call at a time. To prevent confusion, the following rules must
be obeyed: Check “BUSY” light before speaking to ensure that the frequency is
clear; do not cut in on other transmissions. Allowance must be made for
transmissions where only one of the participant in a conversation can be heard.
Transmissions should be curtailed after 3 minutes Observe short pauses between
phrases and the end of a conversation to allow for break-in-working. The Press-to-
Talk (PTT) switch or Voice Operated Switch (VOX) must be released to allow this to
happen. Answer all calls immediately and in the correct order. Ensure that the radio
network returns to “receive” after each transmission. One stuck PTT will reduce a
good network to a state of chaos.

of any incident seen on CCTV system, CRO has to change the message of nearest
Variable Message Sign corresponding to the type of the incident and also instruct
the Route Patrol Officer to attend the situation if required.

b) Close Inspection
The close inspection may be visual and/ or supplemented by standard
instrumental aids for assessment of defects/ deficiencies of Project Highway with
careful observation of specific element(s). The close inspection may be daily/
periodic but it is more intensive and would require detailed examination of
elements of the Project Highway. It should cover all the aspects of the specific
element of Project Highway against a checklist. The close inspections are to be
carried out quite frequently depending upon the nature of structure of Project
Highway. This inspection is to be carried out by the Highway/ Bridge Engineer
having good knowledge of Road Structures with theoretical background to
analyse the nature, and extent of defects/ deficiencies, suggest suitable
remedial measures to rectify/ remedy them and quantify repair work.
c) Thorough Inspection
A thorough inspection is comprehensive and detailed for assessment of
defects/deficiencies of the Project Highway by visual inspection or with aid of
standard equipment and non-destructive testing where necessary. Such an
inspection is to be carried out on the basis of comprehensive checklist of items
related to the materials, condition and situation of the structure etc. The checklist
is to be prepared meticulously well in advance of inspection. The thorough
inspection should be undertaken during the most critical weather condition,
which is generally rainy season in India. During rainy season the Road/ Bridge
structures are under severe condition, thereby the damage and deficiencies of
the Project Highway are more pronounced. The inspection carried out during the
said period offer the most critical evaluation of the performance of the structure.

The thorough inspections are all the more important for Bridges, Culverts and
Drainage structures, as well as Road Pavements during adverse weather
condition of monsoon period.
Besides being a qualified Highway/ Bridge Engineer; the Inspection Engineer must
be familiar with design and construction features of the Highway/ Bridges to be
inspected so that the condition can be properly and accurately assessed for a
meaningful report and quantification of repair works.
d) Frequency of Inspections
The inspection frequency of various items of Project highway has been indicated
in the Table – 1 hereunder. The frequency of inspection can be suitably revised in
consultation with the Independent Engineer if the emergencies so warrant.
Besides planning the preventive and routine maintenance, the system shall also
carry out inspection before and after monsoon.

Deflection Measurements
In each road section of uniform performance minimum of ten points should be
marked at equal distance in each lane of traffic for making the deflection
observations in the outer wheel path. The interval between the points should not be
more than 50mtr. On roads having more than one lane, the points marked on
adjacent lanes should be staggered. In the transverse direction, the measurement
points should be 60cm from the Pavement Edge if the lane width is less than 3.5mtr.
and 90cm when the lane width is more than 3.5mtr. For divided four lane Highway, the
measurement points should be 1.5mtr. from the Pavement Edge.
Variability of deflections in a given section should be considered for detecting spots
where extra deflection measurements have to be made. For this purpose, highest and
lowest values in group of ten should be compared with mean value. If the highest or
lowest values differ from the mean by more than one-third of mean then extra

deflection measurements should be made at 25mtr. on either side of point where high
or low values are observed.
For measuring Pavement Deflection the C.G.R.A. procedure which is based on testing
under static load may be adopted. In this method, a standard truck having a rear
axle weighing 8170 Kg fitted with dual tyre inflated to a pressure of 5.60 Kg/cm2 is
used for loading the pavement. During actual tests, the total load and the type
pressure are maintained within a tolerance of +/- 1 percent and +/- 5 percent
respectively.
Design Life
It is recommended that the design life for strengthening of major roads should be at
least 10 years.
From structural considerations, the recommended minimum bituminous overlay
thickness is 50 mm.
Where structural deficiency is not indicated from deflection values, thin surfacing may
be provided to improve the riding quality as required.
The type of material to be used in overlay construction will depend on several factors
such as the importance of the road, the design traffic, the thickness and condition of
existing bituminous surfacing, construction convenience and relative economics. For
heavily trafficked roads, it will be desirable to provide bituminous overlays. The
thickness of overlay should be in conforming with IRC: 81.
Before implementing the overlay, the existing surface shall be corrected and brought
to proper profile by filling the Cracks, Pot Holes, Ruts and Undulations. No part of the
overlay design thickness shall be used for correcting the surface irregularities.

c) If the cracked portion has settled more than 10mm and its area exceeds 0.5
Sqm., such areas will be repaired by patching as per MORT&H Specification
3004.
d) In case of Alligator cracks, the permanent repair by full depth patching will
be carried out. The slippage cracks will be repaired by removing the
affected bituminous layer and replacing it with surface patch. In edge
cracking, if shoulders are not providing adequate lateral support, the
shoulder will be reconstructed with good quality materials.
(v) Rutting
If the depth of rut exceeds 50mm within a length of 100mtr. at a place in the
wheel path of Pavement surface, the same will be repaired. The Pavement
surface will be rectified/ corrected as per directions laid out in IRC: 82 and based
on Sound Engineering Practice at such locations.
(vi) Corrugations and Shoving
If corrugations and shoving in the pavement area exceeds 1 Sqm. at any place
and depth/ height of corrugation/ shoving exceeds 50mm, the same will be
rectified/ corrected by full depth pitching within 7 days after its detection as per
directions laid out in IRC: 82 and based on Sound Engineering Practice.
The Concessionaire shall maintain already constructed 6-lanes of the Project
Highway in such a manner that the unevenness index of the Pavement does not
exceed 2500mm per Kilometer or the present roughness value of the existing
Pavement, whichever is lesser and it is free of potholes.
(vii) Settlement or Grade Depressions
If the settlements and grade depressions exceed 10 Sqm. in area and their depth
is within 50mm, such defects will be treated by skin/ full depth patching within 7
days after detection as per directions laid out in IRC: 82-1982 and based on
Sound Engineering Practice.
(viii) Upheaval or Swell
If the upheaval or swell that exceeds 5 Sqm. in area and its height is more than
50mm, the same will be treated within 7 days after its detection as per as per
directions laid out in IRC: 82 and based on Sound Engineering Practice.
(ix) Raveling
If the raveling of Bituminous Surface is more than 10 Sqm. in area, the same will
be rectified within 7 days after their detection by Slurry Seal Treatment in
accordance with the MORT&H Specification.
(x) Potholes
There will not be any Pothole on the Pavement surface. If the bowl shaped
pothole exceeds 0.5 Sqm. in area and 100mm in depth irrespective of the
numbers existing on the Pavement, the same shall be repaired by patching/
pothole filling in accordance with MORT&H Specification 3004-1. The potholes will
be repaired immediately if causing a threat to safety; other potholes will be
repaired within 7 days after their detection.

The Defect Liability Period (DLP) for the complete tolling solution is of 2 years
starting from COD. During this period the System Integrator shall be liable for
remedying any defects in the design, assembly, workmanship, any one or more
or all of these of the TMS. The System Integrator after the DLP, will support the
Concessionaire with anything related to software design, integration,
maintenance, troubleshooting etc. through Annual Maintenance Contract
(AMC).
A fault logging register will be maintained at both the toll plazas to keep track of
faults occurred and rectified. See Annexure – 19.

10.2.2 Noise
Noise level may be higher than prescribed by NAC/ WHO at some places both
during day and night due to increased traffic movement.
The increased vehicular speed due to widening is likely to result in increased tyre
noise. The increase in overall pollution due to factors mentioned above is likely to
be more than compensated. Certain mitigation measures, as mentioned below
will be implemented to keep the balance.

Carriageway
1) This shall be carried out as required after necessary testing. Road Marking as
specified and other road side features shall be restored to meet the relevant
standards to the satisfaction of the Independent Engineer.
2) The periodic maintenance activities shall also include Profile Corrective Course
of overlaid with the periodic renewal of the wearing course of the road
pavement. The same shall be undertaken on all Roads and Pavements in the
Project Facilities including on the Truck Lay-bays, Bus Bays and Wayside
Amenities – Service Area.
3) Periodic Maintenance shall be taken up for both Flexible and Rigid Pavement
with relevant treatments.
4) Paved Shoulders shall be treated in the same way as applicable to mainline
traffic lanes.
5) Separator islands shall be restored to the design cross section.
6) Road marking as specified and other roadside features wherever required shall
be restored to meet relevant standard specified.
Maintenance of Buildings
1) Concessionaire shall carry out regular and periodic inspection/ maintenance of
all buildings related to the Project. This shall also include cleaning, repairs and
maintenance of various parts of the building, services and facilities in a
wholesome and hygienic condition at all time. This will involve replacement of
irreplaceable items of work, cleaning and disinfecting of the water supply
systems, inspection and maintenance of drainage/ sanitation systems and
illumination and electrical installations, landscaping, painting and shall be as
per relevant Clauses of NBC. Maintenance of Pavement of parking lot with
Road Marking shall be carried out.
2) Maintenance of all furniture, furnishing items and equipment shall include
periodic servicing, checking, replacement attending to all necessary repairs,
replenishment of the consumables and other incidentals. Laboratory shall be
maintained and operated efficiently to carry out the requisite tests till end of
the concession period.

Special Repairs
Damages occurring due to natural calamities like Heavy Floods, Sand Storms,
